Omega Center ADA Compliant Construction Project

The City of New Bern, NC, on behalf of its subrecipient, the New Bern Improvement Association, Inc., is receiving bids for the ADA Compliant Bathroom Construction Project at The Omega Center.

Bonding Requirements

To be considered responsive, each bid must include:

• A Bid Bond equal to five percent (5%) of the total bid amount.

The successful bidder must provide:

• A Performance Bond equal to one hundred percent (100%) of the contract price.
• A Payment Bond equal to one hundred percent (100%) of the contract price.

Federal Labor Standards

This project is subject to federal requirements, including:

• Davis-Bacon wage rates established by the U.S. Department of Labor.
• All applicable Federal Labor Standards Provisions.

MBE/WBE and Section 3 Requirements

The Contractor must make a documented Good Faith Effort to encourage participation by:

• Minority Business Enterprises (MBEs).
• Women Business Enterprises (WBEs).

The Contractor must:

• Complete the MBE/WBE and Section 3 Solicitation Form included in the bid package.
• Maintain documentation demonstrating solicitation efforts to MBE and WBE firms.

Important: Failure to provide documentation demonstrating MBE/WBE solicitation efforts will result in rejection of the bid.

Federal Registration Requirements

Before a contract can be awarded, the selected Contractor must:

• Have a Unique Entity Identifier (UEI).
• Maintain an active registration in the System for Award Management (SAM.gov).

Important: Failure to meet these requirements may make the Contractor ineligible for award.

A non-mandatory pre-bid meeting will be held on June 8, 2026, at 10:00 AM (local time) at:

Any bid received after the deadline will be returned unopened.

Bid Opening

Immediately following the bid submission deadline, bids will be publicly opened and read aloud at 2:15 PM (local time) on July 6, 2026, at the Department of Development Services, 303 First Street, New Bern, NC 28560.

Reservation of Rights

Bids may be held by the City of New Bern for a period not to exceed ninety (90) days following the bid opening for the purpose of reviewing bids and evaluating bidder qualifications prior to contract award.

The City of New Bern reserves the right to reject any or all bids and to waive any informalities or irregularities in the bidding process.
