Sealed bids will be accepted until 4pm local time on March 31, 2026 , electronically. The submission needs to be emailed to Cole Beck with a cc to Lisa Anderson
The bids will be publicly opened and read at that time.
Bid documents may also be downloaded from the links below. Bidders are encouraged to download, fill out, and return the Request for Addendum / Plan Holders List form located at the link listed below to ensure receipt of any addendum issued for this project.
The City reserves the right to waive any irregularities or informalities in a bid and to reject any and all bids without cause.
Current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law.
Requirements of the Alaska Employment Preference (AS 36.10) must be met.
The City of Valdez encourages disadvantaged, minority and women-owned firms to respond and is available to assist said firms in learning how to do business with the City.
The City of Valdez “ Standard Specifications and Standard Details ” shall be used.

Photos of Allison Point181919202021222324-2831.0 – I NTRODUCTION/OVERVIEWThe City of Valdez, Parks, Recreation, and Cultural Services Department, issoliciting proposals from qualified individuals or firms to operate and manage theAllison Point Campground. The Operator selected will be responsible forseasonal campground operations in accordance with the terms outlined in thisRequest for Proposals (RFP).The City intends to enter into an operating agreement for an initial term of three(3) years. The agreement may be renewed for up to two (2) additional one-yearterms at the discretion of the City and subject to mutual agreement.This section provides an overview of the services to be provided and outlines thesolicitation and award process.1.1 BackgroundAllison Point Campground is a seasonal public campground located across PortValdez from the City of Valdez, accessible via Dayville Road. The campgroundoffers approximately 46 designated RV sites and is a popular destination forshoreline fishing.Amenities include public restroom facilities, multiple improved trails providingaccess to the water’s edge, and fire rings at select sites. The campground doesnot provide electrical or sewer hook-ups. Campers requiring dump stationservices may access facilities located within the City of Valdez.Allison Point is particularly active during the summer salmon runs, drawingresidents and visitors throughout the operating season.The City of Valdez owns the campground and associated infrastructure. Toensure consistent supervision, maintenance, and visitor services during theoperating season, the City contracts with a private operator to manage day-to-day campground operations.1.2 Summary of Services to be ProvidedThe selected Operator shall provide all labor, supervision, materials, andservices necessary to operate and maintain the campground, including facilityand janitorial maintenance, site supervision, resource protection, visitor services,and fee collection.The Operator will be authorized to collect approved user fees in accordance withthe terms of the operating agreement.4Allison Point Campground is intended to remain primarily natural and minimallydeveloped. Optional services that are consistent with the campground'scharacter may be proposed and are subject to City approval. Proposers shallclearly identify any optional services in their submission for consideration duringthe evaluation process.1.3 Compensation to the CityThe Operator shall be responsible for establishing reasonable campground userfees. All proposed fee schedules shall be submitted to the City for review prior toimplementation and shall remain consistent with comparable facilities in theregion.As compensation for the opportunity to operate the campground, the Operatorshall remit to the City five percent (5%) of Net Revenue generated fromcampground operations.The Operator shall maintain complete and accurate financial records related tocampground operations. Detailed revenue and expense reports, includingsupporting documentation, shall be provided to the City in a format approved bythe City.
