Request for Proposals for a Grantee to Provide Culturally Affirmative Mental Health Services to Deaf, DeafBlind, and Hard of Hearing Children and Adolescents Living in Minnesota. Proposals must be submitted by 4:00 p.m. Central Time on March 21, 2025. This Request for Proposal (RFP) does not obligate the STATE to award a contract or complete the project, and the STATE reserves the right to cancel the solicitation if it is considered to be in its best interest. All costs incurred in responding to this RFP will be borne by Responder.
| RFP ,Human Services, through its Deaf, DeafBlind and Hard of Hearing State Services Division (STATE), is seeking Proposals from qualified Responders to provide specialized and culturally affirmative mental health services to deaf, deafblind, and hard of hearing children with behavioral or emotional disorders, or those coping with mental illness, who are living in Minnesota. (‘Culturally affirmative services’ refers to services that are designed and delivered within the context of the culture, language, and life experiences of individuals who are deaf, deafblind, or hard of hearing.) Responders may apply to provide services in a single service area (either Service Area #1 or Service Area #2) or apply to serve both Service Areas. Details about the Service Areas can be found on pages 4 and 5, as well as in Appendix B. The purpose of these specialized mental health services is to ensure that deaf, deafblind, and hard of hearing children and their families, regardless of their ability to pay, have access to the mental health services they need in their respective region. The term of any resulting contract is anticipated to be for two years, from July 1, 2025 until June 30, 2027. STATE may extend the contract up to a total of five (5) years.
