ADVERTISEMENT FOR BIDS/PUBLIC NOTICE TO BIDDERS
Sealed proposals will be received at the office of the City Engineer, 51 East Market Street, Tiffin, Ohio
44883, until 10:00 a.m. (Local Time) on April 29, 2026 and will be opened and read immediately thereafter for the
CITY OF TIFFIN – INTERCEPTOR UPGRADE PROJECT
OPINION OF PROBABLE CONSTRUCTION COST: BASE BID - $29,000,000
The scope of work consists of sewer upgrades within the City of Tiffin, Ohio known as the Main and
Benner Interceptor Projects. The Main Interceptor, designed by DLZ, proposes a new sewer siphon under the
Sandusky River and conveyance of combined flow to the city’s proposed High Rate Treatment Facility. The
Benner Interceptor, designed by AECOM, proposes a new Interceptor Sewer upstream of the Main Interceptor.
Additionally the Benner Interceptor Project proposes the abandonment of an existing sanitary sewer within the
channel of the Sandusky River via the construction of new sanitary sewers in the area of Benner and Carl Streets.
Overall the project includes the construction of approximately 15,900 lineal feet of 6 inch to 54 inch sanitary sewer,
12 diversion/junction chambers, the rehabilitation of four existing siphon chambers, a sanitary pump station, 1,270
lineal feet of sanitary force main sewer, a storm culvert replacement, pavement restoration including full depth
replacement and asphalt mill and overlay, curbing, surface restoration, a new asphalt path, maintenance of traffic,
temporary flow control and the development of a Storm Water Pollution Prevention Plan.
The bid specifications, drawings, plan holders list, addenda, and other bid information may be obtained
from the City Engineer’s Office. Only electronic versions of the bidding documents will be available. Electronic
bidding documents will be provided to the plan holder at no charge. All prime contractors bidding the project must
obtain their plans and bidding documents directly from the City Engineer’s Office and be plan holders with the City
Engineer’s Office. Bids must be in accordance with the specifications and on the forms available from the City
Engineer’s Office and must be submitted in a sealed envelope marked City of Tiffin – Interceptor Upgrade
Project. There will be a mandatory Pre-Bid Meeting for this project on April 1, 2026 @ 10:00 a.m. at City
Hall, 51 East Market Street, Tiffin, Ohio 44883. All interested bidders must have a representative in
attendance at this meeting in order to be qualified to submit a bid for the construction contract for this
project. All Pre-Bid questions are required to be submitted to the City Engineer by 3:00 p.m. on April 17,
2026. The contract is required to be completed no later than December 1, 2029, with specific requirements
to be completed no later than June 1, 2028 and December 1, 2028.
Each bidder is required to furnish with it’s a proposal, a Bid Guaranty and Contract Bond in accordance with
Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety
Company or Corporation licensed in the State of Ohio to provide said surety. Each proposal must contain the full
name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit
evidence of its experiences on projects of similar size and complexity.
The project is being constructed with funds from the Ohio Environmental Protection Agency, Division of
Environmental and Financial Assistance. This project will be subject to Federal Prevailing Wage Rates (Davis-
Bacon Act). It will also be subject to all applicable Federal Equal Opportunity Laws, and related regulations.
No bidder shall be permitted to withdraw their bid for a period of 90 days after the time of opening bids.
The procurement is subject to the EPA policy of encouraging the participation of small business in rural areas
(SBRAs).
Should any bid be rejected, the accompanying bid bond, or check, will be returned to the bidder forthwith and
should any bid be accepted, the check, or bid bond will be returned upon the proper execution and securing of the
contract.
