Description:
Provide the Pennsylvania State Police (PSP), Bureau of Forensic Services (BFS) infectious waste pickup and disposal services per the specifications and requirements provided.
Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than May 8, 2026 at 11:00 a.m.
Offerors must complete the cost matrix provided in its entirety and upload with bid submission. Worker Protection and Investment form BOP-2201 provided must be completed by an authorized vendor representative and uploaded with bid submission. Valid Pennsylvania Department of Environmental Protection Regulated Medical and Chemotherapeutic Transporter License must be uploaded with bid submission. Current certificate of insurance listing PSP as certificate holder and including supplemental language as additional insured must be uploaded with bid submission.
ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are responsible for monitoring the DGS eMarketplace website to view any changes to this IFB. SCOPE OF PROJECTThe contractor shall furnish all labor, equipment, materials and supplies necessary for thepackaging, receipt, removal, transportation, handling, storage and disposal of infectious wastematerial. Services are to be provided to the nine (9) Pennsylvania State Police (PSP) CrimeLaboratories and the PSP Academy on an as needed basis. The addresses of the removalsites are listed at the end of this document. Services to be effective upon issuance of a validpurchase order for a period of five (5) years.I-2 SPECIFICATIONS• Bids shall indicate rate per packed container. The rate is to include the restocking ofmaterials expended during management of the waste (boxes, bags, etc.) and all costs(administrative, labor, transportation, disposal, etc.) associated with the managementof the waste. No tax shall be included in the bid price (the Commonwealth is exemptfrom all excise taxes).The contractor shall provide a rate for the following containers:• Universal biohazard symbol UN 3291 rigid corrugated fiberboard boxes measuringapproximately 18 x 18 x 24 inches, with an approximately 45 lb. maximum weight. Therate per box is to include red disposable bags that are leak proof, impervious to moisture,of sufficient strength to prevent puncturing, tearing or bursting during storage, andmeet ASTM standards D1709 and D1922 regarding impact and tear resistance.• It will be the responsibility of each bidder to make a complete survey of the servicesas covered and requested in the Invitation for Bid. Any misunderstanding arising fromfailure to make the survey shall not relieve the contractor from fulfilling therequirements of the proposal and contract of which this proposal become a partthereof.I-3. REQUIREMENTS• The contractor shall render infectious waste removal/disposal services as deemednecessary and requested by the facility. The contractor agrees to provide and place properpackaging materials, boxes, and bags required for the packaging of infectious waste.• It is estimated that one (1) monthly pickup will be required by each of the eight (8) crimelaboratories. Pickups shall take place between 08:00 am and 04:00 pm, Monday through1Friday. The pickup schedule shall be arranged by the Pennsylvania State Police and theawarded contractor after awarding of the contract. If a holiday or office closure falls on thescheduled pickup date, the pickup will be scheduled to another day that week. Pickups for thePSP Academy will be much less frequent and on an as-needed basis.• Awarded contractor shall be licensed by the Pennsylvania Department of EnvironmentalProtection to transport and dispose of infectious waste. A copy of the Regulated Medical andChemotherapeutic Transport License must be included with bid response.• Infectious waste material to be disposed of shall consist of, but is not limited to, the following:• Blood vials• Materials that were in contact with biological fluids or other infectious waste• Sharps, including broken and unbroken glass and plastic, scalpel blades, pasteurpipettes, etc.• Infectious waste packaging will be performed by PSP personnel. Infectious waste will bepackaged in the contractor provided rigid corrugated fiberboard boxes lined with reddisposable bags.• Awarded contractor shall provide the PSP Crime Laboratory Administrative Office as well asthe PSP removal locations with the fully executed copy of the Infectious and ChemotherapeuticWaste Manifest as required by the Pennsylvania Department of Environmental Protection foreach shipment made on behalf of the PSP.• Any release of infectious waste materials in the loading/transporting/disposal process, otherthan release for sterilization or ash landfilling, shall be reported to the PSP CrimeLaboratory. Thecontractor shall be responsible for immediatecleaning/repackaging/disinfection of spill areas.• The contractor warrants that the services to be performed hereunder shall be done by fullyqualified and equipped infectious materials technicians and shall conform to the standards ofthe industry.• The contractor does hereby affirm that it understands the currently known hazards and riskswhich are presented to humans, property, and the environment in the packaging, receipt,removal, transportation, handling, storage, and disposal of infectious materials, and that ithas the requisite expertise in the conduct of infectious waste management.• In the performance of its duties and responsibilities hereunder, the contractor expresslyagrees to comply with the infectious waste removal/disposal regulations and standards ofFederal and State Environmental Protection Agencies, Unites States Departments ofTransportation, State and Local Departments of Health, Local Fire Prevention and PublicProtection agencies, and the requirements of the Resource Conservation and Recovery Actof 1976, the Water Pollution Control Act, and the Hazardous Materials Transportation Actand Pennsylvania Act 97.2• In carrying out this contract, the contractor expressly agrees to strictly comply with allapplicable environmental laws and regulations. This includes, but is not limited to 25 PA Code.I-4. ESTIMATED QUANTITIESIt shall be understood and agreed that any quantities listed in the Contract are estimatedonly and may be increased or decreased in accordance with the actual requirements of theCommonwealth and that the Commonwealth in accepting any bid or portion thereof,contracts only and agrees to purchase only the materials and services in such quantities asrepresents the actual requirements of the Commonwealth. The Commonwealth reservesthe right to purchase materials and services covered under the Contract through a separatecompetitive procurement procedure, whenever the Commonwealth deems it to be in itsbest interest.I-5.
