Category: Public Works Status: Open Description: The Town of Chino Valley is seeking statements of qualifications from qualified, licensed vendors interested in providing professional services for the designated areas (with examples of anticipated work types) in the following categories: Civil Engineering Water / Wastewater / Storm Drain Transportation / Traffic Cost Estimates Land Survey Plan Review Geotechnical Engineering Site Investigation / Recommendations Materials Testing / Quality Assurance / Quality Control / Special Inspection Environmental Services Electrical; SCADA Programming Architecture Landscape Architecture Services to be provided may include, but are not limited to, studies, site investigations, planning, preliminary design concepts, and development of contract documents (such as detailed plans, schedules, designs, specifications, and reports). Duties may also involve budget estimation, engineering designs, phasing, recommendations for future infrastructure needs (master plans), improvement district administration, and presentations at public meetings. All projects involving the preparation of design plans and specifications require those documents to be sealed by a professional registered in the State of Arizona. Up to three vendors from each category will be selected for inclusion on a pre-qualified vendor list. The Town will use the list to directly select vendors to provide professional services on specific project assignments on an as-needed basis. Fee proposals will be requested from selected vendors later. The Town does not guarantee that a vendor on the list will be selected for a project or awarded a contract. The Town also makes no guarantee of a specific volume of work, a total contracted amount, or that the quantity of work (whether measured monetarily or otherwise) within any project type will be spread equally, or in any specific order, or according to any other specific percentage split among the various vendors on the list. The initial term of the list will be five years, at the discretion of the Town Manager. The Town reserves the right to award a contract to multiple companies. The actual utilization of any contract will be at the sole discretion of the Town. The Town also reserves the right to cancel or otherwise nullify the list prior to the expiration date by written notice to the vendors on the list. While the Town intends to use the list whenever possible, it reserves the right to select vendors not on the list to perform professional services, and to issue separate solicitations for specific projects when it is in the Town best interest to do so.

RFQ PROCESS; AWARD OF AGREEMENT.1.1 Purpose; Scope of Work. The Town of Chino Valley (the “Town”) is issuing this Requestfor Qualifications (this “RFQ”) seeking statements of qualifications (“SOQ”) from qualified,licensed professionals or entities (“Vendors”) interested in providing professional services fordesignated projects on an as-needed basis (the “Services”), as more particularly described in theScope of Work attached to the sample on-call professional services agreement (the “SampleAgreement”) included in Section B of this RFQ (the “Scope of Work”). In accordance with ChinoValley Town Code §§ 32.01 through 32.11 (the “Procurement Policy”), the Town will accept sealedSOQ for the Services specified in the Scope of Work in the Sample Agreement.1.2 Preparation/Submission of SOQ. Vendors are invited to participate in the competitiveselection process for the Services outlined in this RFQ. Responding parties shall review their SOQsubmissions to ensure the following requirements are met.A. Irregular or Non-responsive SOQ. The Town may consider as “irregular” or “non-responsive” and reject any SOQ not prepared and submitted in accordance with this RFQ, or anySOQ lacking sufficient information to enable the Town to make a reasonable determination ofcompliance with the minimum qualifications. Unauthorized conditions, limitations, or provisionsmay be cause for rejection. An SOQ may be deemed non-responsive at any time during theevaluation process if, in the sole opinion of the Town, any of the following are true:(1) The Vendor does not meet the minimum required skill, experience, orrequirements to perform or provide the Services.(2)obligations.The Vendor has a past record of failing to fully perform or fulfill contractual(3) The Vendor cannot demonstrate financial stability.(4) The Vendor’s SOQ contains false, inaccurate, or misleading statementsthat, in the opinion of the Town Manager or authorized designee, are intended to mislead the Townin its evaluation of the SOQ.B. Submittal Quantities. Interested Vendors must submit one hard copy and onePDF copy. The PDF copy and all required forms must be in a single file on a thumb drive orsimilar portable storage device. Failure to adhere to the submittal quantity criteria will result in theSOQ being deemed non-responsive.C. Required Submittal. The SOQ shall be a maximum of 15 pages to address theSOQ criteria (excluding cover letter, resumes, and the Vendor Information Form, but including thematerials necessary to address Project understanding, general information, organizational chart,photos, tables, graphs, and diagrams). The minimum allowable font for the SOQ is 11 pt, Arial orTimes New Roman. Failure to adhere to the page limit, size, and font criteria shall result in theSOQ being deemed non-responsive. Each SOQ shall be submitted with the documents necessaryto meet all of the requirements of this solicitation, including the information required in Part 2below and the following:(1) Cover letter with an original signature by a person authorized to bind theVendor. SOQ submitted without a cover letter with an original signature by a person authorizedto bind the Vendor may be determined non-responsive.6601881.1A-1SECTION ATOWN OF CHINO VALLEYPUBLIC WORKS DEPARTMENT(2) Vendor Information Form, with original signature.(3) References.(4) Project Schedule, if required by the Town prior to the submittal deadline.(5) Resumes, Licenses, and Certifications (if required for the Services).received.(6) Acknowledgment page, with an original signature, for any AddendumD. Vendor Responsibilities. All Vendors shall (1) examine the entire RFQ, (2) seekclarification of any item or requirement that may not be clear, (3) check all responses for accuracybefore submitting an SOQ, and (4) submit the entire SOQ by the official SOQ Due Date and Time.A late SOQ will not be accepted. A Vendor submitting a late SOQ shall be so notified.E. Sealed Submittals. All SOQ shall be sealed and clearly marked with “SOQ – FY2026 On-Call Professional Services” on the lower left-hand corner of the mailing envelope. Areturn address must also appear on the outside of the sealed SOQ. The Town is not responsiblefor the pre-opening of, post-opening of, or the failure to open, any SOQ not properly addressedor identified.F. Address. All SOQ shall be directed to the following address: Town Clerk, 202 NorthState Route 89, Chino Valley, Arizona 86323. SOQ must be received in the Town Clerk’s office bythe SOQ Due Date and Time indicated on the cover page of this RFQ. Telegraphic (facsimile),electronic (e-mail), or mailgram SOQ will not be considered.G. Amendment/Withdrawal of SOQ. At any time prior to the specified SOQ Due Dateand Time, a Vendor (or designated representative) may amend or withdraw its SOQ. Anyerasures, interlineations, or other modifications in the SOQ shall be initialed in original ink by theauthorized person signing the SOQ. Facsimile, electronic (e-mail), or mailgram SOQ amendmentsor withdrawals will not be considered. No SOQ shall be altered, amended, or withdrawn after thespecified SOQ Due Date and Time.1.3 Cost of SOQ Preparation. The Town does not reimburse the cost of developing,presenting, or providing any response to this solicitation. An SOQ submitted for considerationshould be prepared simply and economically, providing adequate information in a straightforwardand concise manner. The Vendor is responsible for all costs incurred in responding to this RFQ.All materials and documents submitted in response to this RFQ become the property of the Townand will not be returned.1.4 Inquiries.A. Written/Verbal Inquiries. Any question related to this RFQ shall be directed only tothe RFQ Administrator whose name appears on the cover page of this RFQ. Questions shall besubmitted in writing, via e-mail, or hard copy, by the close of business on the final date for inquiriesindicated on the cover page of this RFQ. Verbal or telephone inquiries will not be answered, andVendors attempting to do so will be directed to submit written inquiries. Any inquiries related tothis RFQ shall refer to the title, page, and paragraph. Any Vendor found to be communicating withany member of Town staff about this solicitation shall be prohibited from submitting an SOQ, or ifan SOQ is received, such SOQ shall be deemed non-responsive.6601881.1A-2SECTION ATOWN OF CHINO VALLEYPUBLIC WORKS DEPARTMENTB. Inquiries Answered. All inquiries must be directed to the RFQ Administrator inwriting as described in Subsection 1.4(A) above. Verbal or telephone inquiries will not beanswered, and Vendors attempting to do so will be directed to submit written inquiries. The RFQAdministrator shall provide a compilation of all written questions, along with official answers, whichwill be made available on the Town’s website at https://www.chinoaz.net/Bids.aspx. The RFQAdministrator shall endeavor to post the compilation not later than five days after the inquirydeadline.C. Pre-Submittal Conference. A Pre-Submittal Conference may be held. If scheduled,the date and time of this conference will be indicated on the cover page of this RFQ. If the Pre-Submittal Conference is designated as mandatory, failure to attend shall render the absentVendor’s SOQ non-responsive. Vendors are strongly encouraged to attend the Pre-SubmittalConference, even if designated as non-mandatory. The purpose of this conference will be to clarifythe contents of this RFQ to prevent any misunderstanding of the Town’s requirements. Any doubtas to the requirements of this RFQ or any apparent omission or discrepancy should be presentedto the Town at this conference. The Town may issue a written addendum to this RFQ. Oralstatements or instructions are provided for informational purposes only and do not become a partof this RFQ. Any change to the RFQ shall be made in the form of an addendum.1.5 Addenda. Any addendum issued as a result of any change in this RFQ shall become partof the RFQ and must be acknowledged in the SOQ submittal. Failure to indicate receipt of theaddendum will result in the SOQ being rejected as non-responsive. It shall be the Vendor’sresponsibility to check for any addenda issued in response to this RFQ. Any addendum issued bythe Town with respect to this RFQ will be posted on the Town’s procurement website athttps://www.chinoaz.net/Bids.aspx.1.6 Public Record. All SOQ shall become the property of the Town and shall become a matterof public record available for review, after the award notification, in accordance with the Town’sProcurement Policy.1.7 Confidential Information. If a Vendor believes that an SOQ or protest contains informationthat should be withheld from the public record, the Vendor shall include in the submission astatement advising the RFQ Administrator of this fact, and the information shall be clearlyidentified. The information identified by the Vendor as confidential shall not be disclosed until theTown Manager, or authorized designee, makes a written determination. The Town Manager, orauthorized designee, shall review the statement and information with the Town Attorney and shalldetermine in writing whether the information shall be withheld. If the Town Attorney determinesthat it is proper to disclose the information, the RFQ Administrator shall inform the Vendor inwriting of such determination.1.8 Vendor Licensing and Registration. Prior to the award of the Agreement, the successfulVendor shall be registered with the Arizona Corporation Commission and authorized to dobusiness in Arizona. The Vendor shall provide licensure information with the SOQ. Corporationsand limited liability companies shall be able to provide a Certificate of Good Standing from theArizona Corporation Commission.1.9 Certification. By submitting an SOQ, the Vendor certifies:A. No Collusion. The submission of the SOQ did not involve collusion or other anti-competitive practices.6601881.1A-3
