Parking Lot Stripe & Seal Services (4 Branches)
Date Issued: May 11, 2026The Board of Trustees of the St. Louis County Library District (“Library District”) is accepting bids (“Bid” or “Bids”) pursuant to this Invitation for Bid from qualified businesses for the: Service of Sealing & Striping Parking Lots (the “Project”) at four different locations of the Library District including the following: Cliff Cave, Daniel Boone, Oak Bend, and Rock Road (each a “Library District Location” and collectively the “Library District Locations”).
Please visit each Library District Location to take measurements and assess field conditions. Addresses and operating hours of the various locations may be found on the Library’s website at: www.slcl.org/hours-and-locations . Bidders are responsible for examination of specifications, schedules and instructions for the Project.
All Bids are due no later than 1:00 P.M. C.T., on, May 29, 2026.
Bidders shall complete the Bid as required in this Invitation for Bid and deliver the completed Bid by email only to Kelli Reeves, Manager of Facilities, kreeves@slcl.org . The email subject line should be “Invitation for Bid – Parking Lot Stripe & Seal Services.
To protect the integrity of the Bid selection process, any questions concerning this Invitation for Bid, the Bid process or Bid specifications shall be emailed only to Kelli Reeves at kreeves@slcl.org .
Where services are requested for multiple Library District Locations, Bidders must bid on all Library District Locations for the Project.
It is anticipated that the Bids will be considered by the Library District’s Board of Trustees at the June 15, 2026 meeting after consideration by the Selection Committee and recommendation to the Director.

The Board ofTrustees (“Board of Trustees”) of the Library District is a body corporate with all thepowers and rights of like or similar corporations serving more than 863,000 LibraryDistrict residents. All management and control of the Library District is vested in aBoard of Trustees consisting of five Trustees appointed by the County Executive of St.Louis County, Missouri. The Trustees serve staggered four-year terms.The Board of Trustees appoints a qualified librarian who holds that office at the Boardof Trustees’ pleasure as the chief executive and administrative officer (“Director”) ofthe Library District.The Board of Trustees has the power to purchase grounds, erect appropriate buildingsand improve existing buildings for the use of the Library District and its branches outof funds available or through the issuance of bonds or otherwise.2#3726160v1GENERAL REQUIREMENTSThe Project is subject to all applicable laws of the State of Missouri governingthe Library District including but not limited to the following:● Missouri law prohibits all employers from employing aliens unlawfully presentin the United States to perform work within the State of Missouri, including the Projectand bidders must comply with the provisions relating thereto in Section 285.530 RSMo,as amended.● All Bidders on Library District contracts for services in excess of $5,000 mustprovide the Library District with documentation and a sworn affidavit, with respect toemployees working in connection with the contracted services, affirming enrollment ina Federal Work Authorization Program (“FWAP”). The affidavit shall also providethat the Bidder does not knowingly employ any person in connection with thecontracted services who is an unauthorized alien. Such affidavits must be providedwith the Bid.● In the event that the contract for the services described in this Invitation for Bidis for $100,000 or more, and the successful Bidder employs ten (10) or more employees,the contract shall include a written certification that the Bidder is not currently engagedin and shall not, for the duration of the contract, engage in a boycott of goods or servicesfrom the State of Israel; companies doing business in or with Israel or authorized by,licensed by, or organized under the laws of the State of Israel; or persons or entitiesdoing business in the State of Israel.● The Project is a public works project and, in the event the services are projectedto be $75,000.00 or more, the Project will be subject to the Missouri Prevailing WageLaw. St. Louis County Wage Order No. 32 is hereby incorporated herein as part of thisInvitation for Bid.● State law also requires all employees working on the site of public worksprojects to have received safety training, including the Project, pursuant to Section292.675 RSMo, as amended.● Every transient employer must comply with Sections 285.230 through 285.234RSMo, as amended, when applicable.● Pursuant to Sections 34.070 and 34.073 RSMo, the Library District prefers topurchase those materials, products and supplies which are produced, manufactured,compounded, made or grown, within the State of Missouri when they are found inmarketable quantities and are a quality suited to the purpose intended, and can besecured without additional cost over out-of-state products. Quality and fitness ofarticles will be considered in making purchases or letting contracts. Similarly, in lettingcontracts for the performance of any job or services, the Library District prefersMissouri firms, corporations or individuals, or firms, corporations or individuals which3#3726160v1maintain Missouri offices, when the quality of performance promised is equal and theprice quoted is the same or less.● Pursuant to Section 107.170, RSMo., the successful Bidder will be required tofurnish a performance bond and a labor and material payment bond in an amount equalto one hundred percent (100%) of the contract sum, which shall be acceptable to theLibrary District in form and content. The surety providing such bonds shall be acompany licensed to do business in the State of Missouri and shall be acceptable to theLibrary District.In addition to the general requirements listed above, the successful Bidder shallcomply with all laws, ordinances, regulations, applicable zoning and buildingrequirements, and orders of federal, state, county, and local governing authoritiespertaining and applicable to each Library District Location, the successful Bidderand/or the Library District.Applicable insurance coverage must be provided by the successful Bidderbefore any work can be started on the Project.These general requirements, this Invitation for Bid, the Bid and thespecifications, drawings, schedules and instructions of the Project shall be incorporatedin the contract and/or purchase order signed by the parties should the Bidder be awardeda contract under this Invitation for Bid.4#3726160v1
