Huron River DriveAnn Arbor, MI 48105-4800PHONE: (734) 677-5231FAX: (734)-677-54141.0 Proposal InvitationWashtenaw Community College (“College” and/or “WCC”) invites Architectural and Engineering (A&E)firms to prequalify for participation in a future Request for Proposal for Design Services: WorkforceSolutions & Entrepreneurship Center. The primary objective of this project is to transform theCollege’s existing Family Education Building into a space that will serve as a catalyst for workforcereadiness, entrepreneurship, innovation, and meaningful economic impact throughout the community. Ifyour firm is interested in submitting a proposal for the Workforce Solutions & Entrepreneurship Centerproject and would like to participate in the prequalification process, please refer to Section 7 SubmissionDirections for detailed instructions on how to submit a response to this RFQ.Response to this RFP confirms an understanding that this is not a contract or offer of business by theCollege. This request for prequalification in no manner obligates the College to the eventual purchase ofany products or services described, implied, or which may be proposed, until confirmed by writtenagreement, and may be terminated by the College without penalty or obligation at any time prior to thesigning of an agreement, contract, or purchase order. In submitting a proposal, Firm agrees that allmaterials associated with, attached to, or referenced by the submitted proposal will become the propertyof the College and may be incorporated into a subsequent contractual agreement.The College is not liable in any manner or to any extent for any cost or expense incurred by the Firm in thepreparation, submission, presentation, or any other action connected with proposing or otherwiseresponding to this RFP. Such exemption from liability applies whether such costs are incurred directly bythe Firm or indirectly through the Firm’s agents, employees, assigns, or others, whether related or not tothe Firm.The College reserves the right to reject any and all proposals and waive any irregularities. Proposals whichfail to comply fully with any provisions of this document may be considered invalid and may not receiveconsideration. The College also reserves the right to negotiate terms and conditions of a contract with theawarded Firm. The College reserves the right to award a contract based on any combination of thespecifications described herein.The awarded Firm’s proposal response shall be subject to, and governed by the College’s Terms andConditions for the Purchase of Products and Services located athttps://www.wccnet.edu/about/purchasing/terms-and-conditions.php as a condition of award, and arehereby incorporated herein as a substantive part of the solicitation documents. In the event there is anyconflict or inconsistency between the Terms & Conditions referenced in the RFP documents andthose included in a Firm’s Proposal response, Firm’s quote, or listed on the Firm’s website, theTerms & Conditions of the RFP documents shall govern. Proposal submissions must include allexceptions to the College’s terms and conditions of purchase. A purchase order signed by an authorizedagent of the College is required to constitute acceptance of Proposal offer and offer terms and conditionsof service. This RFP and any subsequently offered contracts will be governed by the laws of the State ofMichigan. As required by law, any information submitted in response to this request for proposal could becomepublic information. Firms responding to this proposal are cautioned not to include any proprietaryinformation as part of their proposal unless such proprietary information is carefully identified in writingas such and accepted by the College as proprietary. Any documents submitted may be reviewed andevaluated by any person at the discretion of the College, including non-allied and independent firmsretained by the College now or in the future.Proposals must be comprehensive by including all services and costs necessary to meet the business andtechnical requirements of the College as outlined in this RFP. In addition, the proposal must specify adetailed approach/methodology, Firm and College staffing requirements, and any other assumptions toachieve the goal of this RFP.2.0 Virtual Pre-bid MeetingA. A virtual pre-bid visit is required and proposals will not be accepted from bidders who have notparticipated.B. The pre-bid meeting will cover all Q&A, expectations, specifications, requirements, and otherconditions which might affect the proper performance and completion of the work related to theAI Lab development.C. No allowance will be made after RFP opening for cost estimation errors attributable to any failureto account for existing conditions and/or consider of any and all limitations on or of this scope ofwork.D. Successful bidder will be denied any application for extra payments for conditions which can bedetermined by visually examining the site.E. WCC expects to schedule an in-person walkthrough of the building within two weeks of the pre-bid meeting for interested firms. The purpose of the walkthrough is intended to provide interestedfirms direct access to the building to assess existing conditions and to answer questions related tobuilding systems, layout constraints, and renovation considerations.H. The Owner is not obligated to offer any other times to conduct virtual pre-bid meetings. Arecoding may be available upon request.3.0 Proposal EvaluationProposals received in response to this Request for Prequalification (RFP) will be evaluated usingnumerically weighted totals in accordance with the criteria and process described herein. At its solediscretion, the College may require supplementary presentations and/or interviews from select firms usingthe evaluation criteria listed below.Evaluation criteria may include, but are not limited to the following:• Accordance with the specificationscontained herein• Quality and clarity of responses• Methodology/Approach to meet theobjectives of this RFP• Scope of services/project capabilities• Experience, references, & portfoliosamples• Organizational Project Team andQualifications• Relevant and Comparable Experience• Collaboration & working relationship• Understanding of the College’s Needs andEnvironment• Firm’s image, reputation, and professionalism• Firm location• Deliverable lead times/preliminary projectschedule• Design submissionsFirms shall submit conceptual design proposals in accordance with the specifications and requirements ofthis RFP. Proposals received by the due date will be evaluated by committee, using some or all of thecriteria listed herein. A short-list of one or more prequalified firms will be selected to participate in theRequest for Proposal for Design Services: Workforce Solutions & Entrepreneurship Center.4.0 Project Scope/ObjectiveThe primary objective of this project is to transform the College’s existing Family EducationBuilding into a space that will serve as a catalyst for workforce readiness, entrepreneurship,innovation, and meaningful economic impact throughout the community. The newly-renovatedFamily Education Building is intended to accommodate three organizational groups: one primaryteam of approximately 16 staff members, supported by two additional groups of roughly fourstaff members each. Visitors mayinclude WCC students, business owners, industry partners, workforce agencies, and adultlearners.Designs should encourage collaboration and balance vibrant, social spaces with focusedmentoring and learning environments. It should avoid sterile corporate aesthetics while reflectingWCC’s commitment to a human-centered, workforce-driven approach to advancement.Design Priorities• Flexibility & Adaptabilityo Spaces must be easily reconfigurable to support mentoring, training, events, andcollaborative engagement.• Transparencyo Designs should make work visible and invite participation, reinforcing a cultureof shared learning and innovation.• Integration of Workforce, Entrepreneurship, and Innovationo Entrepreneurship programming, workforce development, employer partnerships,and innovation resources should feel seamlessly connected—not siloed.• Human-Centered Technologyo Technology should be integrated in ways that enhance learning and productivitywithout overwhelming users, ensuring an accessible and supportive experience.Project Challenge and OpportunityThe project involves transforming an existing building constructed in 1980, originally designedas a children’s daycare facility. This repurposed space must evolve into a forward-looking centerthat supports employer-driven workforce training, upskilling, and entrepreneurship, whileintegrating innovation and human-centered technologies, including AI-enabled learning.AI Lab VisionA dedicated Artificial Intelligence Lab will serve as a cutting-edge environment where studentscan explore artificial intelligence, machine learning, and robotics using high-performancecomputing, advanced software platforms, and real-world datasets.Designed for collaboration and experimentation, the AI Lab will support hands-on projects,applied research, and industry partnerships, while emphasizing responsible and ethical AIdevelopment.A Living, Evolving SystemThe Workforce Solutions & Entrepreneurship Center should function as a living system—
