Box 150, Nespelem, WA 99155(509) 634-2110FAX: (509) 634-2101Posted Date: May 6, 2026Closing Date: May 21, 2026REQUEST FOR BIDforInchelium Fish & Wildlife Office Tree Removal(Project # 313526)_____________________________________________________________________________Scope of Work: The Confederated Tribes of the Colville Reservation (CTCR) Fish & WildlifeProgram (F&W) is requesting bids to remove approximately 50 hazard trees that vary is heightfrom 20’-75’ and are adjacent to the Inchelium Fish & Wildlife (IF&W) Office. The contractorwill utilize fixed price account contract for the removal of all hazard trees identified in this bidnotice.(1) Safely fall all identified dead and living hazard trees onto the ground without damagingnearby asphalt driveway and parking area.(2) Remove all of the debris from the site to a contractor determined location by bucking up thelarger debris and/or chipping up the smaller debris.(3) Preferred days to conduct the required work is on a Friday-Sunday. The IF&W Office isclosed on these days, so the area has reduced human activity and vehicle traffic.Location Description:Inchelium Fish & Wildlife Office3 Community Center LoopInchelium, WA 99138This is the old Inchelium Clinic Office, just west of the Inchelium Community Center.Please see the included aerial photo of the location.Tree Removal Site Inspection: All bidders are required to attend a site inspection at theInchelium Fish & Wildlife Office on Thursday, May 14, 2026 AT 8:30 AM. Bidders mustattend this site inspection in order for their bid to qualify for submission.*Award of contract shall be made to the responsive bidder and must provideall documentation listed below. This Request for Bid is open to all bidders.To qualify for consideration all bid packets submitted must include the following items:- Item 1o Bid Sheet (Total Contract Amount)o List of References that demonstrates that the contractor has successfullycompleted similar work.- Item 2o Schedule of Completion (time and manpower required to complete the project).- Item 3o Contractors Liability Insurance – Proof of Insurance in the minimum amount of$1,000,000.- Item 4o Sam.gov Registration – Copy required to be eligible for contract.- Item 5o TERO Compliance & Utilization Plan – Completed.o Title Ten Certification – Copy required to qualify as a Certified Contractor.o Blue Card – Copy required to qualify as an Indian Preference Contractor /Business Owner.- Item 6o Debarment Form – Completed.If a contract is not entered into within a reasonable time after selecting the proposal, the Tribesmay elect to cancel the award or award the Contract to the next highest ranked Bidder. TheTribes shall not be bound or in any way obligated until both parties have executed a contract. Noparty may incur any chargeable costs prior to the execution of a final contract.After opening and ranking, an award may be made on the basis of the proposals initiallysubmitted, without discussion, clarification or modification. The Tribes may discuss costreduction and other elements of the Bidder’s proposal with the selected Bidder. If the Tribesdetermines that it is unable to reach a contract satisfactory to the Tribes with the selected Bidder,then the Tribes will terminate discussions with the selected Bidder and proceed to the nextBidder in order of selection ranking until a contract is reached. The Tribes may reject allproposals if the Tribes determines that it is in its interest to re-open the bid or temporarily orpermanently abandon the procurement.The Tribes reserves the right to award a contract for all or any portion of the requirementsproposed by reason of this request, to award multiple Contracts, or to reject any and all proposalsif deemed to be in the best interests of the Tribes. The Tribes additionally reserves the right tore-solicit for proposals or to reject any and all proposals if deemed to be in the best interests ofthe Tribes, and to temporarily or permanently abandon the procurement.For additional information concerning this Request for Bid, please contact Kelly Singer (509)722-7086 or Michelle Smith (509) 722-7659.The Contractor will:Prior to commencing work, the Contractor will know and understand the Site Location providedfor this contract.No work shall take place until a TERO Compliance and Utilization Plan has been signed,approved, and filed with the TERO Office. The contractor shall comply with all regulations andprovisions of the Tribal Employment Rights Ordinance (TERO).Prior to commencing work, the Contractor will provide a Notice to Proceed (NTP) letter.The contractor shall comply with Tribal occupational safety and health regulations.The contractor shall supply ALL materials, equipment, tools, transportation, supervision,operating supplies, safety measures and labor to successfully complete the contract. Allmaterials and equipment must be hauled to the work site by the contractor.Vehicles and motorized equipment, will be operated responsibly to minimize damage to thevegetation and soils.Should the Contractor fail to perform clean up, the cost of the removal and disposal shall bededucted from the final payment.The contractor shall IMMEDIATELY suspend all project activities and notify the TribalArchaeology Department and/or Tribal Historic Preservation Office if ANY cultural find isencountered. This includes but is NOT limited to arrow points, pottery, tools, bones andthe like. History & Archaeology Department phone number is 509-634-2691.Contractor shall comply with Industrial Fire Precaution requirements as administered by Mt.Tolman Fire Center. Failure to do so could result in the contractor being held liable for any firedirectly related to equipment operation or operator negligence.The Program will:Ensure that the Contractor has secured any and all necessary permits and documentation requiredby the Confederated Tribes of the Colville Reservation for project implementation on the site.The Program will maintain close communication with Mt. Tolman Fire Center, and the TribalHistory & Archaeology Department to ensure that all cultural and natural resource concerns areadequately addressed and/or resolved.The Program COR will arrange, at the contractor’s request, to have a technical representativepresent on site to offer technical assistance and answer questions concerning contractspecifications through the course of the project. Requests for technical assistance must bescheduled in advance.Conditions:A pre-construction meeting will take place between the Contractor(s), COR, and any othernecessary agency personnel before work is to begin.No start-up advances, capital or materials will be granted to the contractor for the project. Partialpayments for completed and approved work at the agreed upon contract amount will be paid tothe contractor periodically as agreed upon.**No change orders will be granted for the project due to misjudgment or errors in initialbid price.**Start of Work:Once the contract is awarded and approved the date for actual start of work will be coordinatedbetween the Contractor and the Contracting Officer Representative but work must be completedby July 31, 2026.Stop Work Orders:Will be issued if any concerns arise during the duration of the contract such as,changes in weather conditions, which may include but are not limited to erosion,increased fire danger /shutting down the woods, too much snow on the ground, and/oran inability to access the project site. The COR may adjust the contract length tocompensate for these situations.Conditions for Default and Cancellations of Contract:- Failure to meet completion date: The Colville Tribes may declare the contractin default if the contractor fails to complete work by the specified completiondate. Requests for extension of time limits must be in writing from thecontractor and must be received by the Fish and Wildlife Program five (5) daysprior to specified completion date.- Contract specifications not met: Work not performed according to the contractspecifications shall be grounds for default.- Loss of eligibility for future contracts: If a contractor defaults on a contract,he/she will not be eligible future F&W Program contracts for a period of oneyear.
