Bid Title: Jimmy Durante Boulevard Pavement Rehabilitation PROJECT
Category: Capital Improvement Projects Status: Open Description: The City of Del Mar seeks a bid from qualified contractors for construction of the Jimmy Durante Boulevard Pavement Rehabilitation PROJECT (Work). The Work generally consists of construction of pavement reconstruction, traffic control, and traffic striping.
All questions relative to this project prior to the opening of bids shall be directed to Polly Robertson, City of Del Mar, Management Analyst, for the project listed. It shall be understood, however, that no specification interpretations will be made by telephone. All bids must be submitted in sealed envelopes, bearing on the outside the bidder's name, address, the appropriate State Contractor's License designation held by the bidder, and marked "SEALED BID FOR THE JIMMY DURANTE BOULEVARD PAVEMENT REHABILITATION PROJECT.” Sealed bids will be received at the office of the City Clerk, City of Del Mar, located at 1050 Camino Del Mar, Del Mar, California, until 2:00 PM., January 28, 2026. Mailed bids shall be addressed to: City Clerk at 1050 Camino Del Mar, Del Mar, California 92014 and must be received by bid closing shown above. Bids which are not properly marked may be disregarded. It is the sole responsibility of the bidder to ensure his bid is submitted in the proper time. Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened.

FINDINGSThe State Water Resources Control Board (State Water Board) finds that:1. The Federal Water Pollution Control Act, also referred to as the Clean Water Act,prohibits certain discharges of stormwater containing pollutants to waters of theUnited States except in compliance with a National Pollutant DischargeElimination System (NPDES) permit (Title 33 United States Code (U.S.C.)§§ 1311 and 1342(p); also referred to as Clean Water Act §§ 301 and 402(p)).The United States Environmental Protection Agency (U.S. EPA) promulgatesfederal regulations to implement the Clean Water Act’s mandate to controlpollutants in stormwater runoff discharges. (Title 40 Code of Federal Regulations(CFR) Parts 122, 123, and 124). The federal statutes and regulations requiredischarges to waters of the United States comprised of stormwater associatedwith construction activity to obtain NPDES permit coverage (except operationsthat result in disturbance of less than one acre of total land area and that are notpart of a larger common plan of development or sale). Construction activityincludes, but is not limited to, clearing, demolition, grading, excavation, and otherland disturbance activities. The NPDES permit shall require implementation ofBest Available Technology Economically Achievable (BAT) and BestConventional Pollutant Control Technology (BCT) to reduce or eliminatepollutants in stormwater runoff. The NPDES permit shall also include anyadditional requirements necessary to achieve applicable water quality standards.2. Consistent with Water Code, § 13374, this NPDES permit also serves as wastedischarge requirements for discharges of pollutants in stormwater runoff(stormwater discharges) associated with construction and land disturbanceactivities and is hereinafter referred to as General Permit.3. A “discharger” is a person, as defined in Water Code § 13050(c), which includescompanies and governmental bodies, subject to this General Permit who isresponsible for compliance with this General Permit. The discharger designatesthe Legally Responsible Person(s) to serve as a primary signatory when requiredto sign, certify, and submit documents or information for this General Permit. TheLegally Responsible Person(s) may also designate a Duly AuthorizedRepresentative(s) to sign, certify, and submit documents or information for thisGeneral Permit. “Discharger” and the designated “Duly AuthorizedRepresentative” are further defined in Attachment B of this General Permit.4. This General Permit regulates discharges to waters of the United States fromstormwater and authorized non-stormwater associated with construction activityfrom sites that disturb one or more acres of land surface, or that are part of acommon plan of development or sale that disturbs more than one acre of landsurface.5.
