All bidders submitting a bid must attend the Pre-Bid Meeting to be held at the Jefferson County Annex building located at 725 Maple Street, Hillsboro, MO 63050, in Conference Room 206, starting at 2:00 o’clock P.M. on April 1st, 2026. The listed Project Manager from the Jefferson County Department of Public Works shall hold the Pre-Bid Meeting to allow all bidders to view the county provided materials and inquire about and identify any variables associated with the project. BID NOTICESealed bids for Market Street and Fifth Street STP-5507 (607) & TAP-5445 (613) will be received at the office of The Department ofthe County Clerk, Jefferson County Administration Center, 729 Maple Street, Hillsboro, Missouri until 2:00 o’clock P.M. on, April 14th,2026, and at that time will be publicly opened and read. All bids shall be submitted in triplicate in an opaque sealed envelope, markedwith the Project title, name and address of the Bidder, and accompanied by the other required documents. Bids submitted electronicallywill be rejected. Where not specifically covered by theSpecifications, or Job Special Provisions or Plans, the Contractor shall adhere to the currently effective 2025 Edition of the “MissouriStandard Specifications for Highway Construction,” and the currently effective “MoDOT Standard Plans for Highway Construction.”The contractor shall have a start date of November 1, 2026, and a completion date of October 1, 2027.Plans and specifications for this project will be available, at no cost, downloadable files from the Jefferson County website(https://www.jeffcomo.gov/bids.aspx), beginning Friday, March 20, 2026.The bidder will be responsible to check the County’s website for addendum(s) regarding this project prior to bid opening. All potentialbidders must complete the “Plan Holder Contact Information” form and submit this form to Public Works at pwprojects@jeffcomo.organd request placement on the bidder’s list.All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages ofwork, of a similar character in this locality, as established by the Department of Labor and Industrial Relations (Federal Wage Rate) orstate wage rate, whichever is higher.Jefferson County, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to thisadvertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded fullopportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion,creed, sex, age, ancestry, or national origin in consideration for an award.All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for HighwayConstruction, 2025 Edition. The contractor questionnaire must be on file 7 days prior to bid opening.Contractors and sub-contractors who sign a contract to work on any public works project must provide a minimum 10-Hour OSHAconstruction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by theiron-site employees within sixty (60) days of beginning work on the construction project.A cashier’s check or bid bond in the amount of 5% shall be submitted with each proposal. A certificate of insurance shall be submittedwith each proposal.All bids shall be made on the forms provided. Three (3) copies of the bid must be submitted, one (1) being original inked. JeffersonCounty, Missouri reserves the right to reject any or all bids, to waive any informality in the bids received, and to award the contract tothe lowest, responsive, responsible bidder, with MoDOT concurrence.No 2nd tier subcontracting will be allowed on this project.END BID NOTICE
