INTRODUCTION AND BACKGROUNDThe City of Grass Valley is located in the central/western portion of Nevada County, California,approximately 30 miles east of Marysville and about 20 miles north of Auburn. Grass Valley is a historicgold mining town which incorporated as a Charter City in 1893. As western Nevada County’s economichub, the City provides a full range of services including police, fire, water and wastewater treatment, andother typical public services to over 13,000 residents in a five square mile area.The City was founded on the banks of Wolf Creek and the creek still bisects the town, running from itsEastern boundary near Brunswick and Idaho Maryland Road, west into the center of town and then turningsouth, roughly paralleling Mill Street and Freeman Lane. For many years the community has dreamed ofa shared use, non-motorized trail running along the creek, and in April 2006, the Wolf Creek AlignmentStudy and Conceptual Master Plan was adopted by the City of Grass Valley to help guide this vision. Acomplete copy of this plan is available on the City of Grass Valley Website athttp://www.cityofgrassvalley.com/departments/engineering/rfpsrfqs-and-current-bids. Although theoriginal Study was prepared almost 20 years ago, community support is still strong for the concept of aWolf Creek Trail.In 2019, construction was completed on Segment 1 of the Wolf Creek Trail, a 1.2-mile section fromFreeman Lane north to the City’s Glen Jones Park at Allison Ranch Road and Freeman Lane. The plansand CEQA process for this alignment were completed by City of Grass Valley staff. The successfulcompletion of Segment 1 heightened community interest and support for more trail facilities and in 2020the City initiated further work with consultants to conduct engineering design and environmental work ona trail extension to span the City. In 2023, 30% Engineering plans and environmental clearance werecompleted for the remaining approximately 2.2 miles of the trail from Glen Jones Park to the corner ofCentreville Rd (formally Sutton Way) and Idaho Maryland Road, what was labeled segments 2 through6.Plansandenvironmentaldocumentsareavailablehere:http://www.cityofgrassvalley.com/departments/engineering/rfpsrfqs-and-current-bids.In 2024, the City’s Active Transportation Program grant application for the Wolf Creek Community andConnectivity Project was recommended for funding by the California Transportation Program. The grantmonies along with City leveraging, funds the project’s delivery through Project Approval andEnvironmental Document (PA&ED), Right of Way (R/W), Plans Specifications and Estimates (PS&E)and Construction (CON) in the amount of $16,300,000. The Project Programming Request (PPR)document submitted to Caltrans is provided, showing the estimated budgets for the various phases of workand the timeline proposed for project delivery.With this request, the City of Grass Valley is soliciting sealed proposals from qualified firms to performand oversee all necessary planning work and related services; including gaining project approval,completing environmental studies, right of way clearance and preparing final engineering plans andspecifications for the Wolf Creek Community and Connectivity Project in the City of Grass Valley, CA.The work scope will include additional alternatives analysis/preferred route selection, surveying(including topographic and boundary surveys), preliminary engineering designs, and preliminary costestimates. Some of the alignment and concepts from the 2023 30% level plans may need to be revisitedWOLF CREEK COMMUNITY AND CONNECTIVITY PROJECT - REQUEST FOR PROPOSALSPage 1 of 13and public outreach will need to continue. Specifically, Segment 2 was modified in the grant applicationto remove a portion of the trail within Caltrans right of way between the terminus of Segment 1 and a Cityowned parking lot at 309 Mill Street (Segment 2a). Now the trailhead will begin at the parking lot andinclude a bridge crossing to continue with the alignment on the east side of the creek towards town(Segment 2b). Additionally, the City wishes to reevaluate the preferred routing of Segment 4 to attemptto avoid extensive work in Caltrans right of way and follow a revised alignment adjacent to the KidderCemetery before dropping down towards Railroad Ave.For Segment 5, the City’s preferred alignment has always been closer to the creek rather than routingshown in the prior plans fronting Idaho Maryland Rd, however approval of this alignment will be highlydependent on property owner cooperation.The project will be subject to the California Environmental Quality Act (CEQA) review with the Cityanticipated as the lead agency. The consultant team will complete an updated CEQA review process,which may be as simple as a revalidation of the prior CEQA studies.This Request for Proposals (RFP) details the scope of work anticipated, proposal requirements,instructions and selection criteria, financial and general terms and conditions, and a sample servicesagreement for the proposed work. The proposals submitted in response to this RFP will be used as thebasis of selecting the Consultant for the engineering design, project management, and environmentalservices work described herein, as well consideration for optional amended work of constructionmanagement services for the Wolf Creek Community and Connectivity Project.2. PREVAILING WAGE REQUIREMENTSThis project is a “public works” project as defined by California Labor Code Section 1720 et seq. Thesuccessful consultant shall be responsible for compliance with all applicable California State PrevailingWage laws (Federal Payment of Predetermined Minimum Wage applies only to federal-aid constructioncontracts).The General Prevailing Wage Rate Determinations applicable to work under this contract are availableand on file with the Department of Transportation's Regional/District Labor Compliance Officer(https://dot.ca.gov/programs/construction/labor-compliance). General Prevailing Wage RateWOLF CREEK COMMUNITY AND CONNECTIVITY PROJECT - REQUEST FOR PROPOSALSPage 2 of 13Determinations applicable to this project may also be obtained from the Department of Industrial Relationswebsite at http://www.dir.ca.gov.4. SCOPE OF WORKThe Consultant selected for this project shall have the ability to deliver a wide range of professionalengineering services including, but not limited to, project management, surveying, geotechnical and structuralengineering services, environmental documentation, regulatory permitting, and the preparation of Plans,Specifications, and Engineer’s Cost Estimates (PS&E). Applicable documents acceptable to the City, theCalifornia Department of Transportation, and other involved regulatory agencies and utility companies willbe completed as necessary to allow the City to immediately proceed to advertise for bids for construction.In addition, the Consultant shall develop and implement a comprehensive public outreach program for thisproject including, but not limited to, presentation materials and public workshops. The Consultant shall workwith the City’s Engineering Division on development of the final trail alignment, coordination withstakeholders and negotiations with private property owners for easements or right of way acquisitions. TheConsultant shall coordinate this project with Caltrans on behalf of the City and shall prepare the necessaryforms and submittals required to proceed through the project development process and gain the appropriateapprovals needed to construct the proposed improvements.Project design and related engineering services shall include the following tasks:A. Project Management and PermittingThe Consultant shall provide professional and technical project management services for the Wolf CreekCommunity and Connectivity Project. Project Management tasks the Consultant shall perform include, butare not limited to:• Establish a Project Development Team (PDT) including, the design team, City of Grass Valleystaff, and occasionally the CA Department of Transportation (Caltrans),• Coordination with City staff, Caltrans, and other oversight/resource agencies including, butnot limited to Regional Water Quality Control Board, Army Corp of Engineers, CA Fish andWildlife, and utility companies.• Define key issues and goals and coordinate responsibilities of the project team members.• Hold bi-weekly project coordination and status meetings, prepare agendas, and record meetingminutes and action items.• Prepare monthly progress summary reports addressing the progress of work, updated projectschedules, status of deliverables, budget updates, and anticipated work items. The progressreports shall also discuss information/decisions required to maintain the project schedule,problems that have been encountered, and recommendations to address project issues.• Provide and maintain a detailed Critical Path Method (CPM) schedule. The schedule shall list alltasks of all parties involved in the project with estimated start and completion date. Updates, ifnecessary, shall be provided to the City on a monthly basis and shall include planned and actualtask completion dates.WOLF CREEK COMMUNITY AND CONNECTIVITY PROJECT - REQUEST FOR PROPOSALSPage 3 of 13• Identify and prepare documents, permits, and technical reports required by City of Grass Valleyand all other regulatory agencies. The Consultant shall coordinate review of the documents andall other deliverables with the City’s Engineering Division and all other appropriate agencies.Deliverables:1. Memorandum identifying the project team, team member responsibilities, key issues, andproject goals2. Bi-weekly (or as necessary) project coordination and status meeting agendas, meetingminutes, and action items list shall be distributed to all meeting attendees3. Monthly progress report and updated schedule4. Completed forms, documents, technical reports and permits necessary for project approvalfrom regulatory agenciesB. Surveying And Base MappingThe Consultant shall conduct a field review at the site prior to starting work on the preliminary design. TheConsultant shall provide topographic survey information as needed to supplement City provided basemapping and prior surveys. The Consultant shall compile a final base map from the topographic surveyinformation and shall be responsible for identifying existing utilities, drainage facilities, signing and striping,fences, trees, edges of pavement, hinge points, flow lines, ditches, slopes, structures, banks, and ground pointsto accurately create an existing ground surface in Autodesk Civil 3D for the site. Resulting base mappingshall include, but not be limited to, existing geometry of roads, existing signing and striping, existing right-of-way, adjoining property lines, existing drainage facilities, existing underground and overhead utilities,existing electrical service points, and other relevant design information. The Consultant shall provide alltraffic control and obtain any encroachment permits required to complete this task.Base mapping shall be developed electronically and provided to the City in an Autodesk Civil 3D .dwgformat. Electronic base mapping files shall contain the three-dimensional terrain model used to create thecontours and shall also include the contours created from the three-dimensional terrain model. Contours shallbe generated at 1-foot contour intervals. Base mapping shall be prepared based on the California StateCoordinate System. The Consultant shall be responsible for providing sufficient permanent survey controlto be able to construction stake the proposed projects.The Consultant shall be responsible for identifying and accurately mapping the existing and proposed right-of-way and adjoining property lines. The existing right-of-way and property lines shall be included in thebase topographic mapping for the entire project limits. The Consultant shall identify the right-of-waynecessary to construct the project. The Consultant shall be responsible for monumentation, staking, andrecord of survey plats of the final proposed project right-of-way. As currently designed, no significant rightof way acquisitions are anticipated with the project and the consultant is not expected to be responsible forlegal descriptions, deeds or right of way acquisition documents, unless included by contract change order ata later date (see Right of Way section of this RFP).Temporary Construction Easements (TCE) may be required across a handful of properties in order to executeconstruction activities.
