PURPOSEThe Town of Holly Springs is seeking a Statement of Qualifications from licensed engineering firms forprofessional engineering services, construction administration, construction engineering & inspectionsin the preparation of the 2027 Street Improvement Project.II. BACKGROUNDHolly Springs is a global biomanufacturing hub located in Wake County, NC, the third fastest-growingcounty in the country. Located approximately 10 miles from Raleigh and Research Triangle Park, minutesfrom RTP airport, and three tier-one research universities, Holly Springs boasts an ecosystemencompassing infrastructure, diverse talent, affordability, and quality of life.The town currently maintains over 170 miles of roadway for which it receives state funds. Approximatelyevery five (5) years, a pavement condition survey (FHWA method) is conducted for the entire town-maintained road network. Based on the latest street rating survey, streets are prioritized forrehabilitation. Funding will be provided through Powell Bill funds. Powell Bill funds are annual state-shared gas tax revenues allocated to municipalities in North Carolina for roadway maintenance under G.S.136-41.1-4.III. PROJECT DESCRIPTIONThe work for the Town of Holly Springs 2027 Street Improvement Project includes resurfacing work(estimated to be 7.3 centerline miles or 96.9k SY of asphalt) which consists of pavement repair andresurfacing, including associated rehabilitation (mill & overlay) reconstruction and utility adjustments ofselected roads or sections thereof. Please see RFQ Attachment A. Any pedestrian curb ramp within theproject limits and sidewalk section adjacent to the ramp shall be evaluated and if feasible, be brought upto latest ADA (PROWAG) standards. The Town will provide data from the latest pavement conditionsurvey and the selected consultant will evaluate and confirm that the data is acceptable. The consultantshall provide a complete range of professional services including, but not limited to design andconstruction document development, project management, contract administration, permitting, bidding,services during construction including construction administration and construction inspection andmanaging public engagement during construction.RFQ 26-0507 2027 Street ImprovementPage 2 of 8IV. The successful consultant must demonstrate previous similar project expertise, workingknowledge of the Town, technical capabilities of the proposed staff, and a solid understanding of theproposed scope of work and issues. The consultant must also possess sufficient technical and staffavailability to complete the project within the expected timeline.No work product, design, or costs/fees specific to this project, may be submitted. Failure tomeet the requirements listed in this section may deem the submission as non-responsive andbe removed from consideration.Cover Letter [no more than one (1) page]Provide the legal name, address, and telephone number of the firm along with the designated contact’sname, title, email address, and telephone number. Provide the type of business entity (Corporation,partnership, sole proprietor, etc.) and the year the business was established. If applicable, any addenda publishedshould be acknowledged as being received (including the issue date).Qualifications and Experience of the Consultant Firm(s)Please describe the prime consultant’s recent experience relevant to this project. Provide three (3)References to Previous Work (similar to this proposed work). Hyperlinks may be included for the pastprojects.. Include brief project profiles with project reference contact information for each profile. Placeemphasis on projects managed by the key personnel proposed for this project.Qualifications and Experience of Key StaffIdentify key individuals (task leaders) to be assigned to this project and include the qualifications andexpected responsibilities of each of the identified individuals. Provide experience summaries of keyindividuals, including relevant licensure information and certifications, placing emphasis on previousexperience with similar projects in similar roles.For each subconsultant or each member of a joint venture, please include a brief description of relevantexperience and qualifications. Describe what work and the percentage of work will be shared with asubconsultant or other business entity.Project Approach/Work PlanThis section should include a detailed description of the proposer's understanding of the intent,objectives, and overall approach to the project to deliver services in an effective, timely, and professionalmanner. Describe the firm’s project management, coordination, and quality control procedures. Theproject approach must identify whether subconsultants/firms will be utilized and the subconsultants tobe used. Subconsultants are permitted under this contract, but the percentage of the work to be done bythe primary and the subconsultant firms needs to be included in the submittal. The proposer shouldidentify the level of assistance required from the Town and/or project partners to complete each task.ScheduleThe schedule should show all milestones, critical stakeholder/public meetings, and deliverables tomaintain project progress by the project end date.AppendicesAppendices to include the following (pages will not be counted in the response page limitation): Copy of engineering firm license to practice in North Carolina Certificate of Insurance evidencing that all coverages, limits, and endorsements required hereinare maintained and in effect:o Professional Liability Insurance greater $5M per occurrence, and per aggregate. Qualifications (30%)Qualifications of the firm and personnel assigned to this project, demonstrating the consultant’scapacity to complete requested services, experience completing similar projects, andexperience with data collection and analysis related to the scope of work elements.
