Bid Title: County Sites Paving Project
Category: Franklin County Bids & Requests for Proposal Status: Open Description: The County of Franklin is seeking bids to pave four different site locations located throughout the County.
Sealed bids for the County Sites Paving Project will be received by Franklin County, Attn: Corey White, 1255 Franklin Street, Suite 111, Rocky Mount, VA 24151, 2:00 PM local time on Monday, March 9th, at which time bids will be opened and read aloud.
The project consists of paving four sites consisting of approximately 8,475sy of pavement estimated at 2,300 tons of asphalt. Additional work includes minor grading to connect an existing paved lot to adjacent parking lot and slurry seal of existing roadway
Copies of the contract documents may be examined by appointment only at the office of Engineering Concepts, Inc., 94 Greenfield Street, Daleville, Virginia, 24083 during normal business hours.
Hard copies of the documents may be purchased for $75.00 from Engineering Concepts, Inc., 94 Greenfield Street, Daleville, Virginia 24083. The payment is non-refundable. The payment shall be in the form of a check or money order with the name of the project written on the payment.

A mandatory Pre-Bid Conference will be held for the project on Monday, March 2nd at 11:00 AM at the Franklin County Administration Building at 1255 Franklin Street, Suite 111, Rocky Mounty, VA 24151.
Should the apparent low Bid exceed available funds, the Owner reserves the right to negotiate with the apparent low bidder to obtain a contract price within available funds. Bidders shall comply with Virginia Code Section 54.1-1112 regarding information required with Bid. Envelopes containing Bids shall be clearly marked with the Bidder’s contractor license number.

Bidder--The individual or entity whosubmits a Bid directly to OWNER.B. Issuing Office--The office from which theBidding Documents are to be issued and where thebidding procedures are to be administered.C. Successful Bidder--The lowest responsibleBidder submitting a responsive Bid to whomOWNER (on the basis of OWNER’s evaluations ashereinafter provided) makes an award.ARTICLE 2 - COPIES OF BIDDINGDOCUMENTS2.01 Complete sets of the Bidding Documents inthe number and for the payment sum, if any, statedin the Advertisement or Invitation to Bid may beobtained from the Issuing Office. Under Title 54.1, Chapter 11 of the Codeof Virginia, bidders must be licensed as a ClassA contractor in the Commonwealth of Virginia.ARTICLE 4 - EXAMINATION OF BIDDINGDOCUMENTS, OTHER RELATED DATA, ANDSITE4.01 Subsurface and Physical ConditionsA. No additional reports of explorations ortests of subsurface conditions at or contiguous tothe site has been used by Engineer in preparing theBidding Documents.4.02 Underground FacilitiesA. Owner and Engineer do not assumeresponsibility for the accuracy or completeness ofinformation and data shown or indicated in theBidding Documents with respect to UndergroundFacilities at or contiguous to the site. TheContractor shall assume all risks in excavating forthis Work. Contact Miss Utility at 811 beforedigging.4.03 Hazardous Environmental ConditionA. The Supplementary Conditions identifythose reports and drawings relating to a HazardousEnvironmental Condition identified at the Site, ifany, that ENGINEER has used in preparing theBidding Documents.4.04 Provisions concerning responsibilities for theadequacy of data furnished to prospective Bidderswith respect to subsurface conditions, otherphysical conditions and Underground Facilities,and possible changes in the Bidding Documentsdue to differing or unanticipated conditions appearin paragraphs 4.02, 4.03, and 4.04 of the GeneralConditions. Provisions concerning responsibilitiesfor the adequacy of data furnished to prospectiveBidders with respect to a Hazardous EnvironmentalCondition at the Site, if any, and possible changesin the Contract Documents due to any HazardousEnvironmental Condition uncovered or revealed atthe Site which was not shown or indicated in theDrawings or Specifications or identified in theContract Documents to be within the scope of theWork appear in paragraph 4.06 of the GeneralConditions.Page 24.05 On request, OWNER will provide Bidderaccess to the Site to conduct such examinations,investigations, explorations, tests, and studies asBidder deems necessary for submission of a Bid.Bidder shall fill all holes and clean up and restorethe Site to its former condition upon completion ofsuch explorations, investigations, tests, and studies.4.06 Reference is made to Article 7 of theSupplementary Conditions for the identification ofthe general nature of other work that is to beperformed at the Site by OWNER or others (such asutilities and other prime contractors) that relates tothe Work for which a Bid is to be submitted. Onrequest, OWNER will provide to each Bidder forexamination access to or copies of ContractDocuments (other than portions thereof related toprice) for such other work.4.07 It is responsibility of each Bidder beforesubmitting a Bid to:A. Examine and carefully study the BiddingDocuments, including any Addenda and the otherrelated data identified in the Bidding Documents;B. Visit the Site and become familiar with andsatisfy Bidder as to the general, local, and Siteconditions that may affect cost, progress, andperformance of the Work;C. Become familiar with and satisfy Bidder asto all Federal, State, and local Laws andRegulations that may affect cost, progress, orperformance of the Work;D. Carefully study all reports of explorationsand tests of subsurface conditions at or contiguousto the Site and all drawings of physical conditionsin or relating to existing surface or subsurfacestructures at or contiguous to the Site (exceptUnderground Facilities) which have been identifiedin the Supplementary Conditions as provided inparagraph 4.02 of the General Conditions, andcarefully study all reports and drawings of aHazardous Environmental Condition, if any, at theSite which have been identified in theSupplementary Conditions as provided in paragraph4.06 of the General Conditions;E. Obtain and carefully study (or assumeresponsibility for doing so) all additional orsupplementary examinations, investigations,explorations, tests, studies, and data concerningconditions (surface, subsurface, and UndergroundFacilities) at or contiguous to the Site which mayaffect cost, progress, or performance of the Work orwhich relate to any aspect of the means, methods,techniques, sequences, and procedures ofconstruction to be employed by Bidder, includingany specific means, methods, techniques,sequences, and procedures of constructionexpressly required by the Bidding Documents, andsafety precautions and programs incident thereto;F. Agree at the time of submitting its Bid thatno further examinations, investigations,explorations, tests, studies, or data are necessary forthe determination of its Bid for performance of theWork at the price bid and within the times and inaccordance with the other terms and conditions ofthe Bidding Documents;G. Become aware of the general nature of thework to be performed by OWNER and others at theSite that relates to the Work as indicated in theBidding Documents;H. Correlate the information known to Bidder,information and observations obtained from visitsto the Site, reports and drawings identified in theBidding Documents, and all additionalexaminations, investigations, explorations, tests,studies, and data with the Bidding Documents;I. Promptly give ENGINEER written notice ofall conflicts, errors, ambiguities, or discrepanciesthat Bidder discovers in the Bidding Documentsand confirm that the written resolution thereof byENGINEER is acceptable to Bidder; andJ. Determine that the Bidding Documents aregenerally sufficient to indicate and conveyunderstanding of all terms and conditions for theperformance of the Work.4.08 The submission of a Bid will constitute anincontrovertible representation by Bidder thatBidder has complied with every requirement of thisArticle 4, that without exception the Bid ispremised upon performing and furnishing the Workrequired by the Bidding Documents and applyingany specific means, methods, techniques,sequences, and procedures of construction that maybe shown or indicated or expressly required by theBidding Documents, that Bidder has givenENGINEER written notice of all conflicts, errors,ambiguities, and discrepancies that Bidder hasdiscovered in Bidding Documents and the writtenresolutions thereof by ENGINEER are acceptableto Bidder, and that the Bidding Documents are
