Scope of Services
Osceola County is advancing the development of a world-class Performing Arts Center (PAC) as a central civic, cultural, and economic anchor within the broader NeoCity City Center master plan. The PAC is envisioned as a flexible, multi-venue performing arts complex capable of hosting a wide range of programming including touring Broadway, concerts, symphonic performances, dance, community events, education, and civic functions.
To support this effort, the County seeks proposals from highly experienced third-party theatre planning and technical design consultants to provide independent, operator-informed advisory services throughout programming, design, documentation, and implementation.
This consultant will act as the Owner’s theatre specialist, working alongside the County and its development advisor, SM NeoCity Developer LLC. ensuring that the facility is:

•        Programmatically sound

•        Operationally efficient

•        Technically robust

•        Financially realistic

•        Aligned with long-term operational goals
The purpose of this RFP is to retain a consultant to provide comprehensive theatre planning, technical design leadership, and operational advisory services, working collaboratively with the County, its future Architect, and other project stakeholders.

The consultant will be expected to bridge vision, operations, and technical execution, ensuring the PAC is designed for real-world use, touring compatibility, and long-term sustainability.
