TOWNSHIP OF WEST WINDSORMERCER COUNTY, NEW JERSEYNotice is hereby given that sealed proposals addressed to the Business Administrator will be received on or beforeThursday, January 22, 2026, at 1:00 pm, prevailing time, at which time they will be opened and read at the WestWindsor Township Municipal Building, Room A, within the Municipal Complex, 271 Clarksville Road, PrincetonJunction, New Jersey for the work described below. Bid packages submitted prior to the day of the bid opening shallbe submitted to the Administration Department in the Municipal Complex. The Township encourages prospectivebidders to submit their sealed proposals prior to January, 22, 2026 via certified mail or overnight delivery along withrequiring a signature. West Windsor is not responsible for bids which are sent for delivery and not received by aTownship employee. At conclusion of the public bid opening and after review from Municipal personnel, the bidresults along with the pertinent documents of the apparent three low bid submissions will be scanned and posted onthe Municipal Website within 48 hours, www.westwindsornj.org.Specifications, plans and bid documents will be available on or after Friday, December 12, 2025, at 10:00 am, andmay be examined from the Administration Department located in the West Windsor Township Municipal Buildingduring the hours of 10:00 am to 4:00 pm, Monday through Friday excluding holidays or obtained upon a non-refundable deposit of $30.00 per set. Please follow instructions posted at the front entrance of the Municipal Buildingif picking up and/or reviewing the bid packages in person as they will direct you on the proper procedure formaintaining physical distancing requirements. The only acceptable methods of payment are cash or a physical checkand/or money order. Check shall be made payable to West Windsor Township. Scanned checks are notacceptable. Mailed checks must include a request for documents with the name of the requested solicitation, as wellas the Company Name, Mailing Address, Telephone & Facsimile Numbers as well as Contact Person’s Name & EmailAddress. A FedEx number must be provided in order for West Windsor to ship the documents. Cash payments mustbe submitted in the exact amount.Bids must be submitted on the prescribed form, in a sealed envelope marked:Bid Proposal"Bid Proposal -- West Windsor Township 2026 Public Land MaintenanceTurfgrass and Stormwater Detention Basin Maintenance."The work under this contract includes the furnishing of all labor, materials and equipment necessary or required tocomplete all work set forth in the contract documents and provide turfgrass and stormwater detention basinmaintenance for approximately 60 stormwater detention basins, open space lots or median islands locatedthroughout West Windsor Township, between February, 2026 and December 31, 2026 (mow, mulch, prune, cleanetc.) for Township Open Space Public Lands. It is the intention of West Windsor Township to award a contract forPublic Lands Maintenance. Under the Local Public Contracts Law, N.J.S.A. 40A: 11-15(7), we are permitted torenew this contract for two years after the first year for a total of three years. Therefore, we are requesting bids /costs for three years. The Township reserves the right to renew this contract through the succeeding two years ifdesired by the Township. The determination for renewal will be made each year.A bid deposit in the form of a certified check, cashier's check, or bid bond made payable to the Township of West Windsorin the amount of ten percent (10%) of the total amount of the bid, but not to exceed $20,000.00, must accompany eachproposal as a security, which may be forfeited and retained by the Township in lieu of its other legal remedies, if asuccessful bidder's proposal is accepted by the Township and he shall fail to execute and return to the Township therequired contract and/or bonds within ten (10) days after delivery of the prepared contract and/or bond form to him by theTownship.The Township Council reserves the right to reject all proposals in whole or in part or to waive minor informalities as maybe permitted by law.Bidders are required to comply with the requirements of P.L. 1975, C. 127 and N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.Marlena SchmidBusiness Administrator, West Windsor Township
