Bid Title: RFQ - Transportation Planning and Engineering Services
Category: City of Dublin Bid Postings Status: Open Description: The City of Dublin is seeking qualified Engineering firms to provide professional on-call transportation planning and engineering services. Services will support private development review, Capital Improvement Program (CIP) projects, and citywide transportation analysis and implementation efforts.
The City is interested in securing firms for the specific purpose of obtaining on-call transportation planning and engineering services. This RFQ does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of the statement of qualifications (SOQ) or in anticipation of a contract.
This agreement shall be established for a three-year term, with the option to extend for up to two additional years. Please note, the City may select more than one firm with which to enter into a contract. Proposals shall be required for all services identified in this RFQ. Selected firm(s) shall submit SOQs which demonstrate that they can perform the scope of work for all potential projects, but are not guaranteed work.
Work shall be requested on an as needed basis and paid according to an approved rate schedule. The cost of developing a scope of service for a particular project shall be included in the Consultant’s cost of doing business and the City will not be responsible for any costs associated with preparing it.

The City intends to select themost qualified firm(s) to provide these services. The selected firm will perform services on a “Time and Materials”basis to be negotiated with the City. The firm’s services will be negotiated on a per project basis and have a budgetand specific work scope. Tasks involving traffic signal hardware, communications systems, controllerprogramming, or central system configuration are anticipated to be performed under the City’s On-Call IntelligentTransportation Systems Services Consulting Services Agreement; however, the transportation consultant mayprovide operational analysis and improvement recommendation.Once a Task Order is approved, rates are locked in for the duration of the project. Travel time, mileage, vehicles,meals, etc. will not be allowed and should be incorporated into your hourly rates provided. Consultant mayrequest hourly rates be updated annually, prior to the City’s fiscal year start. Rate increases shall not exceed 3%and shall be based on the San Francisco Bay Area Consumer Price Index CPI for that period of time and this shallbe submitted to the Public Works Management Analyst, or their designee, each May (effective each July 1st) forapproval prior to taking effect.Scope of Services1. Development Review & CEQA Support• Review development applications for transportation and circulation impacts• Review site access, driveway spacing, and sight distance• Review frontage improvements for multimodal access including pedestrian, bicycle, ADA, emergencyaccess, and transit accommodation• Prepare or peer review traffic impact analyses and technical studies• Conduct VMT analysis and screening• Review transportation sections of CEQA documents• Review Transportation Demand Management (TDM) plans and monitoring reports• Prepare conditions of approval and mitigation measures2. Transportation Planning & Policy• Corridor and area wide transportation studies• Complete Streets implementation planning• Active transportation and safety studies• Traffic calming evaluation and design concepts• Parking studies and curb management strategies• Safe Routes to School and school access evaluations• Grant application support and technical documentation• Coordination with regional agencies including Alameda CTC, LAVTA, and BART3. Traffic Operations & Analysis• Intersection and corridor operational analysis using industry-standard methods• Queueing, delay, and multimodal performance evaluation• Signal timing and phasing recommendations• Operational review of corridors with adaptive signal control• Traffic warrant studies• Detour and traffic control plan review• Travel demand forecasting and model coordination4. Data Collection & Modeling• Traffic counts including turning movements, classification, and multimodal counts• Parking utilization surveys• Origin-destination and field observations• Maintain and update transportation data sets as requested by the City5. Design Support• Signing and striping plan preparation and review• Conceptual roadway and intersection layout development• Roundabout and intersection geometry evaluation• ADA curb ramp and accessibility review• Multimodal improvement concepts including bicycle and pedestrian facilities• Cost estimates at planning and project development level6. Transit Coordination & Priority Infrastructure (project based or part of development review)• Coordinate with regional transit providers• Evaluate bus stop placement and accessibility• Support transit priority treatments such as TSP and queue jumps• Evaluate multimodal access to transit facilities7. Capital Improvement Program (CIP) Support• Assist with project scoping and feasibility evaluation• Provide transportation input during planning and design• Review plans and provide technical comments• Support project schedules, cost estimates, and grant documentationPerformance Measures1. Responsiveness and Timeliness:a. Consultant must adhere to the highest ethical standards in all interactions with clients, colleagues,and stakeholders.b. Consultant shall acknowledge City communications within two (2) business days.i. If the assigned staff is unavailable, the Consultant shall provide an alternate point ofcontact.ii. A substantive response or estimated response timeframe shall be provided within four(4) business days unless otherwise specified in the task order.c. Complete assigned tasks in accordance with schedules established in the project scope or taskorder.d. Meet project milestones and deadlines unless otherwise approved by the City.e. Consultant shall notify the City as soon as reasonably practicable after becoming aware of aschedule conflict or potential delay, and no later than three (3) business days prior to the affecteddeadline whenever feasible.i. The resolution shall be discussed during the next scheduled coordination meeting orsooner if requested by the City.f. Request schedule adjustments in advance when neededg. Repeated failure to meet agreed deadlines without prior coordination may affect future taskassignments and may be considered in performance evaluation.2. Quality of Deliverables:a. Deliverables shall be complete, technically accurate, and consistent with City guidelines andapplicable standardsb. Consultant shall provide regular progress reports which include project status updates,milestones achieved, and any issues encountered.i. The format, frequency, and performance metrics of progress reports shall be establishedduring task scoping and documented in the task order.ii. Reports shall include, at a minimum, schedule status, budget status, upcomingmilestones, and identified risks.c. Consultant staff assigned to the project shall maintain qualifications appropriate to their role anddemonstrate familiarity with current applicable standards (e.g., CA MUTCD, Caltrans, AASHTO,CEQA, and PROWAG) when performing services.3. Budget Adherence:a. Consultant shall adhere to the agreed-upon budget for each project.b. Consultant shall notify the City in writing before exceeding 75% of the authorized task budget andprovide justification and a proposed scope or budget adjustment.If the Consultant is unable to meet the timelines or requirements set forth in Exhibit A, the City will provide writtencomments outlining the deficient deliverables and will, in good faith, meet and discuss with the Consultantregarding their performance to understand the circumstances and collaboratively identify a resolution. Ifperformance issues persist, and the City can reasonably demonstrate that such issues are due to the Consultant’sactions or omissions, the City may, (i) temporarily withhold payment for the specific deliverables in question untilthey are satisfactorily completed and accepted, or (ii) request that the Consultant re-perform the services at noadditional cost. Repeated and material failure to meet agreed-upon performance measures, after reasonableopportunity to cure and upon substantiated fault of the Consultant, may constitute grounds for termination forcause.Process and General Conditions1.
