The Pennsylvania Game Commission (PGC) is soliciting electronic bids for replacing an existing

culvert on Diakon Road on State Game Lands (SGL) #305. The scope of the project includes

removal of an existing culvert and decommissioning a portion of roadway. Project also includes

the construction of a new bottomless culvert, portion of new road construction on new alignment,

and existing utility support system. Bids will be opened electronically in the Division of

Contracts and Procurement, 2001 Elmerton Avenue, Harrisburg, PA 17110-9797, on

Wednesday, May 6, 2026 at 2:00 PM.

When bidding, amount bid should be in dollars and cents-----no fractions of a cent will be

accepted.

Questions concerning project specifications and requirements should be directed to Angela

Lindgren in the PGC Engineering Division at 717-787-4250, ext. 73620. Any questions

concerning completion of an electronic bid should be directed to the PGC Procurements Division

at 717-787-6594.

Bidders should visit the site to ascertain the pertinent conditions such as existing road surface

conditions, drainage patterns and other working conditions. Contact Drew Keller, PGC South

Central Region Group 6 Land Manager at 814-643-1831 to get directions and site information.

This is the phone number for the Game Commission’s regional office in Huntingdon. The

dispatchers at the regional office will relay messages to Mr. Keller. You may also contact Joe

Turner, PGC Adams County Foreman, at 717-528-8963. This phone number is for the PGC

Adams County maintenance building and the personnel that operate out of this building are

frequently in the field; please leave a message and your call will be returned. The project area is

open to public travel. Permission is not required to visit the site; however, we recommend

contacting Mr. Keller or Mr. Turner for directions, if needed.

Attached to the project listing in electronic format are Terms and Conditions of Project,

Conditions for Construction Contracts and Technical Specifications (Sections 1 through 9). Two

drawings titled “Diakon Road Project” are also attached. All bids must be submitted

electronically using the SRM system and must be submitted by 2:00PM on May 6, 2025. A bid

guarantee or bond is not required.

The Commonwealth reserves the right to reject any and all bids, to waive technical defects in

bids and to accept or reject any part of the bid deemed in the best interests of the

Commonwealth. Except as otherwise provided by law, award will be made to the lowest

responsible and responsive bidder, and all bidders will be advised of the bid results. A Purchase

Order will be generated at the time of award without further input from the successful bidder.

Awarded vendor will be sent a copy of this document and no work will be authorized until the

vendor is in receipt of the Purchase Order.

All vendors who conduct business with the Pennsylvania Game Commission must have a

Vendor No. assigned to them in order to receive payment from the Commonwealth. Effective

immediately, vendors may access the website www.pasupplierportal.state.pa.us or phone 877-

435-7363 or 717-346-2676 or email RA-PSCSRMPORTAL@pa.gov for assistance to register as

a new vendor or, if you are an existing vendor, to change a main or remit to address. This is a
