NOTICE TO BIDDERS

Notice is hereby given that sealed proposals will be received by the City of Martinsburg in the office of the City Manager at 232 N. Queen St., Martinsburg, West Virginia, on Thursday, December 4, 2025 until10:00 a.m.wherein such bids will be opened and read aloud in public for DEMOLITION AND RELATED SERVICES for the following properties: 492 E. Burke St., 324 ½ Boyd Ave., 214 W. Race St., 1029 S. Queen St.

Specifications and bidding documents are available at www.cityofmartinsburg.org and/or the City Manager’s Office, City Hall, 232 N. Queen St., Martinsburg, West Virginia, and may be examined and/or obtained during regular business hours. Work proposed includes services as required to demolish 4 structures at the following properties: 492 E. Burke Street, 324 ½ Boyd Avenue, 214 W. Race Street, 1029 S. Queen Street. Please submit all questions by email to jbauserman@cityofmartinsburg.org by noon on December 1, 2025.

All complete bid submissions shall be enclosed in a sealed envelope addressed as follows: “CITY COUNCIL OF THE CITY OF MARTINSBURG, WEST VIRGINIA, BID PROPOSAL FOR DEMOLTION AND

RELATED SERVICES.” Said sealed envelopes shall bear the name and address of the bidder on the outside face of the envelope.

The City of Martinsburg reserves the right to reject any or all bids and/or waive any informality as may be deemed to be held in the best interest of the City of Martinsburg. Bids must include a lump sum unit price. The City of Martinsburg reserves the right to award contract only if it is decided by the City Council to be in the best interests of the City.

Proposals shall not be withdrawn and shall remain in effect for a period of sixty (60) days, subsequent to the opening of the bids, except that the bids of any consenting bidder may, at the request of the City, be held for consideration for a longer period as may be agreed.

The City shall award the contract or reject all bids within sixty (60) days, unless there has been an agreed extension as set forth in the above paragraph.

The bidder selected by the City of Martinsburg must furnish a performance bond equal to the amount of the contract, for the faithful performance of said contract within twenty (20) days of the award date. All performance bonds must comply with the provisions of WV Code 33-19-1 and 33-12-7 including the requirement regarding counter-signature of the bond by a Licensed West Virginia resident agent of the insurer. In the event that a cashier’s check or certified check is used, it is necessary that a certificate of surety accompany it to guarantee the furnishings of the above required performance bond.

Women and minority-owned businesses are encouraged to submit proposals.
