Category: Procurement Status: Open Description: The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain the services of qualified engineering firms to establish one (1) or more fixed-fee, open-ended contracts for Professional Engineering Services in support of the County’s Stormwater Management Program. Services will be provided on an “as needed” basis for a one (1) year period with up to three (3) additional one (1)-year renewal options.
The number of contracts awarded will depend on the number and quality of the proposals received, with a maximum of five (5) contracts. A County issued Purchase Order (PO) will precede the start of work for each individual task.
Firms must demonstrate strong project management capabilities and technical competence in supporting stormwater programs that meet the Virginia Pollutant Discharge Elimination System (VPDES) Phase II Municipal Separate Storm Sewer System (MS4) General Permit requirements. Experience in the development, design, and implementation of Best Management Practices (BMPs) is essential.

It shall be the Offeror’s (i.e.any entity submitting a proposal in response to this RFP) responsibility to advise thePurchasing Agent in writing if any language, requirement, specification, etc., or anycombination thereof, inadvertently restricts or limits the requirements stated in thisRFP to a single source. The Purchasing Agent must receive such notification not laterthan fifteen (15) days prior to the date set for acceptance of proposals.3.0 BACKGROUND INFORMATIONLoudoun County’s Stormwater Management Program oversees the planning, design,maintenance, and regulatory compliance of the County-wide stormwater system. Theprogram is designed to manage both the quantity and quality of stormwater runoff,with a particular focus on minimizing pollutants entering local waterways throughadherence to applicable state and federal regulations.The County is subject to the National Pollutant Discharge Elimination System(NPDES) Phase II Municipal Separate Storm Sewer System (MS4) Permit,administered by the Virginia Department of Environmental Quality (DEQ). Under thefederal Clean Water Act—specifically 40 CFR §122.26—urbanized counties withpopulations exceeding 50,000 are required to develop stormwater managementplans and secure discharge permits for stormwater outfalls. Currently, the easternunincorporated portion of Loudoun County, covering approximately 32.6 squaremiles, falls within this regulatory framework. As population growth continues,additional areas are expected to be included under Phase II regulation.At the state level, Virginia’s DEQ issues Virginia Pollutant Discharge EliminationSystem (VPDES) permits to local governments in accordance with federal and stateRFP RFQ 683950Engineering Services for the Stormwater Management ProgramPage 3 of 48law. To comply with the Virginia Stormwater Management Act and the VPDES PhaseII MS4 General Permit, Loudoun County has adopted local ordinances andimplemented a comprehensive Stormwater Management Program that supports bothflood control and water quality protection.The County’s program includes measures and procedures aligned with the six (6)Minimum Control Measures (MCMs) required under the MS4 permit. BestManagement Practices (BMPs) have been developed for each MCM to guideimplementation:• Public Education and Outreach• Public Involvement and Participation• Illicit Discharge Detection and Elimination• Construction Site Runoff Control• Post-Construction Runoff Management• Pollution Prevention/Good Housekeeping4.0 OFFEROR’S MINIMUM QUALIFICATIONSIntentionally Omitted.5.0 SCOPE OF SERVICESAll proposals must be made on the basis of, and must meet or exceed, therequirements contained herein.5.1 General RequirementsA. A purchase order must be issued for each task prior to the start of work.The purchase order will constitute the notice to proceed unlessotherwise indicated.B. Individual tasks may require the Consultant to provide the supervision,manpower, materials, equipment, and supplies necessary to completethe services outlined below.C. All individuals performing work under this Contract must possessappropriate licenses, certifications, or credentials relevant to the tasksbeing performed.D. All services shall be performed in compliance with industry standardsand all applicable federal, state, and local laws, ordinances, andregulations, including but not limited to: Virginia State HealthDepartment requirements; the Virginia Uniform Statewide BuildingCode (USBC); Virginia Occupational Safety and Health (VOSH)Program and Occupational Safety and Health Administration (OSHA)rules and regulations; and Virginia Department of EnvironmentalQuality (DEQ) standards.RFP RFQ 683950Engineering Services for the Stormwater Management ProgramPage 4 of 48E. Services under this Contract shall include, but are not limited to:a. Evaluations, investigations, analyses, recommendations, costand time estimates, testing, reports, studies, designs,preparation of documents (including drawings in latestAutoCAD® (Computer-Aided Design) version andspecifications), and field inspections.b. Professional involvement throughout all phases of a project,including but not limited to: development of programs;preparation of reports; periodic progress reports and meetings;preparation for and participation in briefings and presentations tostaff groups, citizen groups, the County Board of Supervisors,and federal or state agencies; timely processing of invoices forservices; and timely processing of project correspondence.c. Coordination with County staff, other County contractors, andrelated professional or non-professional services, as may bedirected by the County.5.2 Fee/Rate ScheduleHourly rates established under this Contract shall include:A. Administrative items such as voice, data and video services; mailingand printing services; courier services; and materials required for thepreparation of presentations, reports, submittals, and other expensestypically incurred in the conduct of business.B. Transportation to and from job sites; vehicles, fuel, and vehiclemaintenance; cell phones; personal computers; printers; cameras andvideo equipment; software; general office supplies; home office andadministrative support; and all overhead and incidental costs.5.3 Performance of the ConsultantDuring the term of the Contract, the County will review the Consultant’soperations to determine compliance with contractual requirements. TheConsultant shall cooperate with and assist County representatives inconducting these reviews. If deficiencies are identified, the Consultant shallimplement remedial action immediately. All County recommendations andConsultant responses or actions shall be properly documented by theConsultant.No additional compensation shall be provided for remedial actions taken bythe Consultant to correct deficiencies identified by the County. Remedialactions and required response times may include, but are not limited to, thefollowing:A. Further subdividing assigned personnel responsibilities, reassigningpersonnel, or assigning additional personnel.B.
