Sealed proposals for the services named above will be received at the Office of the Director of Finance until 11:00 a.m. EST, Wednesday, April 29, 2026. Thereafter, proposals will be opened in public and read aloud or opened and read aloud pursuant to the applicable provisions of the Governor’s Executive Orders. Responses received after this date and time will not be accepted.

INTRODUCTIONThe Town of Enfield is soliciting proposals for the above-named services. If thereare any conflicts between the instructions in these Standard Instructions toProposers and any other proposal document(s), these Standard Instructions toProposers shall prevail.2. OBTAINING PROPOSAL DOCUMENTSSpecifications and proposal documents may be obtained from Carl Johnson, DeputyDirector of Public Works – Capital Projects & Administration, Stanley E. JablonskiDPW Complex, 40 Moody Road, Enfield, CT 06082, telephone number (860) 763-8806, cajohnson@enfield.org or the Town's website, https://enfield-ct.gov/Bids.aspx4. PROPOSAL SUBMISSION INSTRUCTIONSA. One (1) original and two (2) copies of all proposals must be submitted in asealed envelope clearly marked "Towing and Recovery Services". If forwardedby mail or courier, the sealed envelope must be addressed to “Director ofFinance, Town of Enfield, 820 Enfield Street, Enfield, Connecticut 06082.”Proposals must be at the Office of the Director of Finance by the time of theProposal Opening date noticed in Section 2 entitled, KEY EVENT DATES.Since all submissions must be dated and time-stamped, the Finance Departmentwill only accept proposals Monday through Friday, from 9:00 a.m. through 5:00p.m. EST (excluding holidays). Postmarks are NOT an acceptable waiver ofthis policy. Corrections and/or modifications received after the first proposal isopened will NOT be accepted.B. Ditto marks or words such as "SAME" on the Proposal Form are NOTconsidered writing and must not be used.C. All information must be submitted in ink or typewritten. Mistakes may becrossed out and corrections inserted. Corrections must be initialed by theperson signing the proposal.2STANDARD INSTRUCTIONS TO PROPOSERS (continued)D. Proposals are considered valid for ninety (90) days after proposal(s) are opened.Proposers may not withdraw, cancel or modify their proposal for a period ofninety (90) days after proposal(s) are opened.E. Proposals must be signed by an authorized person representing the legal entityof the Proposer.F. The inability to meet any specified requirements(s) must be stated in writingand attached to the proposal form or written on the proposal form.5. PRESUMPTION OF PROPOSER BEING FULLY INFORMEDAt the time the first proposal is opened, each Proposer is presumed to have read andbe thoroughly familiar with all proposal and contract documents. Failure oromission of the Proposer to receive or examine any information shall in no wayrelieve any Proposer from obligations with respect to their proposal.6. INTERPRETATION OF ACCEPTABLE WORKThe specifications, proposal and contract documents are to be interpreted asmeaning those acceptable to the Town of Enfield. Any substantive changes orinterpretations will be issued by the Town in writing as an addendum.7. TAX EXEMPTIONSThe Town of Enfield is exempt from Federal Excise taxes and Connecticut Salesand Use taxes. Proposers shall avail themselves of these exemptions.8. INSURANCE REQUIREMENTSProvider shall agree to maintain in force at all times during the contract thefollowing minimum coverage. Insurance shall be written with Carriers approved inthe State of Connecticut and with a minimum AM Best’s Rating of “A” VIII. Inaddition, all Carriers are subject to approval by the Town of Enfield. MinimumLimits:A. Commercial General Liability Each Occurrence $1,000,000, $2,000,000Aggregate. Town of Enfield shall be named as an Additional Insured on aprimary non-contributory basis for ongoing and completed operations. Waiverof Subrogation to be provided.B. Auto Liability Combined Single Limit $1,000,000 for all owned, hired and non-owned vehicles for property damage and liability. Town of Enfield shall benamed as an Additional Insured on a Primary and Non-Contributory basis.Waiver of subrogation to be provided.On-Hook Coverage Required at $100,000.3STANDARD INSTRUCTIONS TO PROPOSERS (continued)C. Umbrella/Excess Liability $1,000,000 and $1,000,000 Aggregate. GeneralLiability, Auto Liability and Workers’ Compensation to be listed as underlyingcoverages. Umbrella/Excess Liability to follow form with respect to AdditionalInsured on a Primary and Non-Contributory basis and Waiver of Subrogation.D. Workers’ Compensation - For all the employees employed on said Work shallbe maintained in accordance with Connecticut’s Workers’ Compensation Act.In case any class of employees engaged in hazardous Work under the contractat the site of the Work is not protected under the Workers’ Compensation Act,the contractor shall provide Workers’ Compensation Insurance for theprotection of its employees not otherwise protected. Waiver of Subrogation tobe provided.E. A thirty (30) day Notice of Cancellation applies for the Town of Enfield.Exceptions to the Town’s insurance requirements are subject to the sole discretionof the Town of Enfield.If any policy is written on a “Claims Made” basis, the policy must be continuallyrenewed for a minimum of two (2) years from the completion date of thiscontract. If the policy is replaced and/or the retroactive date is changed, then theexpiring policy must be endorsed to extend the reporting period for claims for thepolicy in effect during the contract for two (2) years from the completion date.Where permitted by law, the Contractor shall defend, indemnify, and holdharmless the Town of Enfield and all of its officers, employees, and agents fromall suits, actions, or claims of any character, name, or description brought for oron account of any injury or damage caused to any person or property as a resultof, in connection with, or pursuant to the performance of the Contractor, includingall costs incurred by the Town of Enfield in defending itself against such claimsor actions, in proportion to the extent that the Contractor is held liable for same byan arbiter of competent jurisdiction. As much of any money that may be due tothe Contractor under the Contract as the Town of Enfield considers necessary forthe purpose of such indemnification or holding the Town of Enfield harmless maybe retained for such use by the Town of Enfield; and the Contractor’s suretybonds may be held until such suit or suits, action or actions, claim or claims, asaforesaid, shall have been settled and until the Contractor has furnished to theTown of Enfield suitable evidence to that effect. Such indemnity shall not belimited by reason of any insurance coverage required under the Contract.9. PROPOSAL BONDProposers are required to furnish a proposal surety at the time the first proposal isopened in the amount of one thousand ($1,000) dollars. The proposal surety should4STANDARD INSTRUCTIONS TO PROPOSERS (continued)be in one of the following three (3) forms: (a) a bank certified check, (b) a bankcheck, or (c) a surety company bond. The surety company must be authorized towrite such surety bonds in the State of Connecticut. Checks or bonds must bedrawn to the order of "Town of Enfield, Attention Finance Director".10. PERFORMANCE BOND AND PAYMENT BONDTo ensure the faithful execution of this proposal according to its provisions, theContractor awarded this proposal must provide to the Town of Enfield, at theContractor's expense, a performance and payment bond in the amount of onethousand ($1,000) dollars. The bonds must be issued by a company authorized towrite such surety bonds in the State of Connecticut. The bonds shall be drawn tothe order of the "Town of Enfield, Attention Finance Director", and delivered to theTown prior to commencement of work. On projects less than fifty thousand($50,000) dollars the Contractor may substitute the performance bond (but not thepayment bond), for a bank certified check or a bank cashier's check in the amountof one thousand ($1,000) dollars.11. FAIR EMPLOYMENT PRACTICESThe Contractor agrees not to discriminate against any employee or applicant foremployment in the performance of this Contractor's work with respect to hire,tenure, terms, conditions, or privileges of employment due to race, sex, age,religion, national origin, or other conditions proscribed by State or Federal law.12. CONTRACT PERIODIt is anticipated that the initial Contract period shall be from July 1, 2026, throughJune 30, 2027. Subsequent one (1) year renewals, at the option of the Town ofEnfield, may be available for up to two (2) additional years. Total contract period,including all options for renewal, shall not exceed thirty-six (36) months.13. STANDARD FORM OF CONTRACTUAL AGREEMENTThe Town of Enfield intends to execute a contract that incorporates the terms andconditions of this RFP and the successful proposal.14. MODIFICATIONS AND ADDENDAThe Town may, before or after proposal opening and in its sole discretion, clarify,modify, amend or terminate this RFP if the Town determines it is in the Town’sbest interest. Any such action shall be effected by a posting on the Town’s website,www.enfield-ct.gov/bids.aspx. Each respondent is responsible for checking theTown’s website to determine if the Town has issued any addenda and, if so, tocomplete its proposal in accordance with the RFP as modified by the addenda.15. AWARDING THE PROPOSALThe Town of Enfield reserves the right to accept or reject, any, all, or any part ofproposals, to waive formalities or informalities and to make an award that is5
