AFWRF Dump Site and Clarifier Drainage Improvements

Sealed bids addressed to the Little Rock Water Reclamation Commission acting by and through Little Rock Water Reclamation Authority, will be received in the front lobby at, Little Rock Water Reclamation Authority, 11 Clearwater Drive, Little Rock, Arkansas 72204 until 2:00 PM , on June 30, 2026 and then publicly opened and read aloud in the Clearwater Administration Building Training Room, 11 Clearwater Drive, Little Rock, Arkansas 72204. The bids shall be for furnishing all labor and material and performing all Work required to construct the AFWRF Dump Site and Clarifier Drainage Improvement project.
Electronic bids may also be received by the Little Rock Water Reclamation Commission acting by and through Little Rock Water Reclamation Authority, via submission to the following email addresses: kira.wise@lrwra.com , james.stanley@arcadis.com , until 2:00 PM , on June 30, 2026 and then publicly opened and read aloud in the Clearwater Administration Building Training Room, 11 Clearwater Drive, Little Rock, Arkansas 72204 for furnishing all labor and material and performing all Work required to construct the AFWRF Dump Site and Clarifier Drainage Improvement project.
If responding by email, the emailed bid shall be a black and white scan of the physical bid documents, to include bid bonds or certified/bank check. All other references throughout these documents regarding physical bid delivery are updated by this language. LRWRA would prefer one email of no more than 25 MB per bidder.
This project consists of three coordinated components located at the Adams Field Wastewater Reclamation Facility (AFWRF), each addressing a specific operational or drainage need across the site.
• Dump Site Improvements – Work includes constructing a 3ft concrete trough, adding a new inlet point with a box structure, installing truck washdown stations, and expanding truck access with a new concrete driveway and concrete pad. The scope also includes regrading around the constructed roadway and restoring the impacted grass swale to support proper drainage and improve overall site functionality.
• Concrete Swale and Stormwater Upgrades – The project includes installation of 8,729 LF of concrete swale to improve drainage around the site clarifier. Two new stormwater structures are proposed to tie into the existing stormwater network, enhancing water conveyance and overall stormwater system performance.
• Dirt Mound Removal and Regrading – Work consists of excavating and hauling away the existing dirt mound on site, followed by regrading and reshaping the area to restore proper elevations and ensure consistent site grading.
A non-mandatory Pre-Bid Meeting will be hosted virtually on June 16, 2026 at 2:00 PM. Contractors need to be able to use Microsoft Teams for the pre-bid meeting. Link will be sent to bidder email addresses received by the end of the previous business day. One representative from each bidder will be required to state name and company information during the meeting. Please send the preferred email address for the Pre-Bid Meeting by email to wesley.wahls@arcadis.com and james.stanley@arcadis.com no later than 5:00 PM Central Standard Time on June 11, 2026.
Contractor’s Bid shall be accompanied by a cashier’s check or certified check upon a national or state bank in an amount not less than five (5) percent of the total maximum Bid Price, payable without recourse to the Little Rock Water Reclamation Authority, or a Bid Bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a Contract and execute Performance and Payment Bonds within fifteen (15) days after Notice of Award of Contract. The Notice of Award of Contract shall be given by the Owner within sixty (60) days following the opening of Bids. All bids are subject to the conditions of Section 002113 Information for Bidders of the Contract Documents.
The successful Bidder must furnish a Performance Bond and Payment Bond upon the forms provided each in the amount of One Hundred (100) Percent of the Contract Price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
Little Rock Water Reclamation Authority encourages participation of small business enterprises and veteran-owned businesses in the procurement of goods, services, professional services, and construction, either as a general contractor or sub-contractor. It is further requested that whenever possible, prime contractors who require sub-contractors, seek qualified small and/or veteran-owned businesses to partner with them.
Bidders are cautioned that Bids for this Project are subject to compliance with Arkansas Law for construction of Public Works as found in Arkansas Code Annotated 22-9-101, etc. The Bidder shall thoroughly acquaint himself and comply with the provisions of these Acts.
The right is reserved, as the interest of the Owner may require, to reject any or all Bids and to waive any informality in Bids received. Bidders must be licensed in compliance with Arkansas Contractor’s Licensing Law found in Arkansas Code 17-25-101, etc.

No physical copies of the plans or project manual shall be provided. All official bidding materials shall be hosted on Microsoft SharePoint. Electronic copies of the Contract Documents shall be downloaded using a Share Point link which is available upon request. Plan holders must email wesley.wahls@arcadis.com and cc james.stanley@arcadis.com for access to the SharePoint site to be considered an official bidder.
