Project DescriptionHeartland Behavioral Healthcare, located at 3000 Erie St S in Massillon Ohio, is a restricted and secure residentialpsychiatric hospital environment. It operates 24/7, 365 days per year. The work on this project will involve the entire 163,000SF building. This project will look to upgrade or replace much of the facilities infrastructure and system components (primarilyHVAC). The facility operates primarily on pneumatic controls. All pneumatics will be upgraded to electronic throughout thefacility. Any electronic controls that exist will need to be replaced or ensure functionality under the new operating system. Thiswork will require replacement of control and isolation valves on most of the HVAC equipment. The facility also struggles withcostly repairs on several of its air handlers. This project will look to replace units and their associated components.Replacement of the facility’s boilers and their associated components will be included as well.B. Scope of ServicesFor projects advertised with an appropriately developed Program of Requirements (“POR”), upon award of theAgreement, commence with Design. For projects without such a POR, upon award of the Agreement, commence bydeveloping the Program of Requirements.The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss andclarify with the Owner and/or the Contracting Authority the cost breakdown of the A/E Agreement detailed costcomponents to address the Owner’s project requirements. Participate in the Encouraging Diversity, Growth & Equity(EDGE) Program as required by statute and the Agreement.As required by the Agreement, and as properly authorized, provide the following categories of services: ProgramVerification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support,Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services requiredfor each. The specificscope of services must state building types, functional design or specialized professional services required to evaluate thelevel of experience of each applicant firm (e.g. parking garage, kitchen design, correctional facility, medical facility). Thescope of services should also define the types of basic and additional professional design and administration servicesnecessary for the project (e.g. LEED credentials and experience, previous experience with local jurisdiction or similarsites, previous experience working with the State of Ohio, Building Information Modeling (“BIM”) experience and training,specific BIM and Owner-defined requirements, level of development to be achieved within BIM models, BIM deliverables,and Owner’s intended use of BIM models after construction).
