Qualifications: Statements of Qualifications shall set forth the qualifications to accomplish engineering services for the period of the years 2026 through 2030 at Brookings Regional Airport. Firms shall demonstrate their qualifications by addressing the questions contained in the “Consultant Selection Criteria”. Copies of the "Consultant Selection criteria" for this airport project can be obtained at www.cityofbrookings-sd.gov or the Engineering Department, City & County Government Center, 520 3rd Street, Suite 140 in Brookings, South Dakota. The selected firm is encouraged to obtain DBE engineering services or provide “Good Faith Effort” for this project. Upon receipt of Statement of Qualifications, the City of Brookings shall select the most qualified firm to perform the anticipated work. Selection will be performed in accordance with FAA Advisory Circular 150/5100-14E. Anticipated fees shall not be included in the SOQ, and each project will be negotiated with the selected firm following the selection period. REQUEST FOR QUALIFICATIONS – AIRPORT ENGINEERING SERVICES

The City of Brookings, South Dakota, will accept Statements of Qualifications (SOQ) from

qualified engineering firms for engineering services for proposed development at the

Brookings Regional Airport, Brookings, South Dakota. SOQ’s will be accepted until

12:00 p.m. (noon), local time, Monday, December 1, 2025, and are to be submitted to:

Charlie Richter, City Engineer, 520 3rd Street, Suite 140, Brookings, South Dakota, 57006

or via email to crichter@cityofbrookings-sd.gov.

Engineering Services for the following projects listed on the CIP for a period of up to a

maximum of five years from 2026 through 2030:

• Design and Construction of a Snow Removal Equipment Building

• Runway 17/35 approach survey

Statements of Qualifications shall set forth the qualifications to accomplish engineering
