Description: Stakeholders Public Meeting Notice Illinois State Historical Preservation Office (SHPO) Public Stakeholder Meeting for a Community Project Funding Grant - Multi-Family Residential Development Project Parkview Apartments, 1809 14 th Avenue, Moline, Rock Island County, Illinois The Moline Housing Development Corporation, NFP is planning to build the above-referenced project using federal funds from the U.S. Department of Housing and Urban Development (HUD). Under HUD regulation 24 CFR 58.4, the federal agency's environmental review responsibilities for the project have been delegated to the City of Moline (City). This includes compliance with Section 106 of the National Historic Preservation Act (Section 106) and its implementing regulations at 36 CFR Part 800. Section 106 requires the consideration of effects on historic properties, which include prehistoric or historic districts, sites, buildings, structures, or objects that are listed in, or determined eligible for listing in, the National Register of Historic Places (NRHP). More information about Section 106 can be found at: https:ljwww.hudexchange.info/environmental-review/historic-preservation/ and http://www.achp.gov/citizensguide.html The proposed project involves the construction of the Parkway Apartments complex, which will consist of five quad-plex apartment buildings and associated infrastructure including parking areas and a storm water management system. The project is located at 1809 14 t h Avenue in Moline (Parcel 17 - 05 - 200 - 024). Enclosed is a topographic map that shows the project area and approximate project site boundaries. The development will target households in need of permanent supportive housing who earn 30% or less of the area's median income and households that earn less than 50% of the area's median income. The project will help address the high demand for affordable housing in Rock Island County. Parcel 17 - 05 - 200-024 is currently developed with a two-story, single-family residence that has been present since 1881, two storage sheds, a gravel driveway, landscaping and mature trees. All buildings and structures on the property will be demolished. An archaeological survey of the property was conducted by Terracon Consultants (Terracon) in 2025. Two small and very dense historic assemblages were identified (Sites 11Rl860 and 11Rl861). Terracon recommended the sites not eligible for listing on the NRHP and no additional archaeological investigations are needed for the project. Terracon also and found that the residence at 1809 14 th Avenue is eligible for listing on the NRHP. The SHPO concurred with this finding on March 12, 2025, and also commented that the demolition of the property will result in adverse effects under Section 106, which will need to be resolved through development and execution of a MOA.
