General Information Due Date: March 26, 2026 Opening Time: 2:00 pm Published Date: February 27, 2026 Last Updated: February 27, 2026 Bid Orientation: A mandatory pre-bid conference will be held at 14-Mile Slough Pump Station on Thursday, March 12, 2026. Bidders shall first meet at 10:00 AM, to sign-in at the Brookside Estates Pump Station (3910 W. March Lane, Stockton, CA 95219). At 10:05 AM sharp, staff will escort all vehicles through the levee gate to the project site. Due to restricted site access, late arrivals cannot be accommodated; entry to the 14-Mile Slough Pump Station will not be possible once the group has departed.

CITY OF STOCKTONMUNICIPAL UTILITIES DEPARTMENTNOTICE TO CONTRACTORSOfficial bid documents including plans and specifications for the following project arenow available for purchase:14-MILE SLOUGH PUMP STATION DISCHARGE MODIFICATIONSPROJECT NO. UW20022PROJECT DESCRIPTION: The work includes demolition and removal of existing guiderails,pump disconnect assemblies, and base elbows and fittings. Additionally, the subsequentinstallation of new guiderails and elbows compatible with Vaughan Chopper Pumps. Thescope includes minor wet well modifications and requires the contractor to providecomprehensive bypass pumping for the duration of the work.LOCAL EMPLOYMENT: Pursuant to Stockton Municipal Code Section 3.68.095 thecontractor and all subcontractors shall make a good faith effort to employ at least 50% of theworkforce on this project from local residents, as measured by total labor work hours. Failureof any contractor or subcontractor to comply with these requirements shall be deemed amaterial breach of the contract or subcontract. Contractors and subcontractors shall maintainrecords necessary for monitoring their compliance with Section 3.68.095.COMMUNITY WORKFORCE AND TRAINING AGREEMENT: Pursuant to theimplementation of the Community Workforce and Training Agreement (CWTA) adoptedby the City Council on July 26, 2016, the successful bidder shall be required to complywith the provisions of CWTA.LOCAL PREFERENCE: Pursuant to Stockton Municipal Code Section 3.68.090 preferenceshall be given to the purchase of supplies, materials, equipment, and contractual servicesfrom local merchants, quality and price being equal. Local merchants who have a physicalbusiness location within the boundaries of San Joaquin County, and who have applied forand paid a business license tax and registration fee pursuant to Stockton Municipal CodeTitle 5, Chapter 5.08, License Taxes, shall be granted two (2) percent bid preference. Localmerchants who have a physical business location within the boundaries of the City ofStockton Municipal Code Title 5, Chapter 5.08, License Taxes, shall be granted five (5)percent bid preference. This section is intended to provide preference in the award of certainCity contracts in order to encourage businesses to move into and expand within the City.PREVAILING WAGE: The general prevailing rate of wages for each craft or type of workeror mechanic needed to perform the Contract is on file with the City of Stockton. Bidders arehereby notified that the successful bidder and any subcontractor under that contract shall payprevailing wage rates in performing the Contract.CONTRACTOR REGISTRATION REQUIREMENTS: A Contractor or subcontractor shall notbe qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104of the Public Contract Code, or engage in the performance of any contract for public work, asdefined in this chapter, unless currently registered and qualified to perform public workpursuant to Labor Code Section 1725.5. It is not a violation of this section for an unregisteredContractor to submit a bid that is authorized by Section 7029.1 of the Business andProfessions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided theContractor is registered to perform public work pursuant to Section 1725.5 at the time thecontract is awarded.NOTE: Official bid documents including plans and specifications must be purchasedin order to obtain the planholder's number required to bid this project.
