Box 1030101 North 4th StreetDouglas, WY 82633Section OneIntroduction and SummaryThe City of Douglas (City) is soliciting proposals for the provision of a pretreatment pilotingunit for the City. This unit will be used to assess pilot scale capabilities for implementationwithin the existing Douglas Water Treatment Plant. The pilot is intended to be operated byCity and supported by HDR Engineering, Inc (HDR) staff. This piloting unit must have thefollowing processes (AT A MINIMUM) to be considered for selection:1. A rapid mix basin2. A flocculation basin3. A plate sedimentation step4. Sludge collections system. Ability to divert sludge residuals and sedimentationeffluent to independent discharge locations.5. Chemical feed equipment6. Control systems to to allow the City the ability operate locally and remotely.7. Ability to collect continuous operational turbidity data, effluent and influent.It is anticipated that work associated with the selected and provided pilot unit for this RFPwill begin in late May of 2026. This work is expected to continue through August of 2026,with potential to extend through September of 2026 at the City’s discretion. Writtenproposals with a fixed fee amount must be received by Devon Litzsinger, City Clerk, City ofDouglas, P.O. Box 1030, 101 North 4th Street, Douglas, WY 82633, no later than April 15th,2026 at 11:00 AM MST.It is expected that delivery of the equipment should begin within 45 days of selecting anapplicant.Section TwoCity of DouglasRecognized as the Jackalope Capital of the world, the City of Douglas, population 6,400±, isa growing Wyoming community located in east central Wyoming in Converse County alongthe Interstate 25 corridor approximately 50 miles East of Casper, WY. This beautiful location offers manyoutdoor recreational opportunities such as hunting, fishing, boating, and hiking.In addition to being the official home of the Jackalope and a Tree City USA, Douglas is alsothe home of the Wyoming State Fairgrounds and Pioneer Museum, Wyoming LawEnforcement Academy, Douglas Railroad Interpretive Center, Douglas Community GolfCourse and the Douglas Motorsports Park.Douglas has a strong economic base primarily influenced by the availability of rail access,nearby coal resources and related mining operations, as well as exploration and productionactivities associated with oil, gas, and uranium reserves in Converse County.Section ThreeProject BackgroundThe City of Douglas retained HDR Engineering Inc to analyze issues with the current watertreatment process for the City (slow sand filtration). The HDR team also completed analternatives analysis of the Douglas Water Treatment Plant (WTP) that classified influentwater quality and identified production issues associated with the use of slow sandfiltration. Multiple alternative treatment processes were evaluated with conventional pre-treatment with low pressure membrane filtration (MF/UF) being selected as the preferedalternative for pilot testing. Due to the requirements set forth by the EPA and WYDEQ,piloting of a treatment unit is required for certification prior to any functional upgrade. SeeExhibit A for Site Layout and Exhibit B for preliminary PFD.Section FourScope of ServicesThe selected vendor should be able to complete all listed services below:1. Provide delivery of the equipment to site for pilot testing. City willprovide equipment to unload and place in testing location.2. Provide delivery no later than May 31st, 2026. If unable to meetthis delivery date, proposer should indicate date at which delivery is available forthe City’s consideration.3. Provide onsite start-up and training services to City and HDR Engineering staff.4. Provide technical support for pilot skid operations. Technical support to includeremote and onsite support as needed to support continuous pilot operations.5. Provide operational direction and recommendations for the duration of thepiloting period.6. Provide preliminary estimates of required source water, chemicals required (typeand usage amount) and chemical usage for the piloting duration. This includesvolumetric flow rates, type and quantity of chemical, as well asRFP: Douglas WTP Pre-Treatment Piloting UnitPage 3 of 8any additional operating parameters that may be needed for successfuloperation.7. Provide a finalized report detailing piloting operations during the testing period.Section FiveProposal Submittal RequirementsProposals must include the following information:1. Introductory Requirementsa. Transmittal LetterProposals must have a transmittal letter signed by an authorized representative of theapplicant’s company confirming the applicant’s availability to accomplish this project anda commitment to complete the project within the timing parameters of this RFP. If unableto meet the requested delivery date, proposer should indicate date at which delivery isavailable for the City’s consideration.b. Project UnderstandingA statement describing the applicant’s understanding of the project and any specialconsiderations/opportunities that may be afforded to the project.2. General Informationa. Provide the following company information:i. Firm nameii. Business addressiii. Primary contact name, email and telephone numberiv. Year establishedv. Type of ownershipb. Experiencei. Provide information on the applicant’s background and experience on similarprojects.ii. Provide background of key members in the team and their specific experience inprevious projects that would relate to this project.c. Potential or Perceived Conflicts of Interesti. Any potential or perceived conflicts of interest must be disclosed.3. Technical Dataa. Description of the pretreatment pilot unit including but not limited to:i. Treatment equipment included in the skidii. All gages and instrumentation included with the skidiii. Connection requirements for the inlet and outlet of the unitiv. Chemical feed system quantity and capacitiesviii. Other special technical requirements needed to run the piloting unit.b. Requirements for influent water, such as maximum limits of analytes such as turbidity,pH, etc.4. Project Approach, Schedule and Presentationsa. Provide narrative detailing the applicant’s philosophy and approach to complete theproject as described.b. Provide an overall project schedule including the timing of major tasks, progress reports,and reports.d. Provide any additional information or approaches felt to be relevant to indicate theapplicant’s ability to successfully complete this project.5. Resumesa. Provide resumes of individuals who will be working on the project. For each individual,describe their proposed role and list their relevant experience as requested in 2b above.6. ReferencesProvide references from at least three similar projects for which the applicant has providedpiloting rental services. References are to include the name of a project contact along with theirposition, email address and telephone number. Each reference is to include a description of theservices provided to the client and the applicant’s specific role.7. CopiesProvide 5 hard copies and one electronic copy containing the entire submittal in .pdf format.8. Project CostsExpenses are to be broken down into line items showing the cost of each major task as well as theoverall cost.The proposal is to be signed by an official authorized to bind the offer and is to contain a statement to theeffect that the proposal is a firm offer for a ninety (90) day period from opening. The proposal is also toprovide the following information: name, title, address, email address, and telephone number of theindividual(s) with authority to contractually bind the company and also who may be contacted during theperiod of proposal evaluation for the purpose of clarifying submittal information.Section SixSelection Procedures, Schedule and BudgetWritten questions regarding this RFP should be submitted to Brandon Noble atbrandon.noble@hdrinc.com no later than April 12th, 2026.
