The City of Vista (COV) is seeking qualified consultants to provide as-needed professional services using data derived from the National Fire Incident Reporting System (NFIRS). COV requires as-needed analyses and reports for Vista Fire Department performance using time intervals for response, Unit Hour Utilization (UHU), resource draw-down, and other ad hoc reporting as needed with given data. In addition, COV would like the consultant to be able to provide reports for fire service accreditation in accordance with the Center for Public Safety Excellence (CPSE) standards. The statistical analyses and reports include but are not limited to community risk assessment, standards of cover, and strategic planning documents as well as data reports for annual accreditation reporting.
COV is requesting written proposals from qualified firms for data analysis and accreditation reports. This includes annual data reporting, one (1) approved community risk assessment report, one (1) approved standards of cover, one (1) strategic plan, and annual accreditation reports for CPSE reaccreditation. The objective of this Request for Proposals (RFP) is to solicit and identify the most responsive and responsible Bidder to provide the above-stated services outlined in the scope of work.
BackgroundThe Vista Fire Department has been an accredited fire agency and recognized by CPSE since August 26, 2010. Vista is the only local agency in San Diego County that is accredited. In order to maintain accreditation, Vista follows the best practices as recommended by CPSE which include a five-year rotation of data document preparation that support one another. The first step in the rotation requires the Vista Fire Department to pull multiple data sets for the community into a document called a community risk assessment. This document provides many population data sets such as age distribution, income levels, property values, and densities. It considers risk by structure fires, wildland fires, hazardous materials, technical rescues, and medical service calls. The second step in the rotation is developing a standards of cover document that catalogs the last five years of response data and determines goals for future call types and effective response forces. The third step in the rotation is the strategic plan that pulls from the first two documents, as well as with collaboration from community and COV stakeholders to come up with a comprehensive set of goals to better serve the community. The fourth step in the rotation is reaccreditation that has evaluators from CPSE conduct a third-party validation of the progress and efforts made to follow best business practices. The last step in the rotation is filing an annual accreditation report and the cycle begins again. Throughout this five-year process, it is important to have consistent data for each document. COV requires a consulting firm that can provide the data consistently for all the documents as well as meet accreditation requirements through CPSE.
