The road design fee should include a task line item for answeringcontractor questions during the bidding process.Provide a separate fee for development of the Beehive Bikeway Trail concept.Riverton City 12800 South Road Design and Beehive Bikeway SegmentConceptual Design Scope of WorkRiverton City is looking to hire a consultant to provide road design services for a segment of 12800South between approximately 1630 West to just east of 1300 West. Sections of the road lack curb andgutter, sidewalks and other edge amenities. Additionally, there is a section with a deep drainagefacility that needs to be redesigned/modified and there are culinary and secondary waterline systemimprovements needed. The design will also include the realignment of Withers Lane so the 1300 Westintersection squares up.Additionally, Riverton City has received a state grant to develop a concept plan for a segment of theBeehive Bikeway trail stretching from the South Jordan Canal to just east of 1300 West. The state grantamount is $49,500 and will be administered by Hugh Van Wagenen with Wasatch Front RegionalCouncil (WFRC). The goal of this concept design is to ensure the concept trail segment fitswithin/adjacent to the future 12800 South cross section.Riverton City anticipates the road segment design and trail concept design to be provided by thesame consultant. Consultants will provide Riverton City with two fees and two scopes of service,one for road segment design and a separate one for trail concept design. An agreement withRiverton City will be executed for the road segment design. A separate agreement through WFRCwill be executed for the trail concept design. The trail concept design is contractually to becompleted by June 30, 2026 (Riverton City and WFRC will work with selected consultant if thistime frame is an issue).Following is a suggested scope of work:12800 South Road Segment Design12800 South is currently classified as a minor collector but has a right-of-way (ROW) widthof 66 feet. Tasks included with the 12800 South segment design include but not limited tothe following: Survey the proposed corridoro Survey extents are Redwood Road east boundary to a point 260 feet east ofthe centerline of 1300 West and from east ROW boundary to west ROWboundaryo Survey features that are outside of these boundaries that may impact thedesign such as the canal crossingo Topographic survey to include all surface features including gradeelevations and Blue Staked utilities. Sewer, storm and other manholes areto be dipped Identify existing buried and overhead utilities in the corridoro Survey and research at a QL-Co Identify utilities with potential conflictsPage | 1o Provide a QL-A for potential utility conflicts. A separate fee is to be providedbased on a per pothole cost for up to 10 potholes Identify and provide property/ROW boundarieso Identify and address any parcel conflicts Culinary and secondary waterline design – The existing waterlines are functionalwith the following changes:o Replace approximately 25 service lineso Retrofit meter vaults as neededo Replace 3 hydrants in the systemo Add a sampling stationo Replace a segment of the pressure irrigation pipe near South Jordan canal Realign Withers Lane with 12800 South intersectiono Provide a signal warrant study for the proposed 1300 West and 12800South intersection If a signal is warranted, provide space for the trail crossing If a signal is not warranted. Provide space for a potential raised crosswalk and a hawk signal Road Work Scope of Worko It is anticipated the road surface will be widened to the south in places. Theexisting curb and gutter is the anticipated proposed edge line for theproposed road surfaceo Once widened, the full road width will be overlayedo Infill curb and gutter and sidewalk where deficient/lacking. Use existingcurb and gutter and sidewalk where they fit the proposed road sectiono From the trail concept plan, preserve space for the future trailo Address drainage issues along 12800 South. There are current ROW/roadsections that flow to the south to an existing canal turnout. The existingcanal turnout will need to be addressed (remain as is, pipe, etc.) Geotechnical Investigationo Provide two shallow bores along the project limitso Information to determine quality of base material and road profile design Project timingo Construction anticipated for spring/summer 2027o 12800 South to be functional during Town Days and other large park events Outreacho A public meeting(s) will not be required, but need to connect with theadjacent residents to determine current drainage issues, access concerns,construction issues, etc. within the project limits Other Itemso Meetings Conduct a kick-off meeting Schedule and hold a monthly update team meeting Schedule and hold a plans-in-hand meeting for 30% completion and70% completion reviewsPage | 2o Provide an estimate of construction costs Provide an estimate at 30% and 70% completiono Provide a final bid package including drawings, specifications, biddocuments and final construction cost estimateBeehive Bikeway Trail Segment Concept PlanThe Beehive Bikeway trail will be a shared 10 to 12-foot-wide paved trail along the southedge of Riverton City Park. Tasks included with the 12800 South segment design includesbut not limited to the following: Alternative Analysis - Analyze two alternative layouts:o A protected trail 10 to 12 feet wide immediately north abutting the roado A trail 10 to 12 feet following the existing sidewalk between the existingtrees Survey the proposed corridorso Survey will extend from the South Jordan canal to just east of 1300 West.This survey will augment the survey work performed for the 12800 Southdesign. Survey will include a section in Riverton City Park as noted in theabove alternative analysiso Survey features that are outside of these boundaries that may impact theconcept layouto Topographic survey to include all surface features including gradeelevations and Blue Staked utilities Identify existing buried and overhead utilities in the corridoro Survey and research at a QL-Co Identify utilities with potential conflicts Identify and provide property/ROW boundarieso Identify any parcel conflicts Realign Withers Lane with 12800 South intersectiono Develop a 1300 West bike/pedestrian protected crossing assuming aproposed traffic signal is installed versus a traffic signal not being warrantedfor the intersection Project timingo Concept plan, contractually, is to be completed by June 30, 2026. RivertonCity and WFRC will work with selected consultant if this time frame is anissue Outreacho A public meeting(s) will not be required, but the two alternatives will bepresented to our Parks and Trails Committee for their input. Staff willpresent the alternatives. Consultant will only need to provide displays. It isanticipated the presentation will occur at about 90% completion.
