Late quotes will not be accepted.REQUEST FOR QUOTETOWNSHIP OF HAMBURGCONTRACTORS SERVICES FOR PROJECTA. IntroductionA section of the Huron River, a distance of approximately 3,000 feet west of the Hamburg RoadBridge from Ore Lake to Strawberry Lake, is prone to experiencing extensive aquatic weedgrowth which can block the free flow of the river channel in the spring and early fall periods ofthe year.B. Project BackgroundThe aquatic weed blockages can be a contributing factor to flooding on sections of the HuronRiver at the Hamburg Road Bridge, Little Ore Lake and Ore Lake during periods of significanthigh levels of precipitation when the ground becomes saturated.In the springtime, the river becomes clogged with curly leaf pondweed (mid-April to end ofJune). In the late summer to early fall, the river becomes congested with eel grass (VallisneriaAmericana). Removing the aquatic weed restrictions helps to minimize river flooding.C. Project DescriptionThe Township is proposing to have “on stand-by status” aquatic weed harvesting services forthe above-mentioned segment of the Huron River that may be activated in the event ofsignificant high levels of precipitation during a several day time period when the ground issaturated and there is significant height and breadth of aquatic weeds in the river channelblocking free flowing of river waters.D. Scope of WorkThe Contractor shall be required to submit a quote to provide aquatic weed harvesting servicesnecessary for the clearing of the above-mentioned segment of the Huron River on an as-needed/stand-by basis.Services shall include the following items (not in any particular order):1. The ability to respond within 48 business hours of notification through a phone callor written request to harvest received from the Township Supervisor or Clerk withdate and time options for the Contractor to perform the work.2|Page2. Moving necessary equipment and personnel to the work area designated by theTownship with commencement of the aquatic weed harvesting and removal ofspoils upon approval from the Township of the proposed dates/times.3. Removal of harvested spoils to a location on Township property as designated by theTownship Supervisor or Clerk for composting purposes.4. Removal of equipment and personnel after work is completed.5. Restoration of any ingress/egress point along the Huron River to the original levelprior to commencement of the work of the owner of the ingress/egress point.E. Contract Time Period- Request for Quote released 05/04/2026- Proposals due 2:00 pm on 05/28/2026- Planned Award Date on or around 06/02/2026- Project Completion Date within 7 days after Township authorization to harvest weeds.F. Contractor SelectionThe Township Special Projects Coordinator will review the proposals and make arecommendation of award to the Township Board of Trustees. The responses to the Requestfor Quote shall be forwarded along with their endorsement to the Township Board of Trusteesfor final selection of the Contractor and award of the contract. To the extent that anyproposals are over budget cost may be a determining factor.G. Proposal TermsContractors are hereby advised that Hamburg Township is a public body and its records,including statements submitted in response to this request are considered public records. Allrequests for quotes become the property of the Township upon submission. The expense ofpreparing and submitting a quote is the sole responsibility of the company. The Townshipreserves the right to waive or not waive informalities or irregularities in submittals, and toaccept or further negotiate costs, terms, and conditions of any quote determined by theTownship to be in the best interest of the Township even though not the lowest cost proposal.All bidders shall be advised that the Township is not bound in any manner to automaticallyaccept the lowest bid. This solicitation in no way obligates the Township to award a contract.If a proposal is selected, it will be the most advantageous quote with respect to price, quality ofservice, and other factors that Hamburg Township may consider. The Township reserves theright to consider quotes for modifications at any time before a Contract is awarded, andnegotiations would be undertaken with that provider whose quote is deemed to best meet theTownship’s specifications and needs.Quotes submitted to Hamburg Township must indicate a not-to-exceed project cost.The Township must receive all quotes no later than 2:00 PM on Thursday, May 28, 2026.Quotes received after this time will not be accepted or reviewed. No facsimile-machineproduced or email quotes will be accepted.I. Terms and Conditions and Proposed AgreementThe selected Contractor will be asked to enter into an Agreement that may include, but is notlimited to, the following contract provisions:• The Contractor will provide the required services personally and will not subcontract orassign the services without the Township’s written approval.• The Contractor will not hire any Township employee to provide any of the requiredservices.• The Contractor will maintain, at its own expense during the term of the Contract,Liability Insurance in an amount acceptable to Hamburg Township.4|PageREQUEST FOR QUOTE AND STATEMENT OF QUALIFICATIONFOR AQUATIC WEED HARVESTING IN THE HURON RIVERWITHIN HAMBURG TOWNSHIPTO THE TOWNSHIP OF HAMBURG, MICHIGANThe undersigned as Bidder hereby declares that this Quote is made in good faith without fraudor collusion with any person or persons bidding on the same Contract; that he has read andexamined the Request for Quote and understands all of the same; that he or his representativehas made personal investigation of the work area and has informed himself fully with regard tothe requirements to be met in the execution of this Contract, and the undersigned proposes tofurnish all staff, materials, transportation, and equipment necessary for the completion of theaquatic weed harvesting services.AWARD OF CONTRACT: The Contract will be awarded to the lowest responsive, responsibleBidder based on total bid price for all work as specified.PROPOSAL PRICE: The Bidder agrees to complete the Project for the following sums:The Contractor shall be required to submit a quote to provide aquatic weed harvesting servicesnecessary for the clearing of the above-mentioned segment of the Huron River on an as-needed/stand-by basis.Services shall include the following items (not in any particular order):ItemSpecificsCost1.
