Request for Bids - Clements Street - Farley Place Sidewalk Project
The City of Paducah Engineering Department will receive sealed bids for the City of Paducah’s “Clements St – Farley Place Sidewalk Project” on Thursday, June 11, 2026, 2:00 P.M.CST. All Bids received will be publicly opened and read aloud in the Commission Chambers, Second Floor, City Hall, 300 South 5th Street, Paducah, Kentucky.
This project consists of the replacement of sidewalks along Clements Street and Farley Place.
This project is funded in part or in whole through Community Development Block Grant funding received through the US Department of Housing and Urban Development, and will require the Contractor and all Sub-Contractors employed by the Contractor to strictly comply with all Federal, State, and local laws and regulations.

All Bids received will beopened and read aloud in the Commission Chamber, Second Floor, City Hall. A PRE-BID Meeting willbe held at 2:00 p.m. CDT on Thursday, May 28, 2026, at the same location. The EngineeringDepartment strongly suggests all bidders attend the pre-bid meeting.PROJECT DESCRIPTIONThis project will consist of the following two (2) components to be bid separately:1. Installation of sidewalk on Clements Street beginning at S. 4th Street and ending atBridge Street2. Installation of sidewalk on Farley Place beginning at S. 4th Street and ending at ClementsStreetOBTAINING CONTRACT DOCUMENTS• Copies of specifications and bid materials may be obtained from the City of Paducahwebsite under Request for Bids or Proposals https://paducahky.gov/request-bids-or-proposals• Paducah Blueprint: www.padblue.com• Association of General Contractors of Western Kentucky: www.agcwky.org• Via email mtownsend@paducahky.govKYTC PREQUALIFICATION REQUIREMENTSThe Contractor shall be Prequalified with the Kentucky Transportation Cabinet with a minimumWork Class Code of A or B and possess a Certificate of Eligibility at the time of Bid Opening. A copy ofthe Certificate of Eligibility for the Bidder and all proposed Sub-Contractors shall be included withthe Bid Proposal for proof of Qualification. Failure of the Bidder to provide this documentationshall result in disqualification.BID SECURITYA satisfactory Bid Bond executed by the bidder or a certified bank cashier’s check in an amountof Five Thousand Dollars ($5,000) shall be submitted with each bid. No other forms of security will beaccepted. Failure to submit a bid bond or certified bank cashier’s check will result in the disqualificationof the bid.BID EVALUATION - AWARD OF CONTRACTAfter reasonable consideration of all bids received, a Notice of Award will be issued to theresponsible bidder whose responsive bid is the lowest bid price in accordance with the specifications.CONTRACT TIMEThe contract time period shall end as of August 31, 2026, at COB (4:30 p.m. CDT).FEDERAL & STATE LAWS, STATUTES AND REGULATIONSThe Bidder is hereby given notice that this Project is funded by a Community DevelopmentBlock Grant from the Department of Housing and Urban Development (HUD) and will require theContractor and all Sub-Contractors employed by the Contractor to strictly comply with the Federal, Stateand all local laws and regulations required by statute. The Bidder shall comply with whichever is morestringent. Failure to comply with these provisions during the duration of the contract shall be grounds forcancellation of the contract and disqualification of the eligibility for future contracts.Because this project is funded through a Community Development Block Grant (CDBG), theselected vendor must comply with all applicable federal requirements, which shall be included in the finalcontract with the City, including but not limited to:• Section 3 of the Housing and Urban Development Act of 1968, as amended00020INVITATION TO BIDPAGE 2 of 2• Equal Employment Opportunity requirements• Federal labor standards, including Davis-Bacon Act requirements if applicable• Contract Work Hours and Safety Standards Act• Copeland Anit-Kickback Act• Debarment and Suspension requirements• Compliance with Executive Order 11246• Disadvantaged Business Enterprise outreach requirements• Certification regarding non-collusion and non-segregated facilities• Compliance with all applicable HUD grant requirementsIn addition, the vendor must comply with the following:Vendor shall not use grant funds to promote “gender ideology” as defined in Executive Order(E.O.)14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to theFederal Government.Vendor agrees that it’s compliance in all respects with all applicable Federal anti-discrimination laws ismaterial to the U.S. Government’s payment decisions for purposes of section 3729 (b) (4) of title31,United States Code.Vendor certifies that it does not operate any programs that violate any applicable Federal anti-discrimination laws, including Title VI of the Civic Rights Act of 1964.Vendor must administer its funding in accordance with all applicable immigration restrictions andrequirements, including the eligibility and verification requirements that apply under Title IV of thePersonal Responsibility Work Opportunity Reconciliation Act of 1996, as amended (8 U.S.C., 1601-646)(PRWORA) and any applicable requirements that HUD, the Attorney General, or the U.S. Citizenship andImmigration Services may establish from time to time to comply with PRWORA Executive Order 14218, orother Executive Orders or immigration laws.The vendor shall cooperate with all reporting, documentation, payroll verification, and compliancemonitoring required for CDBG-funded projects.FEDERAL WAGE REQUIREMENTSThe Bidder and all proposed Subcontractors are hereby given notice that this Public WorksProject is funded by Federal Funds. The Contractor and all Sub-Contractors employed by the Contractorshall fully comply with the Davis-Bacon Act (40 U.S.C. 27a to 276a-7) as supplemented by the U.S.Secretary of Labor regulations (29 CFR part 5) as inserted within these Specifications.DRUG FREE WORKPLACEThe City of Paducah has adopted a Drug and Alcohol Free Workplace Policy in compliance with803 KAR 25.280, in which drug and alcohol use and abuse in the workplace is prohibited. All contractorsdoing business for the City of Paducah shall adhere to this policy.OWNER'S RIGHTS RESERVEDThe City reserves the right to reject any and all bids in accordance with the City of Paducah’sCode of Ordinances and the Project Specifications.INFORMATION FOR BIDDERS00100INFORMATION FOR BIDDERSPAGE 1 of 6BIDSAll competitive sealed bids and purchasing procedures shall be in accordance with 2CFR200.319(a) and the City of Paducah’s Code of Ordinances Chapter 2 Procurement, KRS 45A.345 –45A.460, and the specifications contained herein.All bids shall be submitted on forms supplied by the City of Paducah. Wording of the Bid Form orBid Proposal shall not be changed. Bids submitted on other forms shall be rejected. Unauthorizedconditions, limitations, or provision attached to the proposal shall be cause for rejection of the proposal.Alterations by erasure or interlineations must be explained or noted in the bid over the signature of thebidder.Bid Documents including the Bid Guaranty, shall be enclosed in an envelope clearly labeled withthe words "Bid Documents, Name of Project, Name of Bidder, and Date and Time of Bid Opening,"in order to guard against premature opening of the bid. Each bid shall be addressed to the Engineer, andshall be delivered at the address given in the invitation to bid on or before the day and hour set foropening of bids. It is the sole responsibility of the bidder to see that his bid is received on time and isproperly labeled. The Owner will not be responsible for premature opening of a bid not properlyaddressed and identified.No electronic bid, faxed bid, telegraphic bid or telegraphic modifications of bid will be considered.No bids received after the time fixed for receiving bids will be considered. Late bids will be returned tothe sender unopened.INTERPRETATIONSAny Bidder having questions regarding any portion of the specifications, or may be in doubt as tothe true meaning of any part of the specifications, or finds discrepancies in or omissions from any part ofthe specifications, can submit a WRITTEN request via email for interpretation no later than 12:00 p.m.noon CDT on Thursday, June 4, 2026, to:Melanie Townsend, Project ManagerEngineering DepartmentVIA email mtownsend@paducahky.govPRE-BID MEETINGA PRE-BID MEETING will be held at the City of Paducah Commission Chambers onThursday, May 28, 2026, at 2:00 p.m. CST. All interested prospective bidders should attend. Inaccordance with HUD regulations, this Pre-Bid Meeting is not mandatory; however, attendance isstrongly recommended due to the complexity of this project. Solicitation documents, scope of workalong with the project details will be discussed at this meeting. Bidders may openly discuss concerns andquestions regarding the Project at this meeting.ADDENDUMAll clarifications addressed during the meeting along with requests for written interpretationsreceived will be formally addressed by Addendum. The Addendums will be e-mailed or faxed to eachOfficial Plan Holder of record, with the Bidder being required to acknowledge receipt.Any Addendum that may be issued to amend and or clarify the Plans and/or Specifications mustbe applied when calculating the Bid and certified by the Bidder on the Bid Proposal. Failure to use thecorrect and most recent addenda may result in the bid being rejected. When the Addendum conflicts withthe Original Specifications, the Addendum shall govern.BIDDER'S QUALIFICATIONSThe City of Paducah (hereinafter referred to as Owner) shall have the right to take such stepsnecessary to determine the ability of the bidder to perform his obligations under the Contract.
