Category: RFPs Status: Open Description: The Board of County Commissioners of Lake County, Colorado, by and through its Elected Officials or Employees (collectively referred to herein as, Lake County), requests Statements of Qualification from airport consulting firms to provide airport planning, environmental planning, and engineering services at the Leadville-Lake County Regional Airport (LXV) for a period of five (5) years.
Projects anticipated for this period may include any of the following:
1. Construct hangars and associated site improvements
2. Planning services to include CIP planning
3. Remove soil and other Part 77 obstructions
4. Runway, taxiway and apron pavement maintenance and marking
5. Access road and parking lot pavement maintenance and marking
6. Construct new and expand existing aircraft parking aprons
7. Construct parallel taxiway “A” (south) and associated connectors
8. Construct taxiways and taxi lanes
9. Maintain existing airport facilities including buildings, fencing and utilities
10. Construct airport infrastructure including water, sewer, utilities, access roads, and fencing
11. Airfield lighting and NAVAID improvements
12. Aviation fuel system modification and expansion
13. Environmental services

Emailed proposals mustinclude the following statement on the email, “I hereby waive my right to a sealed proposal.” An emailconfirmation will be sent when the proposal has been received.Introductory Information1. Each submission must include the full business address of the Bidder and be signed by anauthorized representative.• Partnerships: Submissions must include the full names of all partners and be signed in thepartnership name by one of the partners or an authorized representative. The signature must befollowed by the name and title of the person signing.• Corporations: Submissions must be signed with the legal name of the corporation, followed bythe state of incorporation. The signature must be by the president, secretary, or another personauthorized to bind the corporation, and include their name and title typed or printed below thesignature.• Individuals with Titles: If a person signs using a title (e.g., "president," "secretary," or "agent")without disclosing their principal, the submission may be deemed to be that of the individual.When requested by the County Attorney’s OKice, satisfactory evidence of a signatory’s authority tobind a corporation must be provided. A power of attorney must accompany the signature of anyonenot otherwise authorized to bind the bidder.All corrections or erasures in the submission must be initialed by the person signing.Lake County GovernmentSchedule A – RFQ Submission InstructionsSubmitters agree to comply with all conditions, requirements, specifications, and instructionsstated or implied in this bid. All prices and required designations must be clearly and fully provided,and all blank spaces in the bid forms must be appropriately filled in.Bidders are required to send submissions based on the instructions provided in this invitation. TheStatement of Qualifications must be completed in full, in detail, and signed by the bidder.2. Late or unsigned submissions shall not be accepted or considered.It is the responsibility of the bidder to ensure that their submission is received atRFP@lakecountyco.gov on or before the deadline stated in Section 1, “Notice to Bidders.”Hard copy bids received before the bid opening will be kept unopened in a secure location. LakeCounty assumes no responsibility for the premature opening of a submission that is not properlyaddressed or identified.Submissions may be withdrawn only upon written request and with the approval of the Lake CountyManager. Such requests must be received from the withdrawing bidder prior to the time fixed foraward.Negligence on the part of the Bidder in preparing the submission does not confer any right towithdraw the bid after it has been submitted and awarded.Bidders are expected to examine all conditions, specifications, and instructions contained in thissolicitation. Failure to do so shall be at the bidder’s own risk.Lake County reserves the right to reject any and all submissions, to waive any informalities in thebidding process, to award the bid to multiple vendors, and to accept the bid that, in the opinion ofthe Board of County Commissioners, best serves the interests of Lake County.3. By submitting a bid, the Bidder agrees that the signed bid, all documents included in this Requestfor Bid, including, but not limited to, product specifications and scope of services, the formalacceptance of the bid by Lake County, and the signature of the Chair of the Lake County Board ofCounty Commissioners shall together constitute the contract. The contract shall be eKective as ofthe date it is signed by the Chair.Cooperative PurchasingLake County encourages cooperative purchasing as a means to help other agencies reduce procurementcosts and to maximize the value of taxpayer dollars through volume purchasing.At their discretion, Vendor(s) may agree to extend the pricing and/or terms of the resulting award to otherstate or local government agencies, school districts, or political subdivisions that have a need for the sameproducts or services.Such usage by other entities shall not have a negative impact on Lake County during the current term orany future terms of the agreement.Lake County GovernmentSchedule B – Scope of WorkProject OverviewProjects anticipated for this period may include any of the following:1. Environmental servicesMethod of ProcurementOnce issued, the Qualification Package is considered complete for bidding purposes, and all Bidders areexpected to respond fully to its terms and conditions. Incomplete or non-responsive submissions will bedisqualified from consideration.Lake County evaluates submissions based on experience and qualifications, understating of scope andapproach, cost and value, cost and capacity, responsiveness and compliance, risk management and legalconsideration, and local and social considerations, ensure awards serve Lake County’s best interests.Evaluation of Bids and AwardsAll proposals will undergo an initial review for acceptability to determine whether they meet the basicrequirements for consideration. This review includes an assessment of responsiveness to the RFQ,completeness and clarity of required bid documents, and the inclusion of all necessary signatures.Proposals that fail to meet these basic requirements may be disqualified from further evaluation.Proposals deemed acceptable will then be evaluated by an Evaluation Committee. The committee willconsider several factors, which may include:• Demonstrated need for the proposed service• Eligibility under applicable program funding• Proposed pricing• Alignment with service area needsLake County GovernmentSchedule B – Scope of Work*Additional Evaluation Information:A. Detail and completeness of the submittal and overall quality of the response (15 points).B. The past performance record and qualifications of the firm and the individuals involved, verifiablethrough references and resumes on similar projects. This includes identifying staK with experiencein airport improvement projects and airport projects that include examples of facility layout,environmental issues as they relate to the contemplated projects, Value Engineering (VE), PFC,DBE, and CIP preparation, complex airport design, construction management, and surveying (25points).C. Completion of airport projects similar to the Airport’s future CIP (20 points).D. Past experience working with the Federal Aviation Administration (10 points).E. The size of the firm and experience with managing similar airport projects (10 points).F. Firm’s plan and ability to meet DBE goals (5 points).G. Firm’s organizational structure as it relates to the Airport (i.e., project team, use of sub-consultants,oKice location where work will be accomplished, etc.) (15 points)Note: The Evaluation Committee reserves the right to request additional information from proposers. If noproposal adequately addresses the required services and pricing, the committee may recommend that noaward be made.Following the evaluation, the Evaluation Committee will report its findings to the RFQ Initiator. Finalrecommendations, based on the evaluations, will be presented to the Lake County Board of CountyCommissioners at a Regular Meeting. Contract awards are subject to the final approval of the Board.Joint Venture Responsibility1. If the Contractor is a Joint Venture, each party to the Joint Venture shall be individually and jointlyresponsible for completing the project in accordance with this Agreement. The parties shall havejoint and several liabilities for any liquidated damages or performance bond claims related to theJoint Venture. The performance bond and all required insurance must clearly identify each party tothe Joint Venture.
