INTRODUCTIONThe purpose of this Request for Bids (RFB) is to solicit competitive sealed bids fromqualified bidders to provide Mowing, landscape maintenance and debris removal servicesfor various City-owned properties.Goals/ObjectivesThe overall objective of this project is to maintain city-owned properties in accordancewith the city’s weed ordinance. All but one of these properties are non-manicuredproperties, parcel remnants, and road shoulders. Mowing and Debris Removal/Disposal Snow shoveling on sidewalks of specified parcels Annual Landscape Maintenance for the Francom Public Safety CenterCampus, not including snow removal.The contract term will be issued for a total period of three (3) years.II. SCOPE OF WORK - Refer to Exhibit AIII. OUTLINE OF EXPECTATIONS AND QUALIFICATIONS*A. Significant experience in lawn care, field grass care/weed control, tree trimmingand trash and debris removal. The successful bidder shall clearly possess anunderstanding of the scope of work required.B. Must possess the applicable required licenses, insurance, bonding, etc.1. License – State of Utah Contractor’s License2. Insurance – See section IV.Mowing and Debris Removal for City-owned Properties RFB | 3C. Good experience in project completion or invoicing documentation.D. If applicable, contractor will assure that all permitting, demolition, and debrisremoval will comply with applicable City, State and Federal regulations andprocedures covering disposal of debris.E. Operating Hours: Work shall be performed during hours that comply with thecity’s noise ordinance policy.*Being selected and entering into an agreement does not guarantee contractor will beextended any specific amount of work.IV. INSURANCE REQUIREMENTSContractor shall procure and maintain for the duration of the contract insurance againstclaims for injuries to persons or damages to property, which may arise from or inconnection with the performance of this agreement. The Contractor shall pay the costof such insurance.A. The amount of insurance shall not be less than:1. Commercial General Liability: Minimum of $3,000,000 in generalaggregate with $1,000,000 for each occurrence. Policy to include coveragefor operations, contractual liability, personal injury liability,products/completed operations liability, broad-form property damage (ifapplicable) and independent contractor’s liability (if applicable) written onan occurrence form.2. Business Automobile Liability: $1,000,000 combined single limit peroccurrence for bodily injury and property damage for owned, non-owned andhired autos.3. Workers’ Compensation and Employer’s Liability: Worker’sCompensation limits as required by the Labor Code of the State of Utah andemployer’s liability with limits of $1,000,000 per accident.B. Each insurance policy required by this Agreement shall contain the followingclauses:1. “This insurance shall not be suspended, voided, canceled, reduced incoverage or in limits except after thirty days prior written notice by certifiedMowing and Debris Removal for City-owned Properties RFB | 4mail, return receipt requested, has been given to the Ogden CityCorporation”.2. “It is agreed that any insurance or self-insurance maintained by Ogden CityCorporation, its elected or appointed officials, employees, agents andvolunteers shall be excess of Contractor’s insurance and shall not contributewith insurance provided by this policy.”C. Each insurance policy required by this Agreement, excepting policies forWorkers’ Compensation, shall contain the following clause in a separateendorsement:1. “Ogden City Corporation, its elected and appointed officials, employees,volunteers and agents are to be named as additional insureds in respect tooperations and activities of or on behalf of, the named insured as performedunder Agreement with Ogden City Corporation.”D. Insurance is to be placed with insurers acceptable to and approved by OgdenCity Corporation. Contractor’s insurer must be authorized to do business inUtah at the time the license is executed and throughout the time period thelicense is maintained, unless otherwise agreed to in writing by Ogden CityCorporation. Failure to maintain or renew coverage or to provide evidence ofrenewal will be treated as a material breach of contract.E. City shall be furnished with original certificates of insurance and endorsementseffecting coverage required within, signed by a person authorized by that insurerto bind coverage on its behalf. All certificates and endorsements are to bereceived by the City before work begins on the premises.F. City reserves the right to require complete, certified copies of all requiredinsurance policies at any time.G. Any deductibles or self-insured retentions must be declared to and approved bythe City. At the option of the City, either: the insurer shall reduce or eliminatesuch deductibles or self-insured retentions as respect to the City, their electedand appointed officials, employees, agents and volunteers; or Contractor shallprovide a financial guarantee satisfactory to the City guaranteeing payment oflosses and related investigations, claim administration and defense expenses.Mowing and Debris Removal for City-owned Properties RFB | 5
