ADVERTISEMENT FOR BIDSSealed Bids, in duplicate, for the construction of the SLAUGHTER BEACH TRANSMISSION SYSTEMPROJECT S22-26, and NORTH ELLENDALE DIVERSION SEWER PROJECT, PROJECT S23-08will be received by the Sussex County Engineering Department, at the Sussex County AdministrativeBuilding Council Chambers, 1st Floor, 2 the Circle, Georgetown, Delaware 19947, until 10:00 AM local timeon June 3, 2026, at which time the Bids received will be publicly opened and read.Slaughter Beach Transmission System (Sussex County Project Number S22-26):Contract C1A: This contract generally includes the installation of 49,250 linear feet of six-inch (6”) PVCSDR-21forcemain via open cut, 3,355 linear feet of ten-inch (10”) PVC SDR-21 forcemain via open cut,3,465 linear feet of eight-inch (8”) HDPE DR 9 forcemain via directional drill, 660 linear feet of twelve-inch(12”) steel casing pipe, 340 linear feet of sixteen inch (16”) steel casing pipe, 39 toning wire boxes, 14 airrelease valves and manholes, connection of forcemain to existing forcemain, pipe testing, trench restoration,driveway restoration, and roadway restoration.Contract C1B: This contract generally includes the installation of 2,865 linear feet of six-inch (6”) PVC SDR-21 forcemain via open cut, 355 linear feet of ten-inch (10”) PVC SDR-21forcemain via open cut, 49,850linear feet of ten-inch (10”) HDPE DR-7 forcemain via directional drill, 3,000 linear feet of fourteen-inch(14”) HDPE DR-7 forcemain via directional drill, 420 linear feet of steel casing pipe, 110 linear feet ofsixteen inch (16”) steel casing pipe, 14 air release valves and manholes, connection of forcemain to existingforcemain, pipe testing, trench restoration, driveway restoration, and roadway restoration.North Ellendale Sewer Diversion Project:Contract C2A: This contract generally includes the installation of 18,250 linear feet of eight-inch (8”) PVCSDR-21 forcemain via open cut, 150 linear feet of ten-inch (10”) HDPE DR-9 forcemain via directional drill,245 linear feet of sixteen inch (16”) steel casing pipe, 14 toning wire boxes, 10 air release valves andmanholes, doghouse manhole and 10 linear feet of gravity sewer, upgrades to pump station 92 (New MarketVillage), pipe testing, trench restoration, driveway restoration, and roadway restoration.Contract C2B: This contract generally includes the installation of 3,370 linear feet of eight-inch (8”) PVCSDR-21 forcemain via open cut, 14,880 linear feet of twelve-inch (12”) HDPE DR-7 forcemain viadirectional drill, 150 linear feet of twelve-inch (12”) steel casing pipe, 245 linear feet of sixteen inch (16”)steel casing pipe, 8 air release valves and manholes, doghouse manhole and 10 linear feet of gravity sewer,upgrades to pump station 92 (New Market Village), pipe testing, trench restoration, driveway restoration, androadway restoration.The County shall decide in its best interest to award one contract for Slaughter Beach Transmission System,one contract for North Ellendale Sewer Diversion Project, and whether to issue the contracts individually or toa single contractor.The Slaughter Beach Transmission System shall be ready to convey sewage flow within 365 calendar days,obtain substantial completion by 455 days, and close-out by 485 days. The North Ellendale Sewer DiversionProject shall be ready to convey sewage flow within 365 calendar days, obtain substantial completion by 455days, and close-out by 485 days.Bids will be received for a single prime Contract. Bids shall be on unit price basis as indicated in the BidForm. The County shall decide in its best interest to award both contracts to a single contractor orindividually.The Issuing Office for the Bidding Documents is: Davis, Bowen & Friedel, Inc., 1 Park Avenue, Milford,Delaware, Phone: (302) 424-1441. Prospective Bidders may examine the Bidding Documents at the IssuingOffice on Mondays through Fridays between the hours of 8:00 AM to 5:00 PM, and may obtain copies of theBidding Documents from the Issuing Office as described below.Bidding Documents also may be examined at the Sussex County Engineering Offices, Sussex CountyAdministrative Office Building, 3rd Floor, 2 the Circle, Georgetown, Delaware 19947, (302) 855-7370, onMondays through Fridays between the hours of 9:00 AM to 4:00 PM.Bidding Documents may be obtained from the Issuing Office during the hours indicated above. BiddingDocuments are available electronically (as portable document format (PDF) files) for a non-refundable chargeof $75.00 per set, payable to Davis, Bowen & Friedel, Inc. Alternatively, printed Bidding Documents may beobtained from the Issuing Office either via in-person pick-up or via shipping, upon Issuing Office’s receipt ofpayment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $300.00 perset, payable to Davis, Bowen & Friedel, Inc. Upon Issuing Office’s receipt of payment, printed BiddingDocuments will be sent via the prospective Bidder’s delivery method of choice at Bidder’s cost. The date thatthe Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s dateof receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from theIssuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents,including Addenda if any, obtained from sources other than the Issuing Office.A pre-bid conference will be held at 11:00 AM local time on April 22, 2026, at the Sussex CountyAdministrative Building Council Chambers, 1st Floor, 2 the Circle, Georgetown, Delaware 19947, to allowContractors an opportunity to obtain information on the project from the Consulting Engineer and the Owner.Attendance at the pre-bid conference is highly encouraged but is not mandatory.Any Contractor having questions concerning the bid should submit them in writing via email to Ring W.Lardner, P.E., at rwl@dbfinc.com no later than 5:00 PM, May 22, 2026. Questions shall include the projectname (match to project at top of page) in the subject heading.Bid security shall be furnished in accordance with the Instructions to Bidders.This project is being funded by the Delaware Clean Water State Revolving Fund (CWSRF). The followingprovisions shall apply to this construction contract:a.Delaware Prevailing Wage Regulations.b. Federal Davis-Bacon Wage Provisions.c.The President’s Executive Order no. 11246 which prohibits discrimination in employmentregarding race, color, sex, or national origin under the Equal Opportunity Clause (41 CFR §60- 1.4).d. Certification of Non-segregated Facilities (41 CFR § 60-1.8).e.Civil Rights Act of 1964.f.American Iron and Steel (AIS) Requirements under P.L. 113-76 ConsolidatedAppropriations Act of 2014.g. Compliance with Delaware’s Drug Testing for Large Public Works Contracts (75 Del. Laws,c.283, § 1).If the responding Contractor deems any portion of its response to contain trade secrets, proprietary or otherconfidential information, it shall isolate and identify in writing the confidential portions, together with astatement in support of its designation as such. The submission shall be confidential until the bid has beenawarded and a contract has been executed.
