SCOPE
1.03 The proposed improvement herein specified and described consists generally of the
following work:
NORTH PARK PICKLEBALL COURTS
The project includes the construction of four pickleball courts, including nets, fencing, court markings, sidewalks, and all incidental and related work necessary to provide a complete project.
ARTICLE 2 – LOCATION OF WORK
2.01 Project Location – North ParkARTICLE 3 – BIDS
3.01 A Bid must only be made on the blank forms provided (00410). The bid shall be sealed in an envelope with the notation on the outside “NORTH PARK PICKLEBALL COURTS” along with the bidder’s company name. If the bid request requires a Bid Bond, the Bid Bond shall be sealed in a separate envelope and attached to the bid envelope with the notation on the outside “Bid Bond for NORTH PARK PICKLEBALL COURTS”. In the case of bid sent by mail, both said envelopes shall be placed together in another envelope and noted with “This envelope contains a sealed bid and a bid bond to be read at the public bid opening on Tuesday, May 12, 2026 at 2:00 PM at the Bonner Springs City Hall/Community Center, 200 East Third Street, Bonner Springs Kansas”.

The project also includes sidewalks,fencing, net posts, nets, court markings, and all incidental and related work necessary toprovide a complete project.Estimated Time Table For Selection / Implementation.April 23, 2026Notice to Bidders publishedTuesday, May 12, 2026 at 2:00 p.m.Bid OpeningTBDAward by City CouncilScope of Services.Work shall be completed as specified below, and in the specifications and requirements.Bid Requirements.Bidders should inspect the location before submission of a bid. Bids must be submitted onthe attached Bid Form and must be enclosed in a sealed envelope marked “North ParkPickleball Courts” Bids received will remain subject to acceptance for thirty (30) days afterthe Bid date.Each bid must be accompanied by Bid Security made payable to the City of Bonner Springsin an amount of five percent (5%) of Bidder’s maximum bid price and the form of acertified or bank check or a Bid bond issued by a Surety.· The cost of all required insurance, bonds and license must be included in the bidsubmission· The City reserves the right to select the work items in the bid based onavailable budget authority.· The City further reserves the right to increase or decrease quantities bytwenty-five (25) percent based on unit prices bid.· This is a tax-exempt project and the City Clerk’s Office will secure a projectexemption certificate for the successful bidder.The successful bidder, and all subs, must obtain an occupational license from the City Clerk’soffice before a Notice to Proceed will be issued. Information for this license can be obtainedfrom the City’s web site (www.bonnersprings.org) under the City Clerk department tab.Insurance and Bond Requirements.The successful bidder shall provide to the City Clerk’s office:· A certificate of insurance that names the City of Bonner Springs as an additionalinsured.· General Liability and Workmen’s Compensation limits shall be $500,000 for eachoccurrence and $1,000,000 for the general aggregate. An affidavit of exemption maybe requested.· A statutory bond in the total amount of the work to be completed if the awarded bidis greater than $100,000. The statutory bond shall be filed with the Clerk of the DistrictCourt, Wyandotte County, and the original filed statutory bond and receipt provided tothe City Clerk. In addition, the insurer shall agree to give a minimum of thirty (30)days' notice prior to their decision to cancel coverage.Page 2 of 4· A performance Bond· A warranty Bond and provide a two (2)-year warranty.Submission Deadline.Interested contractors shall submit one (1) sealed copy of their Bid Form and (1) separatelysealed Bid Bond to: City Clerk, City of Bonner Springs, P.O. Box 38, 200 East Third Street,Bonner Springs, KS 66012. All bids must be marked on the outside of the envelope: “NOrhtPark Pickleball Courts”. Bids must be received no later than 2:00 p.m., Tuesday, May 12,2026.Timely Delivery.It is the responsibility of contractor to ensure that their bid arrives at the City Clerk’s office ontime. Late or non-delivery due to mail or express delivery company failure are insufficientreasons to consider late bids. Bids received after 3:00 p.m. on Tuesday, May 12, 2026 at 2:00p.m. will not be considered.Uniformity.For ease, uniformity and fairness in the evaluation of bids, it is required that each bid conformsin all respects outlined in this document.Award Criteria.All bids received in accordance with this request will be evaluated based on criteriaestablished by the City which may include but not be limited to bid price, quality, experience ofthe bidder, responsiveness of the bidder, adaptability of the particular materials and equipmentfor the specific intended use and conformity to bid specifications. The City reserves the right toreject any and/or all bids for any reason, whether or not the bid is lowest and to waive anyirregularities or technicalities in any bid. The contract, if awarded, will be awarded to the bidderwhose bid is determined to be in the best interest of the City. Once delivered, all bids areirrevocable for a period of 30 days from the deadline stated in Section VI.Waiver.By the submission of a bid in response to this request, the bidder hereby expressly waives theright to bring, file or enforce any and all claims or causes of action, legal or equitable, againstthe City, its officers, agents or employees that pertain or relate to the City’s bid process, toinclude but not limited to the notice, letting, review and award stages, processes andprocedures. This waiver shall be effective as of the bidder’s submission of its bid form andshall be irrevocable by bidder, its successors and assigns. If bidder takes any action incontradiction of this waiver, then the City shall be awarded all costs associated with itsdefense of such actions including but not limited to reasonable attorney fees, filing fees andother legal costs, and the bidder shall forfeit its bid bond to City.Contract Time.Substantial completion shall be completed within 60 Working Days.
