SCOPE OF WORK:The Pennsylvania Department of Corrections, CI Fayette, requires the purchase,delivery and installation of a license plate blanking line.Delivery will be made to the CI warehouse at SCI Fayette located at 50 OverlookDrive, LaBelle, PA 15450.All bids must be submitted electronically.II. ISSUIING OFFICERQuestions regarding the bidding or contracting procedures should be directedtowards Amanda Wasko at amawasko@pa.gov.An optional site visit inspection will be held on June 2nd at 9 am. Prospectivebidders must email Jake Laskody (jlaskody@pa.gov) the completed ClearanceCheck Request Form no later than May 19th. More information about thePennsylvania DOC clearance certificate process can be found athttps://www.cor.pa.gov/Facilities/Pages/Clearance-Reguest.aspx. Questionsmust be submitted electronically to amawasko@pa.gov for this event. Anydiscussions or questions raised on site visits are not officially binding unlesssubmitted to amawasko@pa.gov and responded to by the Commonwealth oneMarketplace.III. CONTRACT REQUIREMENTSThe contractor shall provide:• Blanking Line• Delivery• Installation/Startup• Maintenance ContractThe blanking line must meet the following specifications:• Horizontal aluminum decoiler. Able to support 2 rolls of aluminum coil (minimum of4,000 lbs.)• Metal straightener – Must accommodate 7 1/8” up to 12 1/8” wide material x .028thick.• Aluminum heating unit – Must heat aluminum to minimum of 80 degrees F.• Sheeting applicator – Must be able to apply 7 1/8” up to 12 1/8” wide reflectivesheeting. Needs to include automatic stretch control.1Statement of Work• Mechanical blanking press – Needs to be capable of high-volume production. Mustinclude 2 sets of blanking dies with slug collector. Electrical requirements are 480-volt 3 phase.• Qty (2) 12 1/8’ blanking die set.• Qty (2) 7 1/8” blanking die set.Bidders must upload a complete identification in its Bid of the product it is offeringby trade name, brand and/or model number as well as any descriptive literature.Any uploaded documents are for informational purposes only. The DOC will notagree to alternate payment terms or additional terms and conditions included in anyinformational documentation beyond those listed in Attachment B – Terms andConditions.For delivery, the contractor shall provide all rigging or other services as required tooff load, spot and secure the equipment in the appropriate location. The machineshall by in a “ready-to-run” state. All delivery and freight charges must be includedwithin the quoted price for the delivery line item. The facility has a loading dock.Start-up costs include equipment startup, installation, testing and training for 12people. CI Fayette shall provide all electrical connections.The maintenance and support contract will cover one year. CI Fayette may renewthe maintenance and support contract in one-year increments for a total of fiveyears. Pricing of the maintenance contract will remain firm across the initial year andthe four optional renewal years. The maintenance and support contract includes,but is not limited to, yearly preventative maintenance visits, remote diagnostics andon-site emergency services.IV. CONTRACTOR REQUIREMENTSPursuant to Executive Order 2021-06, Worker Protection and Investment (October21, 2021), the Commonwealth is responsible for ensuring that every Pennsylvaniaworker has a safe and healthy work environment and the protections afforded themthrough labor laws. To that end, contractors and grantees of the Commonwealthmust certify that they follow all applicable Pennsylvania state labor and workforcesafety laws. Such certification shall be made through the Worker Protections andInvestment Certification Form (BOP-2201) and the completed form must besubmitted with the bid, proposal or quote.All vendors or their subcontractors, who utilize regular delivery transportation, willhave to submit clearance checks through the Original Vendor, for all drivers(regardless if delivery is inside or outside the fence). Common carriers will not be2Statement of Workrequired to render clearance checks, however are subject to search and escortprocedures. ALL CARRIERS reporting to the outside warehouse must secure theirvehicles (windows closed and doors Locked) sign in at the warehouse and wait forfurther directions / instructions from the Correctional Staff. Delivery Truck mustleave the institution emptyV. BID AWARDIt shall be understood and agreed that any quantities listed in the solicitation areestimated only and may be increased or decreased in accordance with the actualrequirements of the Department of Corrections.Unless otherwise indicated, the unit price must include all labor, materials,equipment, tools, insurance, delivery fees and all items necessary for the completionof the project. In cases of discrepancies in prices, the unit price will be binding unlessthe unit price is obviously in error and the extended price is obviously correct, inwhich case the erroneous unit price will be corrected.VI. BID ResultsBids will be opened on the date and time specified in the invitation for bid. Bidtabulations will be posted on the day after the bid opening, on the Department ofGeneral Services’ eMarketplace website http://www.emarketplace.state.pa.us/).Tabulations are for information only and do not constitute actual award orexecution of a contract. The results of the apparent bidders and all bids are underreview until final award of the purchase order.3
