RFQ 2026-4 Grants Consultant Submission package may be examined or obtained at the Township Purchasing Office, Township of North Bergen, 4233 Kennedy Boulevard, North Bergen, NJ, 07047 (phone 201-392-2040), Monday through Friday during business hours, 9:00 a.m. to 4:00 p.m. or downloadable on the Township’s website www.northbergen.org/notices . Request for qualifications (“RFQ”) responses shall be submitted to Carmen M. Borrell, Purchasing Agent, Township of North Bergen, 4233 Kennedy Boulevard, North Bergen, NJ, 07047, on or before Friday, January 23, 2026 at 11:00 am prevailing time, at which time said responses will be publicly opened and read in the Municipal Chambers. Responses must be enclosed in a sealed envelope. The service provider must indicate the following on the outside of the envelope: (1) the name and address of the service provider; (2) the RFQ# and Title of the Professional Service for which the response is submitted; and (3) “Sealed RFQ Response”. Responses may be delivered by hand, overnight courier or mail. The envelope containing the response must be received by the Township of North Bergen by the date and time set forth above. No late responses will be accepted. All professional service contractors are required to comply with the requirements of N.J.S.A. 52:32-44 (Business Registration of Public Contractors), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Contract Compliance and Equal Employment Opportunities in Public Contracts), N.J.S.A. 52-32.-60.1 Certification of Non-Involvement in Prohibited activities in Russia or Belarus). BorrellPurchasing Agent2INVITATION TO SUBMIT QUALIFICATIONSProposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20, et seq.Respondents should submit an original and one copy of their proposals.Respondents are expected to examine the RFQ with care and observe all its requirements. All questions about the meaning or intent ofthis RFQ shall be submitted in writing no less than 7 days prior to the due date of the proposal. All interpretations and clarificationsconsidered necessary by the Township’s representative in response to such comments and questions shall be responded to no less than5 days prior to the due date of the proposal and will be posted online at www.northbergen.org/notices.The Township assumes no responsibility and liability for costs incurred by the Respondents prior to the issuance of an agreement. Theliability of the Township shall be limited to the terms and conditions of the contract. Respondents will assume responsibility for all costsnot stated in their proposals. All unit rates either stated in the proposal or used as a basis for its pricing are required to be all-inclusive.Additional charges, unless incurred for additional work performed by request of the Township, are not to be billed and will not be paid.Any contract entered into between the Respondent and the Township must be in accordance with and subject to compliance by bothparties with the New Jersey Local Public Contracts Law. The Respondent must agree to comply with the nondiscrimination provisionsand all other laws and regulations applicable to the performance of services there under. The Respondent shall sign and acknowledgesuch forms and certificates as may be required by this section.No corporation or partnership shall be awarded any contract for the performance of any work or the furnishing of any goods, unless,with receipt of the proposal of said corporation or partnership, there is submitted a statement setting forth the names and addresses ofall stockholders in the corporation or partnership who own ten (10) percent or greater interest therein. The Respondent shall completeand submit the form of statement that is included in this RFQ.The right to reject any or all proposals and to waive immaterial formalities is reserved by the Township.3SCOPE OF SERVICES & EVALUATION CRITERIAThe Township of North Bergen (“Township”) is soliciting qualifications to provide for the following Professional Services:RFQ 2026-1:Municipal Auditing ServicesScope of Services:The Municipal Auditor shall make the annual audit of the Township financial records for the calendar year of 2026 andperform the duties prescribed by law all in accordance with generally accepted auditing standards and the laws andregulations of the State of New Jersey regarding same.Compensation will be as follows: $86,700 for annual audit; $20,000 for year-end budget and financial statement review;and for additional auditor services: Partners and Principals at $165 - $175 per hour; Manager and Supervisors at $135per hour; Senior Staff at $100 per hour; Staff Assistants at $75 per hour.Qualifications responses will be evaluated and awarded by the Township of North Bergen on the basis of the mostadvantageous proposal. The evaluation will consider:1. Experience and reputation in the field.2. Knowledge of the Township of North Bergen and of matters concerning the Township of North Bergen and of thesubject matter to be addressed under the contract.3. Availability to attend Township meetings and other matters as required.4. Availability of personnel and other resources to provide such services.5. Other factors to be demonstrated to be in the best interest of the Township of North Bergen.RFQ 2026-2: Insurance Broker of Record – HealthScope of Services:All employee health benefit insurance matters for the Township of North Bergen will be handled by the Insurance Brokerof Record. The broker shall provide the following:A. The broker shall act as a liaison for health services by:1. Handing special contractual problems;2. Negotiating for the Township of North Bergen with health care providers and insurance companies forpreferred contract terms, rates and other issues and factors which would benefit the Township. Broker willalso provide pricing and benefit comparison of the SHBP on an annual basis.3. Responding to inquiries for the Township of North Bergen for information on insurance related matters.B. Procure at least three (3) quotations from qualified companies authorized to do business in the State of NewJersey at least thirty (30) days prior to the expiration date of any health contracts.C. Supply a representative to attend all meetings with the Township of North Bergen administrators, staff or otheragents, as needed (Open Enrollment, New Plan Meetings, FAS Meetings).D. RDS ManagementE. RDS AttestationF. Maintain Flexible Service Contract for the service of this contract.G. Provide a monthly report detailing the monthly completion of duties along with open items to the TownshipRepresentatives.H. Monitor mutual adherence of health insurance contract terms from both the Township to the carriers and thecarriers to the Town.I. Handle plan options, negotiations and compliance with unions.J. Develop a Chapter 78 contribution spreadsheet that is member specific based on projected payroll deductions foremployees.K. Provide monthly experience reports comparing current cycle with the prior cycle.L. FSA maintenance and management.4M. Attend the insurance committee meeting every 2 months or as necessary to meet with union delegates regardinghealthcare matters pertinent to the employees at the Township of North Bergen.N. Provide resources to assist the Township in producing various mailings and written communications directly toRetirees and Active Employees as required.O. Perform any other services required to properly fulfill the duties of a broker of record as assigned by theTownship of North Bergen.Compensation will be paid through the insurance carrier, or as otherwise determined, at a percentage of the stoploss premium equal to 6.5%.Qualifications responses will be evaluated by the Township of North Bergen on the basis of the most advantageous andother factors considered. The evaluation will consider:1. Experience and reputation in the field.2. Knowledge of the Township of North Bergen and of matters concerning the Township of North Bergen and of thesubject matter to be addressed under the contract.3. Availability to attend Township meetings and other matters as required.4. Availability of personnel and other resources to provide such services.5. Other factors to be demonstrated to be in the best interest of the Township of North Bergen.RFQ 2026-3Financial AdvisorScope of Services:Services shall include, but not limited to: the preparation and selling of Municipal debt instruments such as MunicipalBonds, Refunding Bonds, Bonds Anticipation Notes, and other Notes; assistance in the preparation of and review of theTownship’s Official Statement; conducting and providing the necessary calculations for Bonds and Notes sales; providingassistance to and interacting with Bond Counsel with regard to all relevant past, present and future Township of NorthBergen Bonds and Notes issues, and all required financial matters; assist Township personnel during Bonds and Notesrating processes; representation at any required Local Finance Board Meetings; assistance in the production ofapplications to the Local Finance Board; assistance in obtaining Bond Insurance; providing financial analyses whenrequired by the Township and with regard to the timing of Bond Refunding, Notes sales, and the permanent financing oftemporary debt; and advising the Township with regard to legislation affecting Municipal Finance Matters. FinancialAdvisor will also assist the Township with its continuing disclosure requirements and filings of required information withEMMA (Municipal Securities Rulemaking Board's Electronic Municipal Marketplace Access) as explained in LocalFinance Notice 2014-9.Compensation will be as follows:1. For General Financial Advisory Services: Rate will be $200 per hour with an annual contractual cap of$25,000 for such fees.2. For Financing Related Work: Rate will be $200 per hour, with issuance of notes fees not toexceed $10,000 per issuance; with issuance of bonds fees not to exceed $30,000 per issuance.Qualifications will be evaluated by the Township of North Bergen on the basis of the most advantageous, and otherfactors considered. The evaluation will consider:a. Licensure, experience and reputation in the field;b. Ability to address, complete and facilitate all items stated in the above scope of services;c. Experience and knowledge of the workings of and trading in the Municipal Bond Market;d. Experience in dealing with the N.J. State Agencies, Bond Rating Companies, Bond Insurance Companies,and bidders of Municipal Debt Instruments;e. Experience in conducting Bonds and Notes sales, and demonstration of expertise with all forms, rules andcalculations necessary to facilitate such sales;f. Knowledge of the Qualified Bond Act, and State of New Jersey Budget and Fiscal Statutes;g. Knowledge of the Township of North Bergen and the subject matter to be addressed under the contract;h. Availability to accommodate any required meetings of the Township;i. Other factors to be demonstrated to be in the best interest of the Township of North Bergen.5
