The City of Panama City Community Redevelopment Agency, Downtown North District located in Bay County, Florida (“CRA”) in partnership with the City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (the “City”) requests proposals from responsible and responsive firms for the purchase, lease, or otherwise dispose the vacant lot located at 1342 Martin Luther King Boulevard, Panama City, FL 32401 to a private party to develop or otherwise improve the property for economic development and to further the goals and mission of the Downtown North District in accordance with the Downtown North CRA District Plan.

Any party interested in purchasing or otherwise obtaining the property located 1342 Martin Luther King Boulevard, Panama City, FL 32401, Property Appraiser’s Parcel Identification Number: 17367-000-000, consisting of approximately 0.179 acres +/- of vacant land for purposes which further the CRA Plan for the Downtown North District is hereby notified that sealed proposals for said property must be receivedon or before 3:00 p.m. CT on October 6, 2025. The proposals received will be opened in the City Hall, Purchasing Division Room 238, located at 501 Harrison Avenue, Panama City, FL 32401.

Proposals must include a description of the proposed uses for the property, and documentation of the legal ability of the proposer, and availability of funding, to enter into a purchase agreement which furthers the CRA Plan for the Downtown North District. Conditions of acceptance of any such proposals may include a right to terminate. The CRA may further negotiate terms and conditions of the purchase of the property. The CRA may accept such proposal as it deems to be in the public interest and in furtherance of the purposes of Chapter 163, Part III, Florida Statutes. Late submissions shall not be accepted.

The proposed disposition, for the property located at 1342 Martin Luther King Boulevard, Panama City, FL 32401, may be considered at the next scheduled and duly noticed public board meeting of the CRA on October 7, 2025, which shall serve as the required hearing under Section 163.380(2), Florida Statutes.  At such meeting, the CRA board may consider and vote on whether to approve a disposition of the property to an interested private party purchaser.

Any person who decides to appeal any decision made by any board, agency or council with respect to any matter considered at such meetings or hearings will need a record of the proceedings.  For such purposes, any such person may need to ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which the appeal is based. Any person requiring a special accommodation at these meetings because of a disability or physical impairment should contact the City Clerk at 850-872-3020 at least 48 hours before the date of the scheduled hearing.
