Description:

Carteret County Government is seeking competitive proposals to complete the installation of a 20’ wide and approximately 5,100 linear feet of asphalt driveway to the County’s future boat ramp facility and the new North Carolina Coastal Federation facility at 4411 Highway 24 in Newport, North Carolina, PIN: 630503246341000.

General Scope of Work

  • Installation of 20’ wide driveway per plans completed by the John R. McAdams, Company, Inc. dated August 21, 2025.
  • Rough and fine grading.
  • Installation of 8” aggregate base course and 2.5” asphalt surface course.
  • Final seeding and stabilization of disturbed areas.
  • Installation of three (3) “No Parking Signs” along each side of the driveway within 300’ feet of the entrance secured to 4” x 4” treated timber posts embedded in a concrete footer.

Performance and Payment Bonds will be required in the amount of 100 percent of the Contract Price. Bonds shall be in accordance with State of North Carolina Statues and in a separate sealed envelope. A 5% bid bond or bid deposit (cash or certified check) shall be submitted with each bid. This project is being bid in accordance with N.C.G.S. 143-129. The County reserves the right to award the project to the lowest responsive, responsible bidder.

From the date of this notice until the date of opening of the Bidding Documents, Contract Documents, including Plans and Specifications can be obtained from Arendell Engineers, 1004 Arendell Street, Morehead City, North Carolina, 28557 for PDF copies. Contact Graham Strother or John Wade at Arendell Engineers at (252) 622-4338 to obtain plans.

With request for Bidding Documents please supply the following information: Company Name, Contact Person, Street Address, and Phone and Fax Numbers for Bidding office; North Carolina Contractor’s license with limitation and classification.

Bidders are encouraged to examine the project site prior to bidding. ENGINEER will transmit to Bidding Document holders of record such Addenda and explanations as ENGINEER considers necessary in response to written questions. Oral statements may not be relied upon and will not be binding or legally effective.

A non-mandatory Pre-Bid Conference will be held on-site on February 24. 2026 at 11:00 AM local time. Pre-bid meeting will be held at 4411 NC Highway 24, Newport, NC 28570. All attendees should meet near the entrance. Site access is available only from Highway 24. Interested contractors are highly encouraged to attend. Representatives of OWNER and ENGINEER will transmit to Bidding Document holders of record such Addenda as ENGINEER considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective until provided in writing.

Award of Contract

Carteret County Government reserves the right to award to multiple contractors deemed to be fully qualified and best suited among others submitting proposals on the basis of the evaluation factors included within this Invitation to Bid. The County reserves the right to award the project to the lowest responsive, responsible bidder. Once the proposals are ranked by Carteret County Governments Committee and the qualified contractor is determined, Carteret County Government may conduct further negotiations, and/or request presentations to any or all contractors. Carteret County Government reserves the right to accept or reject, in whole or in part, proposals directed to the best interest of the County. Each contractor shall fill out the required information within this Invitation to Bid, submit Certificate of Insurance for liability and Worker’s Compensation in order for the proposal to be qualified. Carteret County Government reserves the right to reject any or all proposals for any reason.

Three copies of sealed proposals shall be mailed, and/or hand delivered to the address of the POC shown above, and the sealed envelope shall clearly state the name of this Invitation to Bid. It is the sole responsibility of the Contractor to ensure that their proposal arrives by the designated submission date assigned. Sealed proposals will be opened immediately after the bid submission deadline and read aloud publicly. Contractors shall submit their bid in an internal envelope marked bid and in a separate sealed envelope for the bond.

ALL BIDDERS SHALL COMPLY WITH ALL APPLICABLE LAWS REGULATING THE PRACTICE OF GENERAL CONTRACTING AS CONTAINED IN CHAPTER 87 OF THE GENERAL STATUTES OF NORTH CAROLINA. FOR CONTRACTS $40,000 OR MORE, EXCEPT FOR CERTAIN SPECIALTY WORK AS DETERMINED BY THE LICENSING BOARD, BIDDERS ARE REQUIRED TO BECOME LICENSED BY THE NC LICENSING BOARD.

Please provide a detailed cost breakdown on official company letterhead, clearly itemizing materials, labor, and applicable taxes.

All bids shall be prepared and submitted in accordance with the following requirements. Failure to comply with any requirement may cause the proposal to be considered irregular and may be grounds for rejection.
