STATE OF TENNESSEETENNESSEE DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENTREQUEST FOR INFORMATIONFORADULT EDUCATION TABLETS AND SOFTWARERFI # 33701_2605075/27/20261. STATEMENT OF PURPOSE:The State of Tennessee, Department of Labor and Workforce Developmentissues this Request for Information (“RFI”) for the purpose of Digital Tablets andAdult Education Software. We appreciate your input and participation in thisprocess.2. BACKGROUND:Tennessee Department of Labor and Workforce Development (TDLWD) currentlyutilizes tablets and technology resources, including adult education software, tosupport qualified participants in pursuing educational opportunities, conductingemployment searches, and developing the qualifications, skills, and knowledgenecessary to obtain employment. The agency is also interested in exploringsolutions that may support participants in earning industry-recognizedcertifications.3. Tablets. The State requires approximately 8,000 (or more) tablets which will bedelivered to multiple locations during the implementation phase.3.1. Tablet Characteristics. The State requires tablets, to include softwareapplication (described in section 3.4) that meet the specifications andfunctional requirements outlined in this section. The specification andfunctional requirements are, but not limited to:3.1.1. Tablets must be ruggedized and contain security features thatprevent incarcerated individuals from being able to disassemble,break, or otherwise utilize the tablet, or any part of it to create aweapon or a device that may cause harm to another person, or that1may be implemented in a way the tablet was not intended to beutilized.3.1.2. Tablets must securely connect to a vendor provided Wi-Fi network,cellular network, or a network provided by a facility in which thetablets are housed.3.1.3. Tablets must be implemented with State-required software andapplications. Additionally, the tablets must have the ability for thevendor to install or remove additional software and/or applications asrequested by the state.3.1.4. Utilization of the tablets shall be at no cost to the participant.3.1.5. The Tablets shall have the ability to allow State employeeadministrative access.3.1.6. The System shall contain a modernized enhanced resume builderthat allows continuity of language and skills matching for potentialemployees and employers.3.1.7. The vendor shall be responsible for lifecycle management and isrequired to provide replacement tablets at the end of the tabletslifecycle. The State and vendor shall agree on the effective term of atablets lifecycle.3.1.8. The vendor shall provide the required number of charging stations,per location, based on the number of tablets at each location.3.1.9. The vendor shall provide the state with a Learning ManagementSystem so the State can maintain visibility and keep track ofparticipants utilization of software and applications.3.1.10. The vendor must be able to support a Statewide, multi-locationimplementation plan and provide the plan to the State for approval.Additionally, the vendor must provide on-ground support at eachlocation throughout the implementation.3.2. Reporting. The vendor shall Include reporting capabilities on the utilizationof the software and tablets. This includes, but is not limited to, standard/ad-hoc reporting, dashboards, and real- information. (State will validate specificformats.)3.3. Security.3.3.1. The State requires Enterprise-grade hosting, authentication/SSO,audit logging, encryption, Web Content Accessibility Guidelines(WCAG), data residency (US), robust security controls, disasterrecovery, and business continuity architecture. The System shallmeet all required security standards as required by the State.3.3.2. Provide security posture: encryption at rest/in transit, identity &access management, role-based access control, logging/audit trails,vulnerability management, pen test cadence, incident responseprocesses.3.3.3. The State requires a description of Personally Identifiable Information(PII)/Social Security Number (SSN) and other sensitive data that areprotected, and how the System supports auditability for federal/stateaudits.3.4. Integration with 3rd Party Applications. The Tablets shall have thefollowing applications and software installed and provide licensing for, butnot limited to: Personal Development Training Software, Workforce SkillsTraining Software, Rehabilitation and Education Training3.5. Training Provider Integration. The vendor shall provide the followingtraining, but not limited to:3.5.1. Administrative Training. The State requires administrative trainingto include user management, facility configuration settings, programassignment, and message training.3.5.2. Tablet Training. The State requires Tablet training to include anoverview of Tablet and software/application functionality, securityoverview, program content, enrichment, optional entertainment, forms,messaging, and hands on tablet login demonstration for students.3.5.3. Learning Management System (LMS) Training. The Staterequires a Learning Management System (LMS) training to be conductedin multiple parts to overview the LMS for staff users and administrators.LMS shall be provided as part of the SaaS License assigned to eachdevice at no additional cost to the State. This secure LMS shall allowdelivery of State specific programs with uniformity across the state. Thissecure LMS shall also allow for local jurisdictions to create specific contentthat is designed for their population and/or aligned to their local countyand workforce development areas. The secure LMS can also host virtualjob fairs and hiring events for individuals before release fromincarceration. Employers, in partnership with the local workforcedevelopment areas, can deliver pre-employment content specific to jobs attheir plants, stores, warehouses, or facilities through the secure LMS toensure individuals receive the skills necessary and required foremployment. Employers that have agreed to hire justice-involvedindividuals and have prerequisite training programs can add this contenton the LMS to ensure individuals can complete said training before theyare released from incarceration. This will prepare individuals for immediateemployment prior to release from jail facilities.3.6. Data Migration & Onboarding. Describe to the State the data migrationmethodology, validation, tools, and data mapping (if required).3.7. Maintenance, Support & Service Levels. The State requires or includedsupport packages and costs (e.g., included in license, or separately priced).Additionally, provide the State a description of how they will provide andperform continuous maintenance and patching approach, frequency ofpatches/updates, and maintenance windows.3.8. Accessibility and User Experience. The System shall be Web ContentAccessibility Guidelines (WCAG) 2.1 AA compliant, multi-language support(English + Spanish minimal), mobile responsiveness, and public portalusability The State requires potential vendors abide by all Federal and StateAmerican Disability Act requirements.4.
