Method of Bidding will be as follows:
STATE ROUTE 555 PHASE 2 WATER MAIN EXTENSIONS:
UNIT PRICE CONTRACT consisting of construction of approximately 27,750 linear feet of water
main which includes 14,820 linear feet of 6- and 4-inch PVC water main installed by open trench
methods, 12,930 linear feet of 6- and 4-inch HDPE water main installed by horizontal directional
drilling, 22 gate valves, 8 manual air release assemblies, 9 2-inch flushout assemblies, 37
customer service connections, 1 tie-in to the existing water distribution system by dry tap, and
other appurtenances necessary to complete the work.
The Cost Estimate is $ 1,200,000.00
Bidding Documents may be obtained in an electronic portable document format file only, from
the office of Vaughn, Coast & Vaughn, Inc. located at 154 S. Marietta St., St. Clairsville, OH,
43950, 740-695-7256, upon payment of a $25.00 non-refundable deposit. Checks shall be
payable to Vaughn, Coast & Vaughn, Inc.
Bids will be accepted from only those Bidders who are Plan Holders of Record and obtain
Documents from the Engineer’s office.
PREBID MEETING IS SCHEDULED FOR:
Time: 10:00 A.M.
Date: Thursday, April 30, 2026
Place: Muskingum County Water Office, 375 Richards Road, Zanesville OH 43701
Attendance at the Prebid meeting is encouraged but not required to tender a bid.
The Owner reserves the right to waive any informality or to reject any and all Bids.
Each Bidder must submit with his Bid, security in the amount, form and subject to the conditions
provided in the Instruction for Bidders.
All work done under this contract shall be subject to all Federal Davis Bacon Wage rates and
rules.
Each Proposal must contain the full name of the party or parties submitting the proposal and all
persons interested therein. Each Bidder must submit evidence of its experiences on projects of
similar size and complexity.
All Contractors and subcontractors involved with the project will, to the extent practicable use
Ohio Products, materials, services, and labor in the implementation of their project. Additionally,
Contractor compliance with the equal employment opportunity requirements of Ohio
Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s
Executive Order 84-9 shall be required.
The Contractor shall not discriminate on the basis of race, color, national origin or sex in the
performance of this contract. The Contractor shall carry out applicable requirements of 40 CFR
Part 33 in the award and administration of contracts awarded under EPA financial assistance
agreements. Failure by the Contractor to carry out these requirements is a material breach of this
contract which may result in the termination of this contract or other legally available remedies.
This procurement is subject to the EPA policy of encouraging the participation of small business
in rural areas (SBRAs).
Domestic iron and steel use requirements as specified in P.L. 113-76, “Consolidated
Appropriations Act, 2014” apply to this project. See additional information titled United States
Environmental Protection Agency Memorandum found under Document 00820 (Additional
Articles) in the Contract Documents.
No Bidder may withdraw his Bid within 60 days after the actual date of the opening thereof.
