RFP SCF25-1183 SCF Facilities Security Cameras
Southcentral Foundation (SCF) is pleased to provide this public notice regarding the solicitation of detailed proposals from Bidders interested in providing 24 hours/7 days per week phone support and/or remote access support for any technical issues on the SCF CCTV system comprised of interior and exterior cameras, servers, and Avigilon video management system. Background and History1.1 SCF HistorySouthcentral Foundation (SCF) is an Alaska Native-owned, nonprofit health care organizationserving nearly 70,000 Alaska Native and American Indian people living in Anchorage, Matanuska-Susitna Valley and nearby villages in the Anchorage Service Unit. Incorporated in 1982 under thetribal authority of Cook Inlet Region, Inc. (CIRI), SCF is the largest of the CIRI nonprofits, employingmore than 2,700 people in more than 80 programs.1.2 Vision and Mission StatementSCF’s vision is a Native Community that enjoys physical, mental, emotional, and spiritual wellness;its mission is to work together with the Native Community to achieve wellness through health andrelated services. The organization has developed and implemented comprehensive health-relatedservices to meet the changing needs of the Native Community to enhance culture and empowerindividuals and families to take charge of their lives.1.3 SCF FacilitiesSCF offers a wide range of health and wellness services for Alaska Native and American Indianpeople living in Anchorage and the Matanuska-Susitna Borough, and nearby villages. They alsoprovide regional support to residents of 55 rural villages in the Anchorage Service Unit, ageographical area stretching 107,400 square miles across Southcentral Alaska – extending fromthe Canadian border on the east to the Aleutian Chain and Pribilof Islands on the west.2SCF 25-1183 RFPSection 2. General Information2.1 Purpose of the Request for Proposal (RFP)SCF is soliciting proposals from qualified firms interested in providing 24 hours/7 days per weekphone support and/or remote access support for any technical issues on the SCF CCTV systemcomprised of interior and exterior cameras, servers, and Avigilon video management system.Provide an on-site response if the situation requires on-site attention.All labor and travel associated with preventative and scheduled maintenance, installation ofupdates, patches, etc. (servers, cameras, software, etc.), cleaning of camera lenses (at leastannually), and adjustment of camera views or securing camera mounts as necessary.Documentation detailing service visits, service performed, detailed work orders, materials usedand hours spent.The selected Contractor shall serve as the Administrator of the camera system software andmanage user access and permissions on the system. Assist in verifying video retention periods aremet for SCF’s specific requirements and making recommendations to optimize recording efficiencyand storage utilization. Additionally, they will provide training for the Avigilon video managementsystem operators as needed.Schedule one (1) on-site full day visit with SCF Security Dispatch Supervisor semiannually toconduct task, but not limited to: firmware updates, device testing, system audits, configurationadjustments, coordinating with Security, IT, and Facilities to resolve issues.2.2 Contract PeriodThe contract term shall begin with the selection of a winning Proposer in January 2026. Thetargeted timeframe for the scope of work to be completed is between January 2026 to December2029.The project schedule will be further refined with selected Proposer.2.3 Proposer RegistrationProposers must register with the SCF Purchasing Agent by emailingSCFPurchasing@southcentralfoundation.com no later than December 1, 2025. Include the RFPNumber and title in the subject line of the email when you register. Send Proposer contact name,title, email, phone, and address. Failure to register with the SCF Purchasing Department by theabove deadline may result in the rejection of your Proposal. Please visit the SCF websitefrequently during the RFP process for up-to-date information, including revised RFPs, changes tothe schedule, notices, and question/comment responses, etc. SCF will not be providing updatedinformation via email.3
