Bid Title: REQUEST FOR QUALIFICATIONS - Engineering and Project Engineering Support Services
Category: Services and Supplies Bids Status: Open Bid Recipient: Scott Schrader, County Administrator Description: Wyoming County is accepting proposals from qualified engineering firms to provide Engineering and Project Engineering Support Services for the 2025 and 2026 calendar years. The County seeks firms with expertise in a broad range of engineering design, surveying, geotechnical, hydraulic, surface construction field engineering and support services, on a retained contractual relationship, as well as to pre-qualify multiple firms to provide as-needed Project Engineering Services. Preference will be given to firms with New York State municipal experience. Selected firms may be reappointed for an additional two years at the County’s discretion.

1. A cover letter signed by an Officer of the firm authorized to offer said services.
2. General Capabilities - firm stability, financial strength, and service depth. Identify overall size, capabilities, and financial strength of the firm. The qualifications should demonstrate stability, longevity, and include a description of major disciplines and breadth of expertise.
3. Key Staff Qualifications - Please include a list of designated staff to be utilized in performing the services referenced herein, including job title, professional experience, and professional registration/certification. Please include resumes for key staff demonstrating their professional qualifications and experience. If the Firm is submitting for General Engineering Support Services, please identify who will be the day-to-day contact person with the County of Wyoming.
4. Firm Experience - Include a listing of relevant municipal projects within the last three years with a brief description of the services provided. Please include a reference for each project with a phone number at which the individual can be reached. Specific work/projects completed within the Western New York region are preferable.
5. Location of Firm and Staff - Indicate the location of the office(s) where work on this project will be performed. Relevant project staff must be accessible and available to attend meetings in the County on relatively short notice.
6. Engineering Fees - Include a copy of the firm’s 2025 Rate Schedule including job titles and hourly rates. If a firm is reappointed for subsequent years, any rate schedule adjustments must be reviewed and approved by the County.
Special Requirements: Required Forms and Certifications:
1. Provide a copy of your Certificate of Coverage for Errors and Omissions.
2. Copies of all licenses, permits and certifications relating to the necessary qualifications.
3. Certificate of Authority to do Business in New York State.
4. Proof that signatory is at least a 50% owner and has the authority to act on behalf of the firm/business.
5. Information on any current or pending litigation against the firm or any of its principals as it relates to the services provided by the firm.
6. Current W-9.
7. Proof of Insurance (Liability, Disability, Workers’ Compensation, Vehicle, etc.) NOTE: Successful proposer will be required to name “County of Wyoming” as an additional insured.
8. Copy of active NYS MWBE Certification (if applicable).
9. Exhibit A: Acknowledgement and Agreement to Comply with Standard Clauses for NYS Contracts.
10. Exhibit B: Drug Free Workplace.
11. Exhibit C: Non-Collusive Bidding Certification Required by §139-D of the State Finance Law.
12. Exhibit D: Conflict of Interest Disclosure.
