USE SUBJECT: CRIMINAL JUSTICE INFORMATION EXCHANGE
1. OVERVIEW:
1.1. SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Agency of Digital Services
(hereinafter the “State”) on behalf of the Department of Public Safety is seeking to establish contracts
with one or more companies that can provide a modular Criminal Justice Information Exchange (CJIX)
that links together National Law Enforcement Telecommunications System (NLETS), National Crime
Information Center (NCIC), state, local, and federal law enforcement, justice, and public safety entities in
the exchange of critical information (hereinafter the “Solution”). Given the complexity of the current,
tightly coupled solution, and the need to systematically deconstruct it as the existing CJIX modules are
implemented, multiple scopes are defined in Section 2 and Bidders are invited to submit proposals for
any or all of the scopes.
1.2. CONTRACT PERIOD: Any Contract(s) arising from this RFP will be for a period of 60 months with an 12-
month implementation period. The State anticipates the start date for such contract(s) will be July 1,
2027.
1.3. SINGLE POINT OF CONTACT: All communications concerning this RFP are to be addressed in writing
to the State Contact listed on the front page of this RFP. Actual or attempted contact with any other
individual from the State concerning this RFP is strictly prohibited and may result in disqualification.
1.4. BIDDERS’ CONFERENCE: A non-mandatory bidders’ conference will be held remotely at the date and
time indicated on the front page of this RFP.
If there is a remote bidders’ conference, and call-in information is not provided on the front page of the
RFP, all potential bidders must send an e-mail to the State Contact with Bidder’s firm and contact
information and shall then be provided with call-in details.
1.5. QUESTION AND ANSWER PERIOD: Any bidder requiring clarification of any section of this RFP or
wishing to comment on any requirement of the RFP must submit specific questions in writing no later than
the deadline for question indicated on the first page of this RFP. Questions may be e-mailed to the point
of contact on the front page of this RFP. Questions or comments not raised in writing on or before the last
day of the question period are thereafter waived. At the Bidders’ Conference, following the close of the
question period, all questions or comments will be addressed and the State's responses will be posted on
the State’s web site http://www.bgs.state.vt.us/pca/bids/bids.php . Every effort will be made to post this
information as soon as possible after the Bidders’ Conference, contingent on the number and complexity
of the questions. All information provided by vendors during this process will be public and bidders shall
not provide confidential information, except as described in 5 below.
1.6. CHANGES TO THIS RFP: Any modifications to this RFP will be made in writing by the State through the
issuance of an Addendum to this RFP and posted online at http://www.bgs.state.vt.us/pca/bids/bids.php .
Modifications from any other source are not to be considered.
2. BACKGROUND & OBJECTIVES:
The statutory purpose of the Department of Public Safety (DPS) is to promote the detection and prevention of
crime, to participate in searches for lost and missing persons, and to assist in cases of statewide or local
disasters or emergencies. Well designed and implemented systems are crucial to support operational missions
and must provide the ability to collect, store, search, analyze and share data in a secure manner.
Vermont Law Enforcement Telecommunications System (VLETS) is Vermont's state law enforcement message
switching system. VLETS is standardized to communicate with like systems in all other states, federal law
enforcement and criminal justice agencies and counterpart agencies in Canada. This system operates not only
for the benefit of authorized users in Vermont but also operates in cooperation with the Federal Bureau of
Investigation (FBI) and the NLETS for the sharing of information across state and international boundaries.
The existing VLETS solution allows law enforcement personnel at all levels (state, local, federal), including
those outside of Vermont, to access law enforcement records. These records include criminal history, arrest
warrants, and vehicle-related records (registration, drivers licenses, etc.)
2.1. EXSISTING BUSINESS ENVIRONMENT
The State’s business environment is comprised of the State and partner agencies included in Table 1, with
the stakeholder entities further detailed below.

Vermont Crime Information Center (VCIC) – As the State of Vermont’s CJIS Security Agency (CSA),
VCIC's mission is to provide accurate, complete, and timely criminal history record information to Vermont
law enforcement agencies and any other agency that has an authorized right to the information in pursuit
of public safety.
VCIC facilitates access to many types of records, including criminal histories, sex offender data,
mugshots, fingerprints, and motor vehicle records. These records are maintained both at the primary
DPS site in Waterbury, VT, as well as being hosted at other locations, either by vendors or other State
of Vermont agencies (such as Vermont Department of Motor Vehicle data). VCIC also provides –
through the message switch system – access to federal and other states’ criminal and vehicle records.
Several other systems are used by VCIC to provide services or information to law enforcement
agencies, other state agencies, or the public. These systems are typically externally hosted Software
as a Service (SaaS)-type applications, such as the Sex Offender Registry or the Vermont Criminal
Conviction Record Internet Service (VCCRIS).
Vermont State Police (VSP) is a full-service law enforcement agency that provides primary law
enforcement services to approximately 200 towns, 90 percent of the land mass, and 50 percent of the
population in Vermont. The specialized resources of the Vermont State Police support local, county and
federal partners in times of need. They also manage two statewide Public Safety Answering Points
(PSAPs) that provide law enforcement dispatch services.
Vermont Forensics Laboratory (VFL) is the only forensic laboratory in the State of Vermont and provides
services to the entire criminal justice system. Police officers representing local and state agencies, in
addition to game wardens, state's attorneys' investigators and public defenders, all bring evidence to the
laboratory for examination.
Municipal Law Enforcement entities deliver a range of services from full time dispatch and regional police
response forces to more limited community safety forces. In all cases, municipal law enforcement requires
access to a wide variety of city, county, state and federal criminal justice agency information to achieve
their mission.
Vermont State’s Attorneys and Sheriffs (SAS) work collaboratively with law enforcement agencies, social
service agencies, victims and members of the public to seek justice in cases that are investigated and
prosecuted within each county.
Department of Liquor and Lottery (DLL) Enforcement Division is charged with investigating possible
violations of liquor laws and regulations, and carrying out law enforcement activities related to these
incidents. Comprising a team of investigators and supporting staff, and working closely with other law
enforcement agencies, this section protects public safety and ensures that laws and regulations are
followed.
Department of Motor Vehicles Enforcement & Safety Division (DMV Enforcement & Safety) is comprised of
sworn law enforcement officers and non-sworn civilian staff. The Division has three sections: the
Commercial Vehicle Enforcement Section, the Investigative Section, and the Administrative Support
Section. The primary focus of the Investigative Unit is to regulate, monitor, and investigate illegal or
questionable activities relating to licensing registration and title fraud, dealer and inspection regulations,
and general law enforcement support services.
Agency of Natural Resources Department of Fish & Wildlife (ANR DFW) Warden Service Division enforces
fish and wildlife, boat, snowmobile, ATV, and general criminal laws. State Game Wardens also provide an
important law enforcement support role during critical incidents and emergencies They also have
extensive knowledge of Vermont's remote areas and utilize this knowledge and special training for search
and rescue operations.
2.2. EXISTING TECHNICAL ENVIRONMENT
Vermont Law Enforcement Telecommunications System (VLETS) is often used to describe both the
message switching system on its own, as well as the larger collection of applications/databases housed on
the VLETS hardware or accessible through the VLETS system. This makes sense, as all the
applications/databases housed within VLETS are accessed through the VLETS message switching
application, but it can be confusing when trying to distinguish the separate components of the system. A
high-level view of the existing solution and its capabilities is reflected in Figure 1.

datacenter, includes the capabilities listed below.

VLETS Message Switch is standardized to communicate with like systems in all other states, federal law

of Investigation (such as the National Crime Information Center) and the National Law Enforcement
Telecommunications System (NLETS) for the sharing of information across state and international
boundaries.
VLETS Computerized Criminal History (CCH) is a custom design for Vermont to accommodate the
idiosyncrasies of Vermont’s prosecutorial, adjudication and legislative requirements. The system is
designed to accommodate best practices or requirements prescribed by other external entities such as the
U.S Bureau of Justice Statistics and FBI policy governing the access to and dissemination of these
protected records. Access to these records is accomplished through the message switching application.
VLETS Mugshot Application stores, manages and allows retrieval of law enforcement mugshots captured
by statewide agencies and transmitted to this repository.
VLETS Archiving Application is a long-term storage location of transaction logs which provides easy,
variable search criteria through screen forms. This application is used primarily to assist in the performance
of audits on the Vermont Law Enforcement Telecommunication System (VLETS) & criminal history system
users to assure compliance with State and FBI requirements for data integrity and compliance with access
and dissemination policy.
Interfaces:
1. Vermont Department of Motor Vehicles (DMV) VT TRIPS – The purpose of the VT TRIPS interface is to
provide access to Vehicle Registration and Driver’s License and Driver History. In addition, the VLETS
supports an NCIC Interface for processing NCIC inquiries from DMV devices.
2. NLETS – The purpose of the NLETS interface is to foster the exchange of data between States. This
data is generally composed of vehicle registration, driver registration, and history, but all NLETS data
exchange and functionality are supported. The VLETS is the NLETS point of entry support for the law
enforcement in Vermont.
3. National Crime Information Center (NCIC) - The purpose of the NCIC interface is to allow law
enforcement users to gain access to the NCIC databases including stolen property and wanted files,
the Criminal History Triple I files, and the National Instant Check systems maintained by the FBI. The
VLETS is the NCIC point of entry support for the law enforcement in Vermont.
4. Vermont Criminal Conviction Record Internet Service (VCCRIS) - VCCRIS is a solution developed by
Tyler Technologies (formerly NIC or VIC) that allows users to purchase criminal conviction records from
the Vermont Crime Information Center.
5. Automated Fingerprint Identification System (AFIS) - AFIS is a biometric identification methodology that
uses digital imaging technology to obtain, store, and analyze fingerprint data. The State currently
contracts with Idemia for this solution.
6. Computer Aided Dispatch / Records Management System (CAD/RMS) – the CAD/RMS is a statewide
data collection system that is standardized and mandatory for all agencies related to use of force, traffic
