The City of Kingman, Arizona ("City) is soliciting proposals from qualified Contractors for the processing of recyclable materials collected by the City of Kingman at the proposed drop-site location at the Public Works Facility located at 3700 E. Andy Devine Ave in Kingman, Arizona. The City of Kingman will be seeking City Council direction and possible approval to commence a drop-site recycling program in July of 2025. The City of Kingman shall secure provider(s) as necessary for the loading, transporting, and recycling of recyclable materials collected at the City operated drop-site location. Bidders are to provide information on the types of materials they are interested in. Services may be secured for materials on a material basis, meaning that more than one bidder may be successful depending on the bids submitted. The contract term will be two (2) years with three (3) optional annual renewals.
Pr oposals are due by 3:00 pm , Arizona time, on Wednesday, January 29, 2025 . The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any proposal when cancellation is in the best interest of the City.
Qualified Contractors must have the ability to provide the services described throughout the proposal. Bidders must have a minimum of ten (10) years of relevant and documented experience. Each Bidder must also have any and all relevant licensing, permitting, and insurance for the work to be performed. .

Proposers wishing to submit questions regarding this RFP must do so by 3:00 pm , Arizona time, on Tuesday, January 21, 2025 . Questions must be submitted through the procurement portal.

Mailed, faxed, hand-delivered, and e-mailed proposals will not be accepted. Mailed proposals will be disposed of, unopened, and will not be returned to the Proposer.

BackgroundThe City of Kingman is a municipal governmental entity providing a full range of utility services, including water, wastewater, and solid waste. The City of Kingman also provides police and fire protection services, planning and zoning, building and life safety, tourism, economic development, municipal court, public transit, airport, recreation, golf, parks, pools, street maintenance, and various administrative support services. The City of Kingman does not currently operate a recycling program and is presenting the option to the City Council for a voluntary residential recycling program that would provide a location for residents to drop off their sorted recyclables. The proposed drop-site location will be: City of Kingman, Public Works Facility 3700 E. Andy Devine Ave, Kingman, Arizona. City of Kingman staff will work with residents to sort and drop off the materials at the location. The City of Kingman is seeking interested bidders to provide the services for the collection and transport of these recyclables from the Public Works Facility to the Contractor's location for processing.
The City of Kingman operates under a Council-Manager form of government, led by an elected seven-member Council. The Council consists of the Mayor, Vice Mayor, and five Councilors. The Mayor and Council are elected by a city-wide election. The Council appoints the City Manager, who is the Chief Administrative Officer of the City. The Council meets on the 1st and 3rd Tuesdays of each month. The City Council holds the authority to award contracts for formal purchases of $50,000 or greater.
