Notice is hereby given that sealed bids will be received for the Thomas Heyward, Jr., Historic

Site Sign project for the Old House Plantation Park located at 7796 Lowcountry Drive (SC-462),

Ridgeland, SC 29936 by Jasper County, South Carolina, until Thursday, April 2, 2026, at 1:00

p.m. at which time all bids will be read aloud in the Jasper County Council Chamber.

To be deemed “received”, the Bid may be submitted electronically through the County’s

Vendor Registration webpage to ensure that it remains sealed until the scheduled bid reading

date and time. A link to the County’s Vendor Registration webpage may be found under Bids

& Solicitations, on the County’s website at www.jaspercountysc.gov/services/bids-and-

solicitations/.

The bid may also be submitted via mail or hand delivered in a sealed envelope to the address

below with “HEYWARD SIGN IVTB #2026-14” written on the outside of the envelope. It

must be received no later than 1:00 p.m. on Thursday, April 2, 2026. Bidders choosing to

submit a hard copy should submit an original and two copies. Any bid submitted or delivered

after the above time will NOT be accepted under any circumstances. Jasper County is not

responsible for late submissions caused by delays in mail delivery or a delay in any other

method of delivery.

DESCRIPTION

This project will be to construct a new Park sign at the Old House Plantation Park, the site

of the Thomas Heyward, Jr., Tomb. See Exhibit A for details of the project area.

Contractors will provide all labor, materials, equipment, and services necessary for the

design, permitting, fabrication, and installation of the sign.

SCOPE OF WORK

• Mobilization

o Mobilize needed equipment to the job site, including portable toilets and

jobsite protection.

o Document the site’s existing condition. Note any visible damage not to be

replaced and notify the County for direction before proceeding with

demolition.

• Demolition

o Excavate for the footer foundation.

• Materials

o See Exhibit B for details.

o Ensure all materials meet applicable codes, standards, and durability

requirements.

• Installation

o See Exhibit B for details.

o Work must be permitted and completed in accordance with code.

o Maintain compliance with all applicable building codes, safety regulations,

and environmental requirements.

• General Conditions

o Provide administrative oversight, site management, and project

coordination.

o Furnish dumpsters and manage waste disposal in compliance with local

regulations.

o Maintain a safe and clean work site throughout the project.

All bids should include delivery fees, and applicable state (6%) and local (3%) sales taxes.

WARRANTY

Contractor will warrant this work for a period of one (1) year if anything should prove

defective in its workmanship or materials.

QUESTIONS

Any questions regarding this Bid must be submitted in writing via email to

vchism@jaspercountysc.gov or through the vendor registration portal located on Jasper County’s

Bids and Solicitations webpage, https://www.jaspercountysc.gov/services/bids-and-solicitations/

NO LATER than Monday, March 23, 2026, by 12:00 pm.

All submitted questions will be addressed and posted on Jasper County’s Bids and Solicitations

webpage and the vendor registration portal by Wednesday, March 25, 2026.

BIDDER INSTRUCTIONS

Bids should be typed on company letterhead or on a document which provides the Bidder’s

name, address, phone number, and other pertinent contact information including the bid number

“HEYWARD SIGN IVTB #2026-14”.

Bids must include:

• Company profile.

• List of subcontractors.

• Detailed project approach. Demonstrate how the contractor will ensure all

materials meet applicable codes, standards, and durability requirements, compliance

with professional construction standards and manufacturer guidelines, and all

applicable building codes, safety regulations, and environmental requirements.

• Weekly schedule for the duration of the project.

• Three (3) projects of similar size showing relevant experience. The primary

contractor must have completed a majority of the work on at least two (2) of the

projects.

• Proof of insurance and bonding capacity.

• Pricing (submitted separately and itemized by design, permitting, fabrication,

mobilization, demolition, materials, labor, and general conditions).

The successful Bidder will be required to provide an Internal Revenue Service Form W-9, and if

the vendor performs any work on County property, a certificate of insurance with evidence of

liability, workers compensation coverage, and any applicable licenses.

All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid reading.

Jasper County (the Owner) reserves the right to cancel this solicitation, or all bids may be

rejected, including without limitation, the right to reject any or all nonconforming, non-

responsive, unbalanced, or conditional bids. The Owner also reserves the right to waive all

informalities not involving price, time, or changes in the work and to negotiate contract terms

with the successful bidder.

INSURANCE REQUIREMENTS

The successful Bidder shall be required to provide proof of insurance in the following

amounts.

1. Workers' Compensation - The vendor shall provide coverage for its employees with

statutory workers' compensation limits, and no less than $1,000,000.00 for Employers'

Liability. Said coverage shall include a waiver of subrogation in favor of the Owner and

its agents, employees, and officials.

2. Commercial General Liability - The vendor shall provide coverage for all operations

including, but not limited to, Contractual, Products and Completed Operations, and

Personal Injury. The limits shall be no less than $1,000,000.00, per occurrence, with a

$2,000,000.00 aggregate.

3. Business Automobile Liability - The vendor shall provide coverage for all owned, non-

owned, and hired vehicles with limits of not less than $1,000,000.00, per occurrence,

Combined Single Limits (CSL) or its equivalent.
