1. STATEMENT OF PURPOSE:
The State of Tennessee, Department of Labor and Workforce Development
issues this Request for Information (“RFI”) for the purpose of Digital Tablets and
Adult Education Software. We appreciate your input and participation in this
process.
2. BACKGROUND:
Tennessee Department of Labor and Workforce Development (TDLWD) currently
utilizes tablets and technology resources, including adult education software, to
support qualified participants in pursuing educational opportunities, conducting
employment searches, and developing the qualifications, skills, and knowledge
necessary to obtain employment. The agency is also interested in exploring
solutions that may support participants in earning industry-recognized
certifications.
3. Tablets. The State requires approximately 8,000 (or more) tablets which will be
delivered to multiple locations during the implementation phase.
3.1. Tablet Characteristics. The State requires tablets, to include software
application (described in section 3.4) that meet the specifications and
functional requirements outlined in this section. The specification and
functional requirements are, but not limited to:
3.1.1. Tablets must be ruggedized and contain security features that
prevent incarcerated individuals from being able to disassemble,
break, or otherwise utilize the tablet, or any part of it to create a
weapon or a device that may cause harm to another person, or that

may be implemented in a way the tablet was not intended to be
utilized.
3.1.2. Tablets must securely connect to a vendor provided Wi-Fi network,
cellular network, or a network provided by a facility in which the
tablets are housed.
3.1.3. Tablets must be implemented with State-required software and
applications. Additionally, the tablets must have the ability for the
vendor to install or remove additional software and/or applications as
requested by the state.
3.1.4. Utilization of the tablets shall be at no cost to the participant.
3.1.5. The Tablets shall have the ability to allow State employee
administrative access.
3.1.6. The System shall contain a modernized enhanced resume builder
that allows continuity of language and skills matching for potential
employees and employers.
3.1.7. The vendor shall be responsible for lifecycle management and is
required to provide replacement tablets at the end of the tablets
lifecycle. The State and vendor shall agree on the effective term of a
tablets lifecycle.
3.1.8. The vendor shall provide the required number of charging stations,
per location, based on the number of tablets at each location.
3.1.9. The vendor shall provide the state with a Learning Management
System so the State can maintain visibility and keep track of
participants utilization of software and applications.
3.1.10. The vendor must be able to support a Statewide, multi-location
implementation plan and provide the plan to the State for approval.
Additionally, the vendor must provide on-ground support at each
location throughout the implementation.
3.2. Reporting. The vendor shall Include reporting capabilities on the utilization
of the software and tablets. This includes, but is not limited to, standard/ad-
hoc reporting, dashboards, and real- information. (State will validate specific
formats.)
3.3. Security.
3.3.1. The State requires Enterprise-grade hosting, authentication/SSO,
audit logging, encryption, Web Content Accessibility Guidelines
(WCAG), data residency (US), robust security controls, disaster
recovery, and business continuity architecture. The System shall
meet all required security standards as required by the State.
3.3.2. Provide security posture: encryption at rest/in transit, identity &
access management, role-based access control, logging/audit trails,
vulnerability management, pen test cadence, incident response
processes.
3.3.3. The State requires a description of Personally Identifiable Information
(PII)/Social Security Number (SSN) and other sensitive data that are
protected, and how the System supports auditability for federal/state
audits.
3.4. Integration with 3rd Party Applications. The Tablets shall have the
following applications and software installed and provide licensing for, but
not limited to: Personal Development Training Software, Workforce Skills
Training Software, Rehabilitation and Education Training
3.5. Training Provider Integration. The vendor shall provide the following
training, but not limited to:
3.5.1. Administrative Training. The State requires administrative training
to include user management, facility configuration settings, program
assignment, and message training.
3.5.2. Tablet Training. The State requires Tablet training to include an
overview of Tablet and software/application functionality, security
overview, program content, enrichment, optional entertainment, forms,
messaging, and hands on tablet login demonstration for students.
3.5.3. Learning Management System (LMS) Training. The State
requires a Learning Management System (LMS) training to be conducted
in multiple parts to overview the LMS for staff users and administrators.
LMS shall be provided as part of the SaaS License assigned to each
device at no additional cost to the State. This secure LMS shall allow
delivery of State specific programs with uniformity across the state. This
secure LMS shall also allow for local jurisdictions to create specific content
that is designed for their population and/or aligned to their local county
and workforce development areas. The secure LMS can also host virtual
job fairs and hiring events for individuals before release from
incarceration. Employers, in partnership with the local workforce
development areas, can deliver pre-employment content specific to jobs at
their plants, stores, warehouses, or facilities through the secure LMS to
ensure individuals receive the skills necessary and required for
employment. Employers that have agreed to hire justice-involved
individuals and have prerequisite training programs can add this content
on the LMS to ensure individuals can complete said training before they
are released from incarceration. This will prepare individuals for immediate
employment prior to release from jail facilities.
3.6. Data Migration & Onboarding. Describe to the State the data migration
methodology, validation, tools, and data mapping (if required).
3.7. Maintenance, Support & Service Levels. The State requires or included
support packages and costs (e.g., included in license, or separately priced).
Additionally, provide the State a description of how they will provide and
perform continuous maintenance and patching approach, frequency of
patches/updates, and maintenance windows.
3.8. Accessibility and User Experience. The System shall be Web Content
Accessibility Guidelines (WCAG) 2.1 AA compliant, multi-language support
(English + Spanish minimal), mobile responsiveness, and public portal
usability The State requires potential vendors abide by all Federal and State
American Disability Act requirements.

to any future solicitations related to this project and a response to this RFI
will not create any contract rights. Responses to this RFI will become
property of the State.
6.2. The information gathered during this RFI is part of an ongoing
procurement. In order to prevent an unfair advantage among potential
respondents, the RFI responses will not be available until after the
completion of evaluation of any responses, proposals, or bids resulting from
a Request for Qualifications, Request for Proposals, Invitation to Bid or other
procurement method. In the event that the state chooses not to go further in
the procurement process and responses are never evaluated, the responses
to the procurement including the responses to the RFI, will be considered
confidential by the State.
6.3. The State will not pay for any costs associated with responding to this RFI.
