Automated Parking Guidance SystemPre-Submittal MeetingMarch 12, 2026/ 2:00 PM CST1Overview• Airport Staff Introductions• Introduction• Scope of Work• RFP Timeline• Submittal Requirements• Project Proposal Format• Project Proposal Selection Criteria• Questions2Introduction• The Birmingham Airport Authority (“BAA”) is requesting proposals for a qualified vendor tosupply, install, integrate, and a parking guidance system for the BAA’s parking deck in levels 2,3,4, 5, 6, and 7.• The goal of this RFP is to enter into an agreement with the best-valued Proposer to perform thework and services described.3Scope of Work• Proposer shall design and install a camera-based PGS in the garage structure, including theroof.• The new system shall incorporate the best available technology for vehicular parkingguidance, both on the approach roadways and inside the garages, including license platerecognition capability (LPR), closed-circuit television (CCTV) camera capability, variable andfixed sign directed wayfinding, available spaces counting and identification, find your carlocating capability, and mobile phone applications.• The new PGS shall have the ability to enhance revenue by facilitating tiered rate structures for;season, time of day, location, premium area, and designated reserved parking spaces, etc.• These tiered rate structures shall be affected electronically, without the need for constructionof physical fences or corrals. They shall be easily modified by simple reprogramming asdeemed necessary by the Birmingham Airport Authority.4Scope of Work• The new PGS must be seamlessly integrate with the Authority’s Revenue Control System.• The new system shall have license plate recognition capability (LPR).• The new system must also be capable of generating a variety of analysis reports to measurecapacity, usage in areas of the garages, trends, etc.• Cameras must be able to see all parking spaces. Camera housing shall be IP 64 or better.• Cameras shall be mounted in such a way that they are not subject to being hit by vehicles• They must be placed so as to not lower the parking deck’s existing height restrictions. DailyParking clearance is depicted as 6 feet 2 inches and Hourly Parking clearance is depicted as6 feet 8 inches. It is Proposer’s responsibility to take measurements in the garages to meet thisrequirement.5
