OVERVIEW:1.1. SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Agency of Digital Services(hereinafter the “State”) on behalf of the Department of Public Safety is seeking to establish contractswith one or more companies that can provide a modular Criminal Justice Information Exchange (CJIX)that links together National Law Enforcement Telecommunications System (NLETS), National CrimeInformation Center (NCIC), state, local, and federal law enforcement, justice, and public safety entities inthe exchange of critical information (hereinafter the “Solution”). Given the complexity of the current,tightly coupled solution, and the need to systematically deconstruct it as the existing CJIX modules areimplemented, multiple scopes are defined in Section 2 and Bidders are invited to submit proposals forany or all of the scopes.1.2. CONTRACT PERIOD: Any Contract(s) arising from this RFP will be for a period of 60 months with an 12-month implementation period. The State anticipates the start date for such contract(s) will be July 1,2027.1.3. SINGLE POINT OF CONTACT: All communications concerning this RFP are to be addressed in writingto the State Contact listed on the front page of this RFP. Actual or attempted contact with any otherindividual from the State concerning this RFP is strictly prohibited and may result in disqualification.1.4. BIDDERS’ CONFERENCE: A non-mandatory bidders’ conference will be held remotely at the date andtime indicated on the front page of this RFP.If there is a remote bidders’ conference, and call-in information is not provided on the front page of theRFP, all potential bidders must send an e-mail to the State Contact with Bidder’s firm and contactinformation and shall then be provided with call-in details.1.5. QUESTION AND ANSWER PERIOD: Any bidder requiring clarification of any section of this RFP orwishing to comment on any requirement of the RFP must submit specific questions in writing no later thanthe deadline for question indicated on the first page of this RFP. Questions may be e-mailed to the pointof contact on the front page of this RFP. Questions or comments not raised in writing on or before the lastday of the question period are thereafter waived. At the Bidders’ Conference, following the close of thequestion period, all questions or comments will be addressed and the State's responses will be posted onthe State’s web site http://www.bgs.state.vt.us/pca/bids/bids.php . Every effort will be made to post thisinformation as soon as possible after the Bidders’ Conference, contingent on the number and complexityof the questions. BACKGROUND & OBJECTIVES:The statutory purpose of the Department of Public Safety (DPS) is to promote the detection and prevention ofcrime, to participate in searches for lost and missing persons, and to assist in cases of statewide or localdisasters or emergencies. Well designed and implemented systems are crucial to support operational missionsand must provide the ability to collect, store, search, analyze and share data in a secure manner.Vermont Law Enforcement Telecommunications System (VLETS) is Vermont's state law enforcement messageswitching system. VLETS is standardized to communicate with like systems in all other states, federal lawenforcement and criminal justice agencies and counterpart agencies in Canada. This system operates not onlyfor the benefit of authorized users in Vermont but also operates in cooperation with the Federal Bureau ofInvestigation (FBI) and the NLETS for the sharing of information across state and international boundaries.The existing VLETS solution allows law enforcement personnel at all levels (state, local, federal), includingthose outside of Vermont, to access law enforcement records. These records include criminal history, arrestwarrants, and vehicle-related records (registration, drivers licenses, etc.)2.1. EXSISTING BUSINESS ENVIRONMENTThe State’s business environment is comprised of the State and partner agencies included in Table 1, withthe stakeholder entities further detailed below.EntityAgency of Digital Services (ADS)Agency of Natural Resources Fish & Wildlife (ANR DFW)Vermont Dept of Liquor & Lottery (DLL)Vermont Dept of Motor Vehicles (DMV)Vermont Dept of Corrections (DOC)Vermont State’s Attorneys and Sheriffs (SAS)Vermont Crime Information Center (VCIC)Vermont State Police (VSP)Vermont Attorney GeneralFederal & International Law Enforcement PartnersMunicipal Law Enforcement EntitiesTable 1Vermont Crime Information Center (VCIC) – As the State of Vermont’s CJIS Security Agency (CSA),VCIC's mission is to provide accurate, complete, and timely criminal history record information to Vermontlaw enforcement agencies and any other agency that has an authorized right to the information in pursuitof public safety.• VCIC facilitates access to many types of records, including criminal histories, sex offender data,mugshots, fingerprints, and motor vehicle records. These records are maintained both at the primaryDPS site in Waterbury, VT, as well as being hosted at other locations, either by vendors or other Stateof Vermont agencies (such as Vermont Department of Motor Vehicle data). VCIC also provides –through the message switch system – access to federal and other states’ criminal and vehicle records.• Several other systems are used by VCIC to provide services or information to law enforcementagencies, other state agencies, or the public. These systems are typically externally hosted Softwareas a Service (SaaS)-type applications, such as the Sex Offender Registry or the Vermont CriminalConviction Record Internet Service (VCCRIS).Vermont State Police (VSP) is a full-service law enforcement agency that provides primary lawenforcement services to approximately 200 towns, 90 percent of the land mass, and 50 percent of thepopulation in Vermont. The specialized resources of the Vermont State Police support local, county andfederal partners in times of need. They also manage two statewide Public Safety Answering Points(PSAPs) that provide law enforcement dispatch services.Vermont Forensics Laboratory (VFL) is the only forensic laboratory in the State of Vermont and providesservices to the entire criminal justice system. Police officers representing local and state agencies, inaddition to game wardens, state's attorneys' investigators and public defenders, all bring evidence to thelaboratory for examination.Municipal Law Enforcement entities deliver a range of services from full time dispatch and regional policeresponse forces to more limited community safety forces. In all cases, municipal law enforcement requiresaccess to a wide variety of city, county, state and federal criminal justice agency information to achievetheir mission.Vermont State’s Attorneys and Sheriffs (SAS) work collaboratively with law enforcement agencies, socialservice agencies, victims and members of the public to seek justice in cases that are investigated andprosecuted within each county.Department of Liquor and Lottery (DLL) Enforcement Division is charged with investigating possibleviolations of liquor laws and regulations, and carrying out law enforcement activities related to theseincidents. Comprising a team of investigators and supporting staff, and working closely with other lawenforcement agencies, this section protects public safety and ensures that laws and regulations arefollowed.Department of Motor Vehicles Enforcement & Safety Division (DMV Enforcement & Safety) is comprised ofsworn law enforcement officers and non-sworn civilian staff. The Division has three sections: theCommercial Vehicle Enforcement Section, the Investigative Section, and the Administrative SupportSection. The primary focus of the Investigative Unit is to regulate, monitor, and investigate illegal orquestionable activities relating to licensing registration and title fraud, dealer and inspection regulations,and general law enforcement support services.Agency of Natural Resources Department of Fish & Wildlife (ANR DFW) Warden Service Division enforcesfish and wildlife, boat, snowmobile, ATV, and general criminal laws. State Game Wardens also provide animportant law enforcement support role during critical incidents and emergencies They also haveextensive knowledge of Vermont's remote areas and utilize this knowledge and special training for searchand rescue operations.2.2. EXISTING TECHNICAL ENVIRONMENTVermont Law Enforcement Telecommunications System (VLETS) is often used to describe both themessage switching system on its own, as well as the larger collection of applications/databases housed onthe VLETS hardware or accessible through the VLETS system. This makes sense, as all theapplications/databases housed within VLETS are accessed through the VLETS message switchingapplication, but it can be confusing when trying to distinguish the separate components of the system. Ahigh-level view of the existing solution and its capabilities is reflected in Figure 1.Figure 1The existing solution, built and maintained by Computer Projects of Illinois’ (CPI) and hosted in theirdatacenter, includes the capabilities listed below.• Message Switching System• Criminal History Application• Mugshot Application• Archiving ApplicationVLETS Message Switch is standardized to communicate with like systems in all other states, federal lawenforcement and criminal justice agencies and counterpart agencies in Canada. This system operates notonly for the benefit of authorized users in Vermont but also operates in cooperation with the Federal Bureauof Investigation (such as the National Crime Information Center) and the National Law EnforcementTelecommunications System (NLETS) for the sharing of information across state and internationalboundaries.VLETS Computerized Criminal History (CCH) is a custom design for Vermont to accommodate theidiosyncrasies of Vermont’s prosecutorial, adjudication and legislative requirements. The system isdesigned to accommodate best practices or requirements prescribed by other external entities such as theU.S Bureau of Justice Statistics and FBI policy governing the access to and dissemination of theseprotected records. Access to these records is accomplished through the message switching application.VLETS Mugshot Application stores, manages and allows retrieval of law enforcement mugshots capturedby statewide agencies and transmitted to this repository.VLETS Archiving Application is a long-term storage location of transaction logs which provides easy,variable search criteria through screen forms. This application is used primarily to assist in the performanceof audits on the Vermont Law Enforcement Telecommunication System (VLETS) & criminal history systemusers to assure compliance with State and FBI requirements for data integrity and compliance with accessand dissemination policy.Interfaces:1. Vermont Department of Motor Vehicles (DMV) VT TRIPS – The purpose of the VT TRIPS interface is toprovide access to Vehicle Registration and Driver’s License and Driver History. In addition, the VLETSsupports an NCIC Interface for processing NCIC inquiries from DMV devices.2. NLETS – The purpose of the NLETS interface is to foster the exchange of data between States. Thisdata is generally composed of vehicle registration, driver registration, and history, but all NLETS dataexchange and functionality are supported. The VLETS is the NLETS point of entry support for the lawenforcement in Vermont.3. National Crime Information Center (NCIC) - The purpose of the NCIC interface is to allow lawenforcement users to gain access to the NCIC databases including stolen property and wanted files,the Criminal History Triple I files, and the National Instant Check systems maintained by the FBI. TheVLETS is the NCIC point of entry support for the law enforcement in Vermont.4. Vermont Criminal Conviction Record Internet Service (VCCRIS) - VCCRIS is a solution developed byTyler Technologies (formerly NIC or VIC) that allows users to purchase criminal conviction records fromthe Vermont Crime Information Center.5. Automated Fingerprint Identification System (AFIS) - AFIS is a biometric identification methodology thatuses digital imaging technology to obtain, store, and analyze fingerprint data. The State currentlycontracts with Idemia for this solution.6. Computer Aided Dispatch / Records Management System (CAD/RMS) – the CAD/RMS is a statewidedata collection system that is standardized and mandatory for all agencies related to use of force, traffic
