RFP - Fieldhouse, Turf, and Scoreboard

The Hart County Board of Education is requesting submittals from interested and qualified Contractors (firms) to perform under the Construction Delivery Method of Construction Management at Risk, and to enter into a Guaranteed Maximum Price (GMP) contract for Construction Professional services for the above referenced project.

Selection Process: Selection of the CP will be a two-step process. The first step will be a qualification- based process and fee evaluation, which will result in the proposers being ranked. The second step will be an optional interview process with the top ranked firms, and fee negotiation process beginning with the top ranked firm. The school system reserves the right to skip the second step if the school system deems sufficient information has been provided in the step one proposals to rank firms.

Qualification submittals must be received by 2:00 p.m. local time on March 2, 2026. After which time and date they will no longer be accepted.

or telegraphic (including FAX) responses are not acceptable. To be accepted, all responses must be

submitted in a sealed package marked “Proposal for Construction Professional.” Five (5) copies of each

The Hart County Board of Education (HCBOE)(Owner), is soliciting statements of qualifications from

Contractors/firms interested in providing Construction Professional (CP) services for the construction of :

This Request for Proposal (RFP) seeks to identify potential providers of the above-mentionedservices. All respondents to

this RFP are subject to instructions communicated in this document and are cautioned to completely review the

entire and follow instructions carefully. The Owner reserves the right to reject any or all statements of qualifications

or proposals, and to waive technicalities and informalities at their discretion.

GENERAL PROJECT INFORMATION

Project Description: Refer to Exhibit A for the "Project Description/Scope of Work".

Project Delivery Method

The Delivery Method for the Project will be Construction Manager at Risk (CM at Risk) and, at a minimum, the Owner

will also employ the services of a Design Professional in addition to the services of a Contractor.

During pre-construction, the Contractor will be responsible for pricing, value engineering, as well as maintainability

and constructability issues.

Project Budget

The preliminary Stated Cost of Limitation (SCL) of thesethreeprojectsshall be estimated at $6,775,000. As part of the CP

services, evaluate the Scope of Work and determine a developmental budget for the project, and prioritize the needs.

The final budget/SCL will be determined by the prioritization of the Work, and the available funding. The Scope of

Work may be revised by the Owner due to programmatic requirements, funding availability, or other circumstances.

Budget breakdown:

Bobby Pate Fieldhouse projected cost: $5,500,000 (17,040 sq ft @ $323 per square foot)

New Field Turf: $700,000 (10-year warranty)

New digital scoreboard: $575,000 (New digital scoreboard would be a full-size digital board with everything in one

place, no side panels. Leaving the existing scoreboard in front of a brand-new fieldhouse would not be cosmetically

suitable. The new scoreboard would be moved about 80 ft over in the corner on the northeast side of the stadium.

Total budget: $6,775,000
