Summary

On behalf of Pinellas County Utilities, the Pinellas County Board of County Commissioners (Board) is seeking proposals from professional Design/Build (D/B) firms interested in qualifying to provide professional services for the design/build of the Pump Station No. 16 Improvements Design/Build Project located at 10548 Park Boulevard, Seminole FL 33772. The D/B firm will be selected in accordance with the guidelines established within Pinellas County’s Procurement Policy and Procedures Manual and the State of Florida’s CCNA selection procedure outlined in FS 287.055.

The attached Design Criteria Package (Technical Memorandum No. 2, February 2024) prepared by CDM Smith provides the basis for project development. The D/B firm selected will be responsible for completion of design, permitting, and construction at Pump Station No. 16 (PS16). The objective of the project is to refurbish the facility as well as improve reliability with specific goals of enhancing the vapor phase odor control treatment system. The project includes replacement of mechanical piping including relocation of process piping and valves to improve maintenance access, replacement of pumps, addition of bridge cranes above wet access points, replacement of electrical gear, installation of a new standby generator, installation of new diesel by-pass pump system, modifications to vapor phase odor control equipment, and modification of architectural features including the addition of new perimeter walls. The D/B firm shall consider maintenance access needs for the completed project including property agreements or access rights needed for the staging equipment needed to maintain the improved facility.

Architectural modifications to the facility shall consider the site location as well as community acceptance. PS016 is a critical infrastructure located within an active commercial development. The D/B team shall prepare architectural renderings for use in public outreach meetings and plan to participate in up to two (2) project outreach meetings.

CDM Smith is precluded from proposing on this project as the D/B firm, or as a member of the D/B firm’s team (Sub-consultant).

Background

Pinellas County Utilities owns and operates PS16 which receives and conveys a significant portion of the overall influent to the South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF) located at 7401 54th Avenue North, St. Petersburg which serves the South County sanitary sewer collection system. PS16 collects wastewater from four (4) different collection basins and can convey up to 30 million gallons per day (MGD) to the SCBAWRF. It is a critical component of the County’s wastewater transmission system.

The primary components of PS16 include:

1) Influent gravity sewer piping.

2) Asphalt parking, concrete sidewalks, and landscaping.

3) Influent sewer flow splitter containing eight (8) slide (sluice) gates.

4) Two (2) wet wells, each containing three (3) variable-speed 250-hp submersible pumps.

5) Discharge piping, valves, and flow meters located in below grade vaults and connecting to a discharge force main.

6) An odor control system.

7) Backup diesel-engine driven generators.

8) Diesel-engine driven bypass pumps.

9) A pump station building which includes an electrical room, a generator room, and a third room that formerly contained chemical feed pumps.

10) A masonry wall enclosure (no roof) that contains components of the odor control system.

The County desires to make repairs to PS16 and to make other modifications that will improve functionality and reliability and will facilitate maintenance activities. The base improvements for the PS16 Design/Build Project shall include the following construction:

• Six (6) new 250 horsepower Flygt N-Series submersible pumps to replace existing pumps.

• New pump discharge riser piping, guiderails, and base elbow within existing wet wells.

• New above-grade pump discharge piping, valves, fittings, and flow meters (and removal of existing piping, valves, and flow meters from below-grade valve vaults and flow meter vaults).

• Removal of six (6) existing sluice gates from influent splitter box and modification of the lift system for two (2) existing sluice gates to remain.

• Yard piping modifications

• Odor control system modifications

• Expanded enclosed courtyard area

• New 480-volt electrical switchgear, two (2) new diesel-engine driven standby generators, new variable frequency drives (VFDs), and miscellaneous other electrical improvements.

• Two (2) new diesel-engine driven bypass pumps, associated suction and discharge piping, and suction vault/manhole.

• Instrumentation modifications

• Architectural modifications

• HVAC modifications

• Structural modifications
