Project DescriptionThe Ohio State Wexner Medical Center is looking for interested Design Build Contractors for East Tower - AHU 35, 49, 50Replacement project at 181 Taylor Avenue, Columbus, Ohio. This project will replace three Air Handling Units in the OSUEast Tower Hospital. All the AHU’s will be required to be tied into the BAS system with DDC Controls.The project will replace three Air Handling Units, AH-35, AH-49, and AH-50 in the East Hospital Tower. AHU-35 servesfloor 16 and is approximately 6,000 CFM. AHU-49 serves floors 14 and 15 and is approximately 12,000 CFM. AHU-50serves floors 11,12, and 13 and is approximately 18,000 CFM. The anticipated approach will use temporary AHUs locatedon the 11th, 12th, and 13th floors to facilitate replacement of AH-50. AH-35 and AH-49 will be replaced with a new AHUmounted in the 17th floor penthouse. All new AHUs shall be connected to emergency power.The criteria information is being developed by Wellogy Design and Osborn Engineering and will be shared with the short-listed firms. The total capacity of all AHUs is approximately 36,000 CFM. The criteria designer is completing a pre-test ofairflow on all floors to confirm current operations.All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authorityand/or Owner’s policies and procedures.This project includes asset tagging. The Primary firm submitting for the project is required to have the expertise capable ofmeeting this prerequisite and is responsible to support their subcontractors to meet this requirement. The Asset TaggingProcess Diagram, Asset Worksheet Template, and LOD Matrix can be accessed via the OSU FOD website(https://fod.osu.edu/resources) under Design Guidelines, Specifications, Standards; Specifications and Standards;Building Information Modeling (BIM).B. Scope of ServicesThe selected Design-Builder (“DB”), as a portion of its required Scope of Services and prior to submitting its proposal, willdiscuss and clarify with the Contracting Authority and/or Owner, the breakdown of the Agreement detailed costcomponents, to address the Owner’s project requirements and refine the project schedule. Participate in the EncouragingDiversity, Growth & Equity (EDGE) Program as required by statute and the Agreement.As required by the Agreement, and as properly authorized, provide the following categories of services: develop andmaintain estimates of probable construction cost, Target Value Budget/Target Value Design, project schedules, andconstruction schedules; lead and manage the Schematic Design, Design Development, Subcontractor Prequalificationand Bidding process, Construction Documents, Construction and Closeout stages.The project shall follow the applicable University Sustainability Standards: https://fod.osu.edu/sites/default/files/div_18.pdf.F180-01-2022-MARPublish Date: 1/21/2026Page 1 of 5Request for Qualifications (Design-Build Contract) continuedRefer to the Ohio Facilities Construction Manual additional information about the type and extent of services required foreach. A copy of the standard Agreement can be obtained at the OFCC website at Design-Build Agreement.The selected DB will be required to sign the standard agreement. No modifications to the requirements in the agreementwill be accepted. Required Professional Liability Insurance will be per General Conditions Articles 10.3.7, 10.3.8 and10.3.9.The preconstruction and construction services are generally described below. Subcontracts including Plumbing, FireProtection, HVAC, and Electrical trades will be awarded by the Design-Builder (“DB”) to prequalified vendors using acompetitive process. The parties will engage in an "open book" pricing method in which all subcontracted work shall bebased upon competitive pricing that will be reviewed by the Contracting Authority/Owner, the Criteria A/E and the DB. TheContracting Authority/Owner shall have access to all books, records, documents, and other data in the DB's possessionrelated to itself, its subcontractors and material suppliers pertaining to bidding, pricing or performance of the Agreement.Preconstruction Services: The DB will work cooperatively with the Contracting Authority/Owner, Criteria A/E and ProjectTeam, and will provide, among other services, schedule development, estimate development, program verification,schematic design, design development, Guaranteed Maximum Price (GMP) proposal, subcontractor prequalification andbidding, construction documents preparation, constructability review, permits, budgeting, Target Value Budget/TargetValue Design, and preconstruction planning throughout the preconstruction stages. When the drawings and specificationsare at a stage of completion specified in the Agreement, such partially completed documents (the "Basis Documents")shall be provided to the DB, together with the Architect/Engineer of Record’s (“AOR”) detailed listing of any incompletedesign elements and the AOR’s statement of intended scope with respect to such incomplete elements (the "Design IntentStatement"). Contingent upon the Contracting Authority’s approval of the GMP, the parties will enter into an amendment tothe Agreement establishing the Contract Sum (“GMP Amendment”). If the proposed Contract Sum exceeds the ProjectBudget established for construction, then the Contracting Authority may terminate the agreement with the DB and seekproposals from other firms for completion of the Project.Construction Services: The DB shall construct the Project pursuant to the construction documents and in accordance withthe schedule requirements. The DB shall hold all subcontracts and shall be fully responsible for the means and methodsof construction, weekly progress meetings, testing and inspections, project safety, project completion within the scheduleagreed upon in the preconstruction phase, compliance with all applicable laws and regulations including monitoringcompliance with all EDGE, equal employment, and prevailing wage requirements, and submitting monthly reports of theseactivities to the Contracting Authority. All subcontracts shall be on the subcontract form prescribed by OAC Section 153:1-03-02. The Contracting Authority reserves the right to approve the DB’s selection of subcontractors and any supplementalterms to the subcontract form.The Ohio State University is dedicated to providing a safe and healthy environment for students, patients, staff, visitorsand contractors. While not exclusive, guidelines governing safety expectations for construction/ renovation projects withinOhio State buildings are set forth in the Building Design Standards Appendix V and are summarized here:https://fod.osu.edu/resources, under the section titled “Construction Site Safety Requirements.”Closeout Services: The closeout for this project is required to be delivered in an electronic cloud-based format using e-Builder Project Management System and adhere to The Ohio State University Project Closeout Standards. The OhioState University Project Closeout Standards can be accessed via the OSU FOD vender resource website(https://fod.osu.edu/resources) under Post Construction / Close Out.The DB will comply with applicable OSU Wexner Medical Center policies, including the Identification Badge Policy, whichincorporates the Non-discretionary Vaccination Policy/Employee Health Infection Control and Background Check Policies,as identified at https://wexnermedical.osu.edu/utility/footer/vendor-interaction. The DB is responsible for all costs incurredrelated to compliance with these policies.For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (FormF110-330), below is a list of relevant scope of work requirements for this RFQ:1. Evaluation Criteria for SelectionSelection Criteria: The DB will be selected using (i) qualifications-based process during the Request for Qualifications(RFQ) stage to develop a short list and (ii) best value process during the Request for Proposal (RFP) stage. Thequalifications-based criteria for the RFQ is included in this announcement. The best value criteria used in evaluatingproposals from short listed firms will include such factors that are determined to derive or offer the greatest value to theState and Owner, combining both qualifications and fee.Short List: Each firm responding to this RFQ will be evaluated and selected based on its qualifications and thequalifications and experience of the particular individuals identified as the candidate's proposed team for the Project. Afterevaluating the responses to this RFQ, the Contracting Authority will select a short list of no fewer than three candidatesthat it considers to be the most qualified, except if the Contracting Authority determines that fewer than three firms arequalified, it will only select the qualified firms.Request for Proposal: The short-listed firms shall be sent a Request for Proposal (“RFP”) that will invite the firms to submitpricing proposals containing their proposed preconstruction stage compensation, construction stage personnel costs,itemized construction stage general conditions costs, construction stage contingency percentage, construction stagedesign fee percentage, and design-build fee percentage. The short-listed candidates will also receive (i) form of theAgreement with the Contracting Authority containing the contract terms and conditions, (ii) set of the most recent criteriadocuments and (iii) proposed Project schedule.Pre-Proposal Meeting: Prior to submitting a response to the RFP, the short-listed firms will be invited to meet individuallywith the Contracting Authority/Owner. The purpose of the pre-proposal meeting is to permit the short-listed firms anopportunity to ask the Contracting Authority/Owner questions in an individual setting to help the firms prepare theirresponses to the RFP.
